CR-220 Widening Phase 1 and Phase 2 Projects (Middleburg/Lakeside) - Contractors will begin two simultaneous lane widening and reconstruction projects on County Road 220 before the end of 2024. In Phase 1, County Road 220 will be widened to four lanes from Hollars Place to west of Henley Road, ending at Chief Ridaught Trail. This includes intersection improvements at County Road 220 and Henley Road. Work is expected to take 15 months. Phase 2 includes widening County Road 220 to four lanes from east of Chief Ridaught Trail to Knight Boxx Road and a new four-lane bridge over Little Black Creek, along with signal updates at Knight Boxx Road and Blanding Boulevard to ease traffic congestion. Work will take about 16 months to complete. There will be several detours in place, starting mid to late November, and continuing for the duration of the projects. Eagle Harbor Parkway (Fleming Island) – Work will soon begin for a milling and resurfacing project on Eagle Harbor Parkway from U.S. Hwy 17 to Town Center Boulevard. Anticipate daytime, single-lane closures beginning October 24 or 25.
New County Projects
Belmont Boulevard (Lakeside) – Anticipate daytime, single-lane closures on Belmont Boulevard from State Road 21 to Widener Way beginning October 14 for a milling and resurfacing project. Work will take about 2 days to complete, weather permitting.
Delayed start- Grove Park subdivision (Orange Park)- Anticipate daytime, single-lane closures with flaggers beginning October 16 on Grove Park Drive West, Grove Park Drive South, Grove Park Drive East, Grove Park Drive North, Grove Park Lane, Baytree Court, Boxwood Court, and White Oak Lane for milling and resurfacing work. This project will take up to four weeks to complete.
Ongoing County Projects
County Road 209 (Russell Road) from Peters Creek Bridge to US 17, Bonded Transportation Program project #2 (Lake Asbury)- Anticipate intermittent, single-lane closures daily from 7 a.m. to 5:30 p.m. from U.S. Hwy 17 to Peters Creek Bridge for road work. Please slow down and use caution around the crews working close to the roadway. This project includes the design and reconstruction of the two-lane roadway into four lanes with a median, turn lanes, bike lanes, curb and gutter, and sidewalks on County Road 209 from County Road 315B to US 17, and from County Road 315 to south of Peters Creek Bridge. All work is estimated to be completed in summer 2026.

Road closure and detour began September 9 on County Road 209 at the CSX railroad tracks to adjust the road profile to accommodate wider travel lanes. Local traffic ONLY- residents will have full access to their property during the work. Through traffic will be detoured 1.5 miles along County Road 315 and County Road 315B back to County Road US Highway 17. A temporary traffic signal and turn lane are in place at the intersection of County Road 315 and 315B. Expect heavy delays and choose an alternate route if possible. Work is anticipated to take up to eight weeks to complete.
County Road 209 (Russell Road) from Sandridge Road to Peters Creek Bridge, Bonded Transportation Program project #3 (Lake Asbury) – Anticipate intermittent, single-lane closures on County Road 209 (Russell Road) at Watkins Road and Oak Stream Drive for the final work on phase 3A of project 3. Construction is ongoing for the 3B phase of Project 3 from Robinson Ranch Road to the new traffic circle intersection with County Road 209B. Anticipate daily lane closures in this area for the duration of the project. Please slow down and use caution around the crews working close to the roadway. Motorists should expect a 35-mph low-speed zone in the work area. This project includes operational improvements on County Road 209 (Russell Road) at the intersections of CR209B and CR739B; Oak Stream Drive and CR209; and Watkins Road and CR209. All work is anticipated to be completed in Spring 2025.

