Bonded Transportation Program- Road construction is beginning for the Clay County Bonded Transportation Program projects in Middleburg, Green Cove Springs, and Lake Asbury. County Road 220 (Fleming Island) – Work will soon begin on a median modification and safety improvement project on County Road 220 between US 17 and Town Center Boulevard. Drivers should expect daytime single-lane closures and lane shifts beginning June 23. Work will take approximately 90 to complete.
County Road 220 intersection improvements (Middleburg) – Anticipate intermittent, daytime, single-lane closures beginning June 24 at the intersection of County Road 220 and Henley Road for Clay Electric utility work. This preliminary work is part of the first phase of this intersection improvement project. More information will follow on this project as it progresses.
Richards Road (Lakeside)- A drainage system upgrade project starts June 26 on Richards Road between Gordon Court and Weaver Road. Drivers should expect a full road closure and detour while crews work to replace storm pipes under the road. Work will take up to 45 days to complete.
New County Projects
Springbank Road (Green Cove Springs) - The north end of Springbank Road at State Road 16 will be closed from 9 a.m. to 4 p.m. on the following dates for road work.

- Monday, June 24, 2024 – Friday, June 28, 2024
- Monday, July 1, 2024 – Wednesday, July 3, Friday, July 5, 2024
- Monday, July 8, 2024 - Friday July 12, 2024
During closure, traffic will be detoured to the Clay County Fairgrounds main entrance. Detour signs will be posted. Springbank Road will be reopened daily at 4:00 pm, on holidays, and during Fairground’s event days. As always, slow down in work zones! Please be mindful that these dates could change. Ongoing County Projects
County Road 209 from Peters Creek Bridge to US 17, Bonded Transportation Program project (Lake Asbury)- Construction work began on May 13 with drainage pipe installation throughout the project area. Anticipate daily, single-lane closures from 7 a.m. to 5:30 p.m. on the east side of County Road 209 from the railroad tracks to Peters Creek Bridge beginning June 19. Work will take about two weeks to complete. Please slow down and use caution around the crews working close to the roadway. Bonded Transportation Program project #2 includes the design and reconstruction of the two-lane roadway into four lanes with a median, turn lanes, bike lanes, curb and gutter, and sidewalks. All work is estimated to be completed in spring 2026.
- There will be a one-day westbound traffic detour on County Road 209 from US 17 to Revels Road on Saturday, June 22. Drivers will be detoured on County Road 315 to the south while crews set up for drainage system installation.
County Road 209 from Sandridge Road to Peters Creek Bridge, Bonded Transportation Program project (Lake Asbury) – Anticipate daily single-lane closures with flaggers on County Road 209 (Russell Road) at Watkins Road, and lane closures continue on County Road 209 at Oak Stream Drive. Construction began on June 11 for the 3B phase of Project 3 from Robinson Ranch Road to the new traffic circle intersection with County Road 209B. Anticipate daily lane closures in this area for the duration of the project. Please slow down and use caution around the crews working close to the roadway. Motorists should expect a 35-mph low-speed zone in the work area. Bonded Transportation Program project #3 includes operational improvements on County Road 209 (Russell Road) at the intersections of CR209B and CR739B; Oak Stream Drive and CR209; and Watkins Road and CR209. All work is anticipated to be completed in Spring 2025.
- The first layer of pavement is complete at Russell Road and Oak Stream Drive and crews are opening the Oak Stream Drive access gate on evenings and weekends. The gate will remain closed and locked on workdays while the project is underway.
County Road 216, Cathedral Oak Parkway, Bonded Transportation Program project 6B (Green Cove Springs)- Work is underway to construct a new 3.3-mile, two-lane roadway from State Road 23 to the intersection of County Road 315 and Maryland Avenue. The project will include a grass median, bike lanes, and sidewalks. A temporary traffic signal is in place and drivers can expect daytime traffic delays Mondays through Thursdays from 9:30 a.m. to 5:30 p.m. to transfer fill dirt from one side of County Road 315 to the other side. The contractor will be managing school bus and emergency vehicle traffic during the work. All work is anticipated to be completed in the summer of 2025.
