Bonded Transportation Program- Road construction is beginning for the Clay County Bonded Transportation Program projects in Middleburg, Green Cove Springs, and Lake Asbury. Belmont Boulevard (Lakeside) – Work will soon start on a milling and resurfacing project on Belmont Boulevard from State Road 21 to Widener Way. Drivers can expect daytime, single-lane closures once work begins.
Eagle Harbor Parkway (Fleming Island) – Work will soon begin for a milling and resurfacing project on Eagle Harbor Parkway from U.S. Hwy 17 to Town Center Boulevard. Anticipate daytime, single-lane closures once work begins.
Gay Road (Lakeside) – Work will soon begin on storm system upgrades on Gay Road from Peoria Road to its terminus. Anticipate daytime, single-lane closures once work begins. The project will take up to 90 days to complete.
Loch Rane Boulevard (Orange Park) – Work will soon begin on a milling and resurfacing project on Loch Rane Boulevard from the Orange Park Country Club gate to Blanding Boulevard. Anticipate daytime, single-lane closures once work begins.
New County Projects
Aquarius Concourse (Bellair-Meadowbrook Terrace) – Storm system upgrades begin the week of July 29 on Aquarius Concourse from Blairmore Boulevard to Centura Drive and on Centura Drive from Aquarius Concourse to Capella Road. Anticipate daytime, single-lane closures once work begins. The project will take approximately 30 days to complete.
Oak Street Railroad Crossing Closure (Green Cove Springs)- The CSX railroad crossing at Oak Street will close on Monday, July 29 for new rail installation. The crossing closure will be in place for 3-4 days and no vehicles will be able to pass during the work. These dates are highly subject to change due to weather and unforeseen circumstances.
Ongoing County Projects
County Road 209 (Russell Road) from Peters Creek Bridge to US 17, Bonded Transportation Program project #2 (Lake Asbury)- Anticipate intermittent, single-lane closures daily from 7 a.m. to 5:30 p.m. from U.S. Hwy 17 to Peters Creek Bridge for road work. Please slow down and use caution around the crews working close to the roadway. This project includes the design and reconstruction of the two-lane roadway into four lanes with a median, turn lanes, bike lanes, curb and gutter, and sidewalks. All work is estimated to be completed in summer 2026.
County Road 209 (Russell Road) from Sandridge Road to Peters Creek Bridge, Bonded Transportation Program project #3 (Lake Asbury) – Anticipate daily single-lane closures with flaggers on County Road 209 (Russell Road) at Watkins Road and Oak Stream Drive for phase 3A of project 3. Construction began on June 11 for the 3B phase of Project 3 from Robinson Ranch Road to the new traffic circle intersection with County Road 209B. Anticipate daily lane closures in this area for the duration of the project. Please slow down and use caution around the crews working close to the roadway. Motorists should expect a 35-mph low-speed zone in the work area. This project includes operational improvements on County Road 209 (Russell Road) at the intersections of CR209B and CR739B; Oak Stream Drive and CR209; and Watkins Road and CR209. All work is anticipated to be completed in Spring 2025.
- The first layer of pavement is complete at Russell Road and Oak Stream Drive and crews are opening the Oak Stream Drive access gate on evenings and weekends. The gate will remain closed and locked on workdays while the project is underway.
- Anticipate daily, single-lane closures on Russell Road at the intersections of Oak Stream Drive and Watkins Road for road work. Crews will be paving the roadway at Russel Road and Watkins Road on July 31 and August 1, weather permitting. Anticipate lane shifts and intermittent lane closures beginning each day at 7 a.m. Work will start on Russell Road at CR 209B and move south to Oak Stream Drive. Expect delays.
County Road 216, Cathedral Oak Parkway, Bonded Transportation Program project #6B (Green Cove Springs)- Work is underway to construct a new 3.3-mile, two-lane roadway from State Road 23 to the intersection of County Road 315 and Maryland Avenue. Anticipate intermittent, daytime single-lane closures throughout the construction zone. This project will include a grass median, bike lanes, and sidewalks. All work is anticipated to be completed in the fall of 2025. Crews are currently working on pouring the concrete bridge decks and traffic will not be affected.
