Bonded Transportation Program- Road construction is beginning for the Clay County Bonded Transportation Program projects in Middleburg, Green Cove Springs, and Lake Asbury. Motorists should anticipate temporary lane closures and reduced speed zones as projects get underway. Visit the Bonded Transportation Dashboard for anticipated start dates and project updates. County Road 220 (Fleming Island) – Anticipate occasional nighttime, single-lane closures with flaggers in the westbound lane of County Road 220 from Habersham Harbor Drive west to Silver Point, March 10 through September 10, 2024, for CCUA water line upgrades. The project could take up to 395 days to complete and includes temporary pavement in the median and a traffic shift to maintain the two westbound lanes for the majority of the project. The speed limit will be 35 MPH throughout the work zone.
New County Projects
Immokalee Road (Keystone Heights) – Milling work is complete, and crews will be paving on Immokalee Road from State Road 21 to the county line next week, weather permitting. Anticipate daytime, single-lane closures with flaggers.
Ongoing County Projects
County Road 209 from Peters Creek Bridge to US 17 (Lake Asbury)- Bonded Transportation Program project #2 includes the design and reconstruction of the two-lane roadway into four lanes with a median, turn lanes, bike lanes, curb and gutter, and sidewalks. Preliminary clearing and grubbing work on the west side of Russell Road begins on March 1 and continues the week of March 4th. Anticipate temporary lane closures from 9 a.m. to 3 p.m. on Russell Road at the intersection of County Road 315 and going northbound. Watch for flaggers. Drivers can also expect trucks entering and exiting the roadway. All work is estimated to be completed in spring 2026.
County Road 209 from Sandridge Road to Peters Creek Bridge (Lake Asbury) – Bonded Transportation Program project #3 includes operational improvements on County Road 209 (Russell Road) at the intersections of CR209B and CR739B; Oak Stream Drive and CR209; and Watkins Road and CR209. Anticipate daytime single-lane closures on Russell Road at the Oak Stream entrance continuing for up to three weeks to expand the shoulder to set up the permanent MOT for the roadway work. Watch for flaggers. Motorists should expect a 35-mph low-speed zone in the work area. Access to Oak Stream Drive is closed on Russell Road for major road work, drainage, and sidewalk and crosswalk installation. The closure started on February 12. Residents will need to use the Sandridge Road entrance and exit. Emergency crews have full 24/7 access. The contractor has 180 days to complete the entire project in the area, and that entrance will be closed for a portion of that time frame. We'll update our community when it's back open. While this project was under development and again just before starting the fieldwork County staff discussed this closure with emergency responders, the HOA, and the school district to ensure a smooth process before the project began. This current plan was determined to be the best way to get this project done as quickly and safely as possible.
County Road 216, Cathedral Oak Parkway, Bonded Transportation Program project (Green Cove Springs)- Work is underway to construct a new 3.3-mile, two-lane roadway from State Road 23 to the intersection of County Road 315 and Maryland Avenue. The project will include a grass median, bike lanes, and sidewalks. A temporary traffic signal is in place and drivers can expect daytime traffic delays seven days per week for the transfer of fill from one side of County Road 315 to the other side. The contractor will be managing school bus and emergency vehicle traffic during the work. All work is anticipated to be completed in 2025.
County Road 218 (Middleburg) – Anticipate daytime, single-lane closures Monday through Saturday from 7 a.m. to 6 p.m. on County Road 218 at the entrance of Shadowlawn Elementary School for traffic circle construction, and east to State Road 23. Watch for flaggers. This project is part of the First Coast Expressway connector road Cathedral Oak Parkway from County Road 218 to the First Coast Expressway. All work is estimated to be completed in December 2024. The speed limit has been lowered to 35 mph in the construction zone. Please be patient, slow down, and pay attention to flaggers and signage. County Road 218 (Clay Hill) – Daytime, single-lane closures on County Road 218 from Taylor Road to Clay Hill Elementary School for sidewalk installation on both sides of the road. The project includes construction of sidewalks to provide pedestrian connectivity to Clay Hill Elementary School, asphalt paving, drainage, handrail, fencing, sodding, signs, and pavement markings. Work is expected to be completed by May 10, 2024.
Hall and Boree, Road (Middleburg) – Paving work is complete on Hall and Boree Road from State Road 21 to Blackberry Avenue. Crews are still on site finishing up some punch list items this week.
Harbor Island Drive (Fleming Island)- Anticipate daytime, single-lane closures on Harbor Island Drive from US 17 to Dockside Drive for underdrain replacement work. The project is expected to take up to 90 days to complete.
Lakeshore Drive West (Fleming Island)– Anticipate temporary lane closures on Lakeshore Drive West from County Road 220 to Waterbury Lane for sidewalk installation and drainage improvements beginning February 19. Work will take up to 30 days to complete.
Sandridge Road, Bonded Transportation Program Project (Lake Asbury) Anticipate daytime single-lane closures seven days per week beginning February 13 and continuing for the next two months to complete storm pipe installations along the roadway. This project includes designing and reconstructing the two-lane urban roadway, adding a turn lane, curbs, gutters, sidewalks, and bike lanes. All work is anticipated to be completed in the spring of 2025. The speed limit is 25 mph throughout the entire work zone and CCSO is enforcing it. Traffic lanes are very narrow, please slow down and respect the safety of our workers along the roadside.
Sandy Hollow Loop (Lakeside) – Anticipate daytime single-lane closures beginning the week of February 19 on Sandy Hollow Loop east of College Drive for underdrain replacement and stormwater system upgrades. The project will take up to 90 days to complete and includes paving work.
State Road 21 (Middleburg) – Anticipate daytime, single-lane closures on State Road 21 south of Hall and Boree Road and north of State Road 16 for construction of a new turn lane into the Clay County Regional Sports Complex. Work to install a barrier wall is complete and traffic has been shifted to a temporary travel lane. Drivers should anticipate trucks entering and exiting the roadway and single-lane closures for paving operations continuing for the next two weeks. Work is estimated to be completed by March 2024.