County Road 218, Bonded Transportation Program project (Middleburg) – Anticipate intermittent, single-lane closures on County Road 218 from Masters Road to Pine Tree Lane for gas utility relocation work. Bonded Transportation Program project #1 involves designing and reconstructing a 2.7-mile section of County Road 218 from two lanes to four lanes and adding a median, turn lane, curbs, gutters, sidewalks, and bike lanes. Road construction is anticipated to be complete in the summer of 2025.
County Road 218 Cathedral Oak Parkway West (Middleburg) – Work is underway to construct a traffic circle on County Road 218 at the entrance of Shadowlawn Elementary School and extend a connection to the First Coast Expressway. This project is part of the First Coast Expressway connector road Cathedral Oak Parkway from County Road 218 to the First Coast Expressway. All work is estimated to be completed in December 2024. The speed limit has been lowered to 35 mph in the construction zone. Please be patient, slow down, and pay attention to flaggers and signage.
- Anticipate daily, single-lane closures from 7 a.m. to 5 p.m. on CR 218 at Cathedral Oak Parkway for intersection work and on June 17-20 for paving operations.
- There will be a full detour of the traffic circle at CR 218 and Cathedral Oak Parkway from Saturday, June 22 at 7 a.m. until Sunday, June 23 at 5 p.m. for asphalt paving and striping operations. Drivers will be detoured using Thunder Road. Emergency vehicles will have full access.
County Road 220 (Fleming Island) – Drivers should anticipate nighttime, single-lane closures with flaggers in the westbound lane of County Road 220 from Habersham Harbor Drive west to Silver Point through September 10, 2024, for CCUA water line upgrades. The project could take up to 395 days to complete and includes temporary pavement in the median and a traffic shift to maintain the two westbound lanes for the majority of the project. The speed limit will be 35 MPH throughout the work zone.
Sandridge Road, Bonded Transportation Program Project #4 (Lake Asbury) – Anticipate daytime, single-lane closures with flaggers Monday through Sunday on Sandridge Road from Henley Road to the west of County Road 209. This stretch of road is not accessible for wide loads while construction is ongoing. This project includes designing and reconstructing the two-lane urban roadway, adding a turn lane, curbs, gutters, sidewalks, and bike lanes. All work is anticipated to be completed in the spring of 2025. The speed limit is 25 mph throughout the entire work zone and CCSO is enforcing it. Traffic lanes are very narrow, please slow down and respect the safety of our workers along the roadside.
- Anticipate single-lane closures on June 24 and 25 for paving operations in the westbound lanes of Sandridge Road.
- Drivers can expect a traffic shift onto the newly paved outside lanes on Sandridge Road beginning July 15.
Silverado Circle (Green Cove Springs) – Anticipate daytime, single-lane closures on Silverado Circle in the Silver Creek subdivision beginning on May 22 for a drainage repair project. Once drainage structures are in place, the intersection of Silverado Circle and Southbank Circle will be closed to all traffic starting the week of May 28th and continuing for up to four weeks for drainage work. I-295 at U.S. 17 Interchange Improvements (Orange Park)- This project consists of milling and resurfacing, reconstruction, base work, shoulder treatment, drainage improvements, curb and gutters, traffic signals, lighting, highway signing, guardrail, sidewalks, gravity wall, concrete slope pavement, ITS, and other incidental construction on I-295 at U.S. 17 (State Road 15) from south of Wells Road to Collins Road in Clay and Duval counties. Work is anticipated to be completed in late 2024.

Ramp from Northbound U.S. 17 to I-295 South - the ramp from Northbound U.S. 17 to I-295 South will close at 9 p.m. Monday, June 17 reopening by 6 a.m. Tuesday, June 18. The closure is necessary to allow crews to cover existing signage. During the closure, traffic on northbound U.S. 17 seeking to access I-295 South will take I-295 North to Blanding Boulevard to access I-295 South.