Russel Road at CR209B- Crews are beginning traffic circle construction on Russel Road at County Road 209B and clearing operations started October 11. Expect daytime and evening lane closures with flagmen beginning November 1. Work will take approximately 4 months to complete.
County Road 218, Bonded Transportation Program project #1 (Middleburg) – This project involves reconstructing and widening the 2.7-mile section of roadway from Masters Road to Pine Tree Lane into four lanes, adding a median, turn lane, curbs, gutters, sidewalks, and bike lanes, and resurfacing from Cosmos Avenue to Pine Tree Lane. Road construction is anticipated to be completed in the summer of 2025. The speed limit is 35 MPG throughout the work zone. Please slow down and respect the safety of our workers.
- A traffic shift is in place for both directions of County Road 218 for utility and drainage work. Please slow down and pay attention to the new traffic pattern.
County Road 220 (Fleming Island) - Anticipate nighttime, single-lane closures with flaggers in the westbound lane of County Road 220 from Habersham Harbor Drive west to Silver Point for CCUA water line upgrades. The project is now anticipated to be completed in early 2025. Work includes temporary pavement in the median and a traffic shift to maintain the two westbound lanes for the majority of the project. The speed limit is 35 MPH throughout the work zone.
- Anticipate nightly lane closures on County Road 220 westbound from the Swimming Pen Creek Bridge to Harmony Hall Road from 6 p.m. to 6 a.m. for water main installation. Watch for flaggers.
County Road 220/Henley Road intersection improvements (Middleburg) – Anticipate intermittent, daytime, single-lane closures at the intersection of County Road 220 and Henley Road for Clay Electric utility work. This preliminary work is part of the first phase of the County Road 220 widening project beginning in late 2024.
Gay Road (Lakeside) - Anticipate daytime, single-lane closures with flaggers on Gay Road from Peoria Road to its terminus for storm system upgrades. The project will take up to 90 days to complete.
Moody Avenue (Orange Park)- Moody Avenue is closed between Connie Circle and Meadow Drive for road repairs. Excessive rainfall caused damage to a box culvert on Moody Avenue between Connie Circle and Meadow Drive and caused the road to be unsafe. A 1.6-mile detour is in place. This project is anticipated to begin within the next three weeks.

Northbound traffic: The detour will begin at Connie Circle. Drivers will make a right turn onto Dennis Dr., a left turn onto Moody Ave., a right turn onto Londonderry Dr., a right turn onto SR 21, a right turn onto Meadow Dr., and then a left turn onto Moody Ave.

Southbound traffic: The detour will begin at Meadow Dr. Drivers will make a right turn onto Meadow Dr., a left turn onto SR21, a left turn onto Londonderry Dr., and then a right turn onto Moody Ave.
Oakleaf Plantation Parkway at Eagle Landing Parkway (Oakleaf)- Intermittent, single-lane closures on Oakleaf Plantation Parkway at Eagle Landing Parkway began on September 17 for sidewalk work and traffic signal installation. Work is anticipated to take about 30 days to complete.
Richards Road (Lakeside)- Drainage system upgrades began on June 26 on Richards Road between Gordon Court and Weaver Road. Drivers should expect a full road closure and detour while crews work to replace storm pipes under the road. Drivers will be detoured on Moody Avenue, Parkside Avenue, and Doctors Lake Drive. CCUA has relocated the water main and county crews hope to have the remaining drainage reconstruction work completed and the road reopened by October 21st, pending weather conditions.
Sandridge Road, Bonded Transportation Program Project #4 (Lake Asbury) – Anticipate 24-hour lane closures with flaggers on Sandridge Road from Henley Road to the west of County Road 209 for road work. This stretch of road is not accessible for wide loads while construction is ongoing. This project includes designing and reconstructing the two-lane urban roadway, adding a turn lane, curbs, gutters, sidewalks, and bike lanes. All work is anticipated to be completed in the spring of 2025. The speed limit is 25 mph throughout the entire work zone and CCSO is enforcing it. Traffic lanes are very narrow, please slow down and respect the safety of our workers along the roadside.
- Anticipate daytime and nighttime lane closures and lane shifts with flaggers on Sandridge Road beginning in late November for paving operations. Work will take about two weeks to complete.

The Florida Department of Transportation is working on a district-wide safety improvement project for left turn offsets. The safety enhancement is taking place at locations around the 18 counties of District 2 and motorists will experience a slight traffic shift. These Clay County roadway segments are included in the ongoing work.