County Road 218, Bonded Transportation Program project #1 (Middleburg) – Anticipate daytime, single-lane closures with flaggers from 7 a.m. to 5:30 p.m. on County Road 218 from Masters Road to Pine Tree Lane beginning July 1 for road work. The speed limit is 35 MPG throughout the work zone. Please slow down and respect the safety of our workers. This project involves reconstructing and widening the 2.7-mile section of roadway into four lanes, adding a median, turn lane, curbs, gutters, sidewalks, and bike lanes. Road construction is anticipated to be completed in the summer of 2025.
- Anticipate a northerly traffic shift for both directions of County Road 218 beginning August 1 for utility and drainage work.
County Road 218 Cathedral Oak Parkway West (Middleburg) – Work is underway to construct a traffic circle on County Road 218 at the entrance of Shadowlawn Elementary School and extend a connection to the First Coast Expressway. This project is part of the First Coast Expressway connector road Cathedral Oak Parkway from County Road 218 to the First Coast Expressway. All work is estimated to be completed in December 2024. The speed is 35 MPH throughout the construction zone.
- Anticipate daytime, single-lane closures with flaggers near the traffic circle from July 22 through August 2 for grading work.
County Road 220 (Fleming Island) - Anticipate nighttime, single-lane closures with flaggers in the westbound lane of County Road 220 from Habersham Harbor Drive west to Silver Point through September 10, 2024, for CCUA water line upgrades. The project could take up to 395 days to complete and includes temporary pavement in the median and a traffic shift to maintain the two westbound lanes for the majority of the project. The speed limit is 35 MPH throughout the work zone.
County Road 220 intersection improvements (Middleburg) – Anticipate intermittent, daytime, single-lane closures at the intersection of County Road 220 and Henley Road for Clay Electric utility work. This preliminary work is part of the first phase of this intersection improvement project. More information will follow on this project as it progresses.
County Road 220 (Fleming Island) – Work began on July 1 on a median modification and safety improvement project on County Road 220 between US 17 and Town Center Boulevard. Drivers should expect daytime single-lane closures and lane shifts. Medians will remain closed in the work zone during construction. Work will take approximately 90 days to complete.
Melrose Road closure (Melrose) – On July 1, 2024, a 1.25-mile portion of Melrose Road from State Road 21 to approximately 1,800 feet southwest of Lilly Lake Road was permanently closed to all traffic. Road closure signs are posted at SR 21 and 0.3 miles southwest of Lilly Lake Road.
Richards Road (Lakeside)- Drainage system upgrades began on June 26 on Richards Road between Gordon Court and Weaver Road. Drivers should expect a full road closure and detour while crews work to replace storm pipes under the road. Drivers will be detoured on Moody Avenue, Parkside Avenue, and Doctors Lake Drive. Work will take up to 45 days to complete.
Robert Pain Street and Ellery Street (Lakeside) – A full road closure and detour began the week of July 8 at the corner of Robert Pain Street and Ellery Street for drainage improvement work. The project will take up to 45 days to complete. Follow detour.
Sandridge Road, Bonded Transportation Program Project #4 (Lake Asbury) – Anticipate daytime, single-lane closures with flaggers Monday through Sunday on Sandridge Road from Henley Road to the west of County Road 209. This stretch of road is not accessible for wide loads while construction is ongoing. This project includes designing and reconstructing the two-lane urban roadway, adding a turn lane, curbs, gutters, sidewalks, and bike lanes. All work is anticipated to be completed in the spring of 2025. The speed limit is 25 mph throughout the entire work zone and CCSO is enforcing it. Traffic lanes are very narrow, please slow down and respect the safety of our workers along the roadside.
- Anticipate daily, intermittent, single-lane closures on Sandridge Road through September for drainage and utility work. Expect delays.
- Drivers can expect a traffic shift onto the newly paved outside lanes on Sandridge Road on Saturday, July 27 for drainage work in the center of the road. Expect delays while implementing the traffic switch.
Village Square Parkway (Fleming Island) – Work began on a milling and resurfacing project on Village Square Parkway from Town Center Boulevard to Merchant Boulevard on July 25. Anticipate daytime, single-lane closures and watch for flaggers. Work is anticipated to take up to 15 days to complete, weather permitting.