Kingsley Avenue from U.S. 17 to Blanding Boulevard - (Orange Park) - FDOT is working on a resurfacing project on State Road 224 (Kingsley Avenue) from State Road 21 (Blanding Boulevard) to U.S. 17 (Park Street). This project is expected to be completed summer of 2024.
- Nighttime lane closures Sunday through Thursday from 9 p.m. to 6 a.m. for road work.
State Road 21 from County Road 215 to County Road 218 (Middleburg) - FDOT is milling and resurfacing State Road 21 from County Road 215 to County Road 218. Work on this project includes milling and resurfacing, base work, shoulder treatment, drainage improvements, signal and lighting upgrades, new signage as well as other incidental construction. Work is anticipated to be completed by early 2024.
- Daytime southbound lane closures weekdays from 7 a.m. to 4 p.m. and northbound from 8:30 a.m. to 5 p.m. for road work.
State Road 21 from Spencer Road to Meadowbrook Drive (Middleburg) - Nighttime lane closures weeknights from 10:30 p.m. to 5:30 a.m. for road work.
U.S. 17 (S.R. 15) from Water Oak Lane to Eagle Harbor Parkway (Fleming Island) – This FDOT resurfacing and intersection improvement project includes median installation from Water Oak Lane to Village Square Parkway; adding a second travel lane for through traffic on Bald Eagle Road westbound to C.R. 220; adding a median island and two right turn slip lanes from U.S. 17 southbound to C.R. 220 westbound and installing sidewalk and crosswalk improvements; widening and adding second left turn lane from U.S. 17 northbound to East-West Parkway westbound and installing crosswalk and pedestrian signage improvements; widening and extending left and right turn lanes on U.S. 17 southbound at Eagle Harbor Parkway and adding a fourth travel lane for through traffic on U.S. 17 southbound. All work is estimated to be completed by November 2024.
- Nighttime lane closures Sunday through Thursday from 8:30 p.m. to 4:30 a.m. for road work.
U.S. 17 (State Road 15) from Eagle Harbor Parkway to Doctors Inlet Bridge (Fleming Island) – Anticipate nightly lane closures on U.S. 17 from Eagle Harbor Parkway to Creighton Road for a milling and resurfacing project. Work includes milling and resurfacing, base work, shoulder treatment, drainage improvements, signal and lighting upgrades, improved pedestrian and bike paths, new highway signage as well as other incidental construction. Work on this $11.7 million project is expected to be completed by the summer of 2024.
- Nighttime lane closures Sunday through Thursday from 8:30 p.m. to 4:30 a.m. for traffic signal work.
U.S. 301 from County Road 218 to Richard Mosely Road (Clay Hill) –FDOT is completing its second and final phase of work on Florida’s first concrete test track road parallel to the existing northbound lanes of U.S. 301 from just south of County Road 218 to just north of Richard Mosely Road (approximately 2.5 miles). This phase will include constructing 52 new concrete test sections, a new stormwater pond, new traffic signals, lighting, highway signage, guardrail, drainage, asphalt paving, and other incidental construction. Work is anticipated to be completed in late 2024.

First Coast Expressway (FCE) Work FDOT
First Coast Expressway north - State Road 23 from State Road 21 to north of State Road 16 (Middleburg) - Construct 10.5 miles of new multi-lane, limited-access toll road with drainage system, stormwater ponds, traffic signals, lighting, signage, guardrails, three tolling facilities, 26 new bridges, noise walls, and retaining walls. Construction began in March 2019 and is expected to be completed in spring 2025.

First Coast Expressway south -State Road 23 from north of S.R. 16 to east of C.R. 209 (Green Cove Springs) - Construct 9.7 miles of new multi-lane, limited-access, toll road with drainage system, stormwater ponds, traffic signals, lighting, signage, guardrails, 15 new bridges, and two tolling facilities. Construction began in April 2019 and is expected to be completed in spring 2025.
