Bonded Transportation Program- Road construction is beginning for the Clay County Bonded Transportation Program projects in Middleburg, Green Cove Springs, and Lake Asbury. Motorists should anticipate temporary lane closures and reduced speed zones as projects get underway. Visit the Bonded Transportation Dashboard for anticipated start dates and project updates. CR-220 Widening Phase 1 and Phase 2 Projects (Middleburg/Lakeside) - Contractors will begin two simultaneous lane widening and reconstruction projects on County Road 220 before the end of 2024. In Phase 1, County Road 220 will be widened to four lanes from Hollars Place to west of Henley Road, ending at Chief Ridaught Trail. This includes intersection improvements at County Road 220 and Henley Road. Work is expected to take 15 months. Phase 2 includes widening County Road 220 to four lanes from east of Chief Ridaught Trail to Knight Boxx Road and a new four-lane bridge over Little Black Creek, along with signal updates at Knight Boxx Road and Blanding Boulevard to ease traffic congestion. Work will take about 16 months to complete. There will be several detours in place, starting mid to late November, and continuing for the duration of the projects. New County Projects
Eagle Harbor Parkway (Fleming Island) – Milling and resurfacing work begins this week on Eagle Harbor Parkway. The entrance to Eagle Harbor Parkway off US 17 will be closed starting at 7:00 AM on October 28. At 9 AM both east and westbound lanes of Eagle Harbor Parkway will be closed from Town Center Boulevard to US 17 until 3:30 PM. These closures will also be in place on October 29 and possibly October 30. Follow detour. Dates could change due to weather and unforeseen circumstances.
Moody Avenue (Orange Park)- Drainage system repairs begin Tuesday, October 29 on Moody Avenue between Connie Circle and Meadow Drive to repair the box culvert damaged by excessive rainfall and rendering the road unsafe. Work is anticipated to take 90 days to complete, weather permitting. A 1.6-mile detour is in place.

Northbound traffic: The detour will begin at Connie Circle. Drivers will make a right turn onto Dennis Dr., a left turn onto Moody Ave., a right turn onto Londonderry Dr., a right turn onto SR 21, a right turn onto Meadow Dr., and then a left turn onto Moody Ave.

Southbound traffic: The detour will begin at Meadow Dr. Drivers will make a right turn onto Meadow Dr., a left turn onto SR21, a left turn onto Londonderry Dr., and then a right turn onto Moody Ave.
Ongoing County Projects
County Road 209 (Russell Road) from Peters Creek Bridge to US 17, Bonded Transportation Program project #2 (Lake Asbury)- Anticipate intermittent, single-lane closures daily from 7 a.m. to 5:30 p.m. from U.S. Hwy 17 to Peters Creek Bridge for road work. Please slow down and use caution around the crews working close to the roadway. This project includes the design and reconstruction of the two-lane roadway into four lanes with a median, turn lanes, bike lanes, curb and gutter, and sidewalks on County Road 209 from County Road 315B to US 17, and from County Road 315 to south of Peters Creek Bridge. All work is estimated to be completed in summer 2026.

Road closure and detour began September 9 on County Road 209 at the CSX railroad tracks to adjust the road profile to accommodate wider travel lanes. Local traffic ONLY- residents will have full access to their property during the work. Through traffic will be detoured 1.5 miles along County Road 315 and County Road 315B back to County Road US Highway 17. A temporary traffic signal and turn lane are in place at the intersection of County Road 315 and 315B. Expect heavy delays and choose an alternate route if possible. Work is anticipated to take eight to 12 weeks to complete.
County Road 209 (Russell Road) from Sandridge Road to Peters Creek Bridge, Bonded Transportation Program project #3 (Lake Asbury) – Anticipate intermittent, single-lane closures on County Road 209 (Russell Road) at Watkins Road and Oak Stream Drive for the final work on phase 3A of project 3. Construction is ongoing for the 3B phase of Project 3 from Robinson Ranch Road to the new traffic circle intersection with County Road 209B. Please slow down and use caution around the crews working close to the roadway. Motorists should expect a 35-mph low-speed zone in the work area. This project includes operational improvements on County Road 209 (Russell Road) at the intersections of CR209B and CR739B; Oak Stream Drive and CR209; and Watkins Road and CR209. All work is anticipated to be completed in Spring 2025.