The Florida Department of Transportation is working on a district-wide safety improvement project for left turn offsets. The safety enhancement is taking place at locations around the 18 counties of District 2 and motorists will experience a slight traffic shift. These Clay County Roadway segments are included in the ongoing work.

I-295 at U.S. 17 Interchange Improvements (Orange Park)- This project consists of milling and resurfacing, reconstruction, base work, shoulder treatment, drainage improvements, curb and gutters, traffic signals, lighting, highway signing, guardrail, sidewalks, gravity wall, concrete slope pavement, ITS, and other incidental construction on I-295 at U.S. 17 (State Road 15) from south of Wells Road to Collins Road in Clay and Duval counties. Work is anticipated to be completed in late 2024.

Kingsley Avenue from U.S. 17 to Blanding Boulevard - (Orange Park) - FDOT is working on a resurfacing project on State Road 224 (Kingsley Avenue) from State Road 21 (Blanding Boulevard) to U.S. 17 (Park Street). This project is expected to be completed summer of 2024.
- Nighttime lane closures Sunday through Thursday 9 p.m. to 6 a.m. for traffic signal work.
U.S. 17 (S.R. 15) from Eagle Harbor Parkway to Water Oak Lane (Fleming Island) – This FDOT resurfacing and intersection improvement project includes median installation from Water Oak Lane to Village Square Parkway; adding a second travel lane for through traffic on Bald Eagle Road westbound to C.R. 220; adding a median island and two right turn slip lanes from U.S. 17 southbound to C.R. 220 westbound and installing sidewalk and crosswalk improvements; widening and adding second left turn lane from U.S. 17 northbound to East-West Parkway westbound and installing crosswalk and pedestrian signage improvements; widening and extending left and right turn lanes on U.S. 17 southbound at Eagle Harbor Parkway and adding a fourth travel lane for through traffic on U.S. 17 southbound. All work is estimated to be completed by November 2024.

U.S. 17 (State Road 15) from Eagle Harbor Parkway to Doctors Inlet Bridge (Fleming Island) – Anticipate nightly lane closures on U.S. 17 from Eagle Harbor Parkway to Creighton Road for a milling and resurfacing project. Work includes milling and resurfacing, base work, shoulder treatment, drainage improvements, signal and lighting upgrades, improved pedestrian and bike paths, new highway signage as well as other incidental construction. Work on this $11.7 million project is expected to be completed by the summer of 2024.

U.S. 301 from County Road 218 to Richard Mosely Road (Clay Hill) –FDOT is completing its second and final phase of work on Florida’s first concrete test track road parallel to the existing northbound lanes of U.S. 301 from just south of County Road 218 to just north of Richard Mosely Road (approximately 2.5 miles). This phase will include constructing 52 new concrete test sections, a new stormwater pond, new traffic signals, lighting, highway signage, guardrail, drainage, asphalt paving, and other incidental construction. Work is anticipated to be completed in late 2024.

First Coast Expressway (FCE) Work FDOT
First Coast Expressway at Plantation Oaks Boulevard (Oakleaf) - Nighttime southbound lane closure Thursday from 10 p.m. to 5 a.m. for equipment maintenance.
First Coast Expressway north - State Road 23 from State Road 21 to north of State Road 16 (Middleburg) - Construct 10.5 miles of new multi-lane, limited-access toll road with drainage system, stormwater ponds, traffic signals, lighting, signage, guardrails, three tolling facilities, 26 new bridges, noise walls, and retaining walls. Construction began in March 2019 and is expected to be completed in spring 2025.

Blanding Boulevard from State Road 16 to State Road 21 - Nighttime southbound lane closures Sunday and Tuesday from 11 p.m. to 5 a.m. to install barrier wall. Nighttime southbound road closure Monday from 10:30 p.m. to 5 a.m. for concrete work and barrier wall installation. Follow detour. Blanding Boulevard from Branan Field Road to the First Coast Expressway southbound off-ramp to Blanding Boulevard will close at 10:30 p.m. Monday, July 29, reopening by 5 a.m. Tuesday, July 30. During the closure, traffic will detour via Baxley Road and County Road 220.
First Coast Expressway south -State Road 23 from north of S.R. 16 to east of C.R. 209 (Green Cove Springs) - Construct 9.7 miles of new multi-lane, limited-access, toll road with drainage system, stormwater ponds, traffic signals, lighting, signage, guardrails, 15 new bridges, and two tolling facilities. Construction began in April 2019 and is expected to be completed in spring 2025.