Public Meeting (Green Cove Springs)- FDOT is holding a public meeting on Tuesday, March 5, 2024, at 4:30 p.m. at Heritage Baptist Church at 4325 U.S. 17, Fleming Island, FL 32003 to discuss proposed modifications on U.S. 17 (State Road 15) from Oak Street to Black Creek.
Kingsley Avenue from U.S. 17 to Blanding Boulevard - (Orange Park) - FDOT is working on a resurfacing project on State Road 224 (Kingsley Avenue) from State Road 21 (Blanding Boulevard) to U.S. 17 (Park Street). This project is expected to be completed Summer of 2024.

U.S. 17 (S.R. 15) from Water Oak Lane to Eagle Harbor Parkway (Fleming Island) – This FDOT resurfacing and intersection improvement project includes median installation from Water Oak Lane to Village Square Parkway; adding a second travel lane for through traffic on Bald Eagle Road westbound to C.R. 220; adding a median island and two right turn slip lanes from U.S. 17 southbound to C.R. 220 westbound and installing sidewalk and crosswalk improvements; widening and adding second left turn lane from U.S. 17 northbound to East-West Parkway westbound and installing crosswalk and pedestrian signage improvements; widening and extending left and right turn lanes on U.S. 17 southbound at Eagle Harbor Parkway and adding a fourth travel lane for through traffic on U.S. 17 southbound. Current activities include daytime pipe replacement, and nighttime work to widen the turn lanes and areas where embankment will be placed. Paving work will begin once overnight ambient air temperatures meet the minimum requirements per FDOT specifications. All work is estimated to be completed by November 2024.
U.S. 17 (State Road 15) from Eagle Harbor Parkway to Doctors Inlet Bridge (Fleming Island) – Anticipate nightly lane closures on U.S. 17 from Eagle Harbor Parkway to Creighton Road for a milling and resurfacing project. Work includes milling and resurfacing, base work, shoulder treatment, drainage improvements, signal and lighting upgrades, improved pedestrian and bike paths, new highway signage as well as other incidental construction. Work on this $11.7 million project is expected to be completed by the summer of 2024.

U.S. 17 from Doctors Inlet to Pace Island Trace - Nighttime northbound lane closures Sunday through Thursday from 8:30 p.m. to 4:30 a.m. for road work.
U.S. 17 at Black Creek (Green Cove Springs) - This construction project consists of a new paved multi-use trail along U.S. 17 (SR 15). The improvements include base work, shoulder treatment, drainage improvements, highway signing, sidewalks/bicycle path, and other incidental construction on U.S. 17 from Ball Road to Black Creek. Work is anticipated to be completed in early 2024.

U.S. 17 at Doctors Inlet- Daytime southbound lane closures Wednesday from 9:30 a.m. to 3:30 p.m. for routine bridge maintenance.
First Coast Expressway (FCE) Work FDOT
First Coast Expressway north - State Road 23 from State Road 21 to north of State Road 16 (Middleburg) - Construct 10.5 miles of new multi-lane, limited-access toll road with drainage system, stormwater ponds, traffic signals, lighting, signage, guardrails, three tolling facilities, 26 new bridges, noise walls, and retaining walls. Construction began in March 2019 and is expected to be completed in spring 2025.

First Coast Expressway south -State Road 23 from north of S.R. 16 to east of C.R. 209 (Green Cove Springs) - Construct 9.7 miles of new multi-lane, limited-access, toll road with drainage system, stormwater ponds, traffic signals, lighting, signage, guardrails, 15 new bridges, and two tolling facilities. Construction began in April 2019 and is expected to be completed in spring 2025.