I-295 at U.S. 17 Interchange Improvements (Orange Park)- This project consists of milling and resurfacing, reconstruction, base work, shoulder treatment, drainage improvements, curb and gutters, traffic signals, lighting, highway signing, guardrail, sidewalks, gravity wall, concrete slope pavement, ITS, and other incidental construction on I-295 at U.S. 17 (State Road 15) from south of Wells Road to Collins Road in Clay and Duval counties. Work is anticipated to be completed in late 2024.

Wells Road from U.S. 17 to CSX railroad tracks - Daytime lane closures weekdays from 8 a.m. to 4 p.m. for median work.
U.S. 17 (S.R. 15) from Eagle Harbor Parkway to Water Oak Lane (Fleming Island) – This FDOT resurfacing and intersection improvement project includes median installation from Water Oak Lane to Village Square Parkway; adding a second travel lane for through traffic on Bald Eagle Road westbound to C.R. 220; adding a median island and two right turn slip lanes from U.S. 17 southbound to C.R. 220 westbound and installing sidewalk and crosswalk improvements; widening and adding second left turn lane from U.S. 17 northbound to East-West Parkway westbound and installing crosswalk and pedestrian signage improvements; widening and extending left and right turn lanes on U.S. 17 southbound at Eagle Harbor Parkway and adding a fourth travel lane for through traffic on U.S. 17 southbound. All work is estimated to be completed by November 2024.

U.S. 17 (State Road 15) from Eagle Harbor Parkway to Doctors Inlet Bridge (Fleming Island) – Anticipate nightly lane closures on U.S. 17 from Eagle Harbor Parkway to Creighton Road for a milling and resurfacing project. Work includes milling and resurfacing, base work, shoulder treatment, drainage improvements, signal and lighting upgrades, improved pedestrian and bike paths, new highway signage as well as other incidental construction. Work on this $11.7 million project is expected to be completed by the summer of 2024. Construction operations for the U.S. 301 Asphalt Test Road project in Clay County are nearly complete. Drivers will be able to access Florida’s first, newly built asphalt test road on the morning of Sept. 18, weather and unforeseen circumstances permitting. The purpose of the asphalt test road is to provide insight into FDOT’s current asphalt pavement design practices and study the performance of new pavement materials to improve future design of state roadways. Drivers who access the asphalt test road will be helping to improve sustainability and longevity in Florida’s road infrastructure planning processes by supplementing real-driver data.

U.S. 301 from County Road 218 to Richard Mosely Road (Clay Hill) –FDOT is completing its second and final phase of work on Florida’s first concrete test track road parallel to the existing northbound lanes of U.S. 301 from just south of County Road 218 to just north of Richard Mosely Road (approximately 2.5 miles). This phase will include constructing 52 new concrete test sections, a new stormwater pond, new traffic signals, lighting, highway signage, guardrail, drainage, asphalt paving, and other incidental construction. Work is anticipated to be completed in late 2024.

First Coast Expressway (FCE) Work FDOT
First Coast Expressway north - State Road 23 from State Road 21 to north of State Road 16 (Middleburg) - Construct 10.5 miles of new multi-lane, limited-access toll road with drainage system, stormwater ponds, traffic signals, lighting, signage, guardrails, three tolling facilities, 26 new bridges, noise walls, and retaining walls. Construction on this $229 million project began in March 2019 and is expected to be completed in spring 2025.

Blanding Boulevard from State Road 16 to State Road 23 – Nighttime southbound road closure Monday from 11 p.m. to 5 a.m. for road work. Follow detour.
First Coast Expressway south -State Road 23 from north of S.R. 16 to east of C.R. 209 (Green Cove Springs) - Construct 9.7 miles of new multi-lane, limited-access, toll road with drainage system, stormwater ponds, traffic signals, lighting, signage, guardrails, 15 new bridges, and two tolling facilities. Construction on this $180 million project began in April 2019 and is expected to be completed in spring 2025.