Russel Road at CR209B- Crews are beginning traffic circle construction on Russel Road at County Road 209B. Clearing operations started October 11 and crews will be installing underground pipes this week. Anticipate daily lane closures in this area for the duration of the project.
- Expect daytime and evening lane closures with flagmen beginning November 1 for road work. Work will take approximately 4 months to complete.
County Road 218, Bonded Transportation Program project #1 (Middleburg) – This project involves reconstructing and widening the 2.7-mile section of roadway from Masters Road to Pine Tree Lane into four lanes, adding a median, turn lane, curbs, gutters, sidewalks, and bike lanes, and resurfacing from Cosmos Avenue to Pine Tree Lane. Road construction is anticipated to be completed in the summer of 2025. The speed limit is 35 MPG throughout the work zone. Please slow down and respect the safety of our workers.
- A traffic shift is in place for both directions of County Road 218 for utility and drainage work. Please slow down and pay attention to the new traffic pattern.
County Road 220 (Fleming Island) - Anticipate nighttime, single-lane closures with flaggers in the westbound lane of County Road 220 from Habersham Harbor Drive west to Silver Point for CCUA water line upgrades. The project is now anticipated to be completed in early 2025. Work includes temporary pavement in the median and a traffic shift to maintain the two westbound lanes for the majority of the project. The speed limit is 35 MPH throughout the work zone.
- Anticipate nightly lane closures on County Road 220 westbound from the Swimming Pen Creek Bridge to Harmony Hall Road from 6 p.m. to 6 a.m. for water main installation. Watch for flaggers.
County Road 220/Henley Road intersection improvements (Middleburg) – Anticipate intermittent, daytime, single-lane closures at the intersection of County Road 220 and Henley Road for Clay Electric utility work. This preliminary work is part of the first phase of the County Road 220 widening project beginning in late 2024.
Oakleaf Plantation Parkway at Eagle Landing Parkway (Oakleaf)- Intermittent, single-lane closures on Oakleaf Plantation Parkway at Eagle Landing Parkway began on September 17 for sidewalk work and traffic signal installation. Work is anticipated to take about 30-45 days to complete, weather permitting.
Sandridge Road, Bonded Transportation Program Project #4 (Lake Asbury) – This project includes designing and reconstructing the two-lane urban roadway, adding a turn lane, traffic circle, curbs, gutters, sidewalks, and bike lanes. All work is anticipated to be completed in the spring of 2025. The speed limit is 25 mph throughout the entire work zone and CCSO is enforcing it. Traffic lanes are very narrow, please slow down and respect the safety of our workers along the roadside. This stretch of road is not accessible for wide loads while construction is ongoing.
- 24-hour single-lane closures with flaggers Monday through Friday on Sandridge Road from Henley Road to the west of County Road 209 for road work
- Anticipate daytime and nighttime lane closures and lane shifts with flaggers on Sandridge Road beginning in late November for paving operations. Work will take about two weeks to complete.

I-295 at U.S. 17 Interchange Improvements (Orange Park)- This project consists of milling and resurfacing, reconstruction, base work, shoulder treatment, drainage improvements, curb and gutters, traffic signals, lighting, highway signing, guardrail, sidewalks, gravity wall, concrete slope pavement, ITS, and other incidental construction on I-295 at U.S. 17 (State Road 15) from south of Wells Road to Collins Road in Clay and Duval counties. Work is anticipated to be completed in late 2024.

South Lawrence Boulevard (State Road 21) from Flamingo Street to Southeast Lakeview Drive (Keystone Heights) - Nighttime road closure Thursday from 5 to 9 p.m. for a permitted event. Law enforcement will assist with traffic management.
U.S. 17 (S.R. 15) from Eagle Harbor Parkway to Water Oak Lane (Fleming Island) – This FDOT resurfacing and intersection improvement project includes median installation from Water Oak Lane to Village Square Parkway; adding a second travel lane for through traffic on Bald Eagle Road westbound to C.R. 220; adding a median island and two right turn slip lanes from U.S. 17 southbound to C.R. 220 westbound and installing sidewalk and crosswalk improvements; widening and adding second left turn lane from U.S. 17 northbound to East-West Parkway westbound and installing crosswalk and pedestrian signage improvements; widening and extending left and right turn lanes on U.S. 17 southbound at Eagle Harbor Parkway and adding a fourth travel lane for through traffic on U.S. 17 southbound. All work is estimated to be completed by November 2024.
- Nighttime lane closures Sunday through Thursday from 8:30 p.m. to 4:30 a.m. for roadside work.
U.S. 301 from County Road 218 to Richard Mosely Road (Clay Hill) – FDOT is completing its second and final phase of work on Florida’s first concrete test track road parallel to the existing northbound lanes of U.S. 301 from just south of County Road 218 to just north of Richard Mosely Road (approximately 2.5 miles). This phase will include constructing 52 new concrete test sections, a new stormwater pond, new traffic signals, lighting, highway signage, guardrail, drainage, asphalt paving, and other incidental construction. Work is anticipated to be completed in late 2024.

First Coast Expressway (FCE) Work FDOT
First Coast Expressway south -State Road 23 from north of S.R. 16 to east of C.R. 209 (Green Cove Springs) - Construct 9.7 miles of new multi-lane, limited-access, toll road with drainage system, stormwater ponds, traffic signals, lighting, signage, guardrails, 15 new bridges, and two tolling facilities. Construction on this $180 million project began in April 2019 and is expected to be completed in spring 2025.
