 The Shands Bridge will be closed for FDOT repairs at 9 p.m. on Friday, January 26 through 4 a.m. on Monday, January 29, and several CSX railroad crossing closures take place in Green Cove Springs on January 29 and 31.

Bonded Transportation Program- Road construction is beginning for the Clay County Bonded Transportation Program projects in Middleburg, Green Cove Springs, and Lake Asbury. County Road 220 (Fleming Island) – Anticipate daytime, single-lane closures with flaggers in the westbound lane of County Road 220 from Habersham Harbor Drive west to Silver Point, March 10 through September 10, 2024, for CCUA water line upgrades.
New County Projects
CSX Railroad Crossing closures (Green Cove Springs) - CSX Transportation will be installing new rail in the track’s surface along parts of the CSX Jax Terminal west of US Highway 17 in Clay County. These dates are highly subject to change with or without notice due to many of the unforeseen circumstances that can occur in the field once the work begins. Crossings will be closed anywhere from 3-5 days, depending on the type of maintenance they are set to receive. This will be a full crossing closure meaning no traffic will be able to cross the racks until the repairs are complete.

- Walburg Street – Jan 29
- Martin Luther King Jr. Blvd. – Jan 29
- Center Street – Jan 29
- Oak Street – Jan 31
Shands Bridge (Green Cove Springs) - The Shands Bridge over the St. Johns River will be closed for FDOT repairs on multiple weekends beginning Friday, January 26 through Friday, February 9, to allow for grating replacement. During the closures, traffic will detour via State Road 13, I-295, and U.S. 17. Anticipate heavy traffic and delays in the area. State Road 16 on either side of the bridge will remain open to local traffic only.
- Nighttime bridge closure Friday, January 26 at 9 p.m. through Monday, January 29 at 4 a.m. for bridge work. Follow detour.
- Friday, February 2 at 9 p.m. through Monday, February 5 at 4 a.m.
- Friday, February 9 at 9 p.m. through Monday, February 12 at 4 a.m. (If necessary)
Ongoing County Projects
College Drive (Doctors Inlet) –Anticipate daytime, single-lane closures with flaggers on College Drive between the traffic signals at Old Jennings Road and County Road 220 for paving work on February 6-7, weather permitting. Traffic will be kept flowing; however, drivers should expect delays. Motorists are urged to find an alternate route during peak travel times. Crews are currently installing drainage structures on both sides of the road and traffic is limited to a single lane in both directions. The project includes replacing storm structures, resurfacing, striping, and replacing sidewalks, curbs, gutters, and driveway aprons. Work is estimated to be completed by February 2024.
County Road 209 from Peters Creek Bridge to US 17 (Lake Asbury)- Bonded Transportation Program project #2 includes the design and reconstruction of the two-lane roadway into four lanes with a median, turn lanes, bike lanes, curb and gutter, and sidewalks. Anticipate intermittent, single-lane closures and flagging operations for clearing and pond construction. All work is estimated to be completed in spring 2026.
County Road 209 from Sandridge Road to Peters Creek Bridge (Lake Asbury) – Bonded Transportation Program project #3 includes operational improvements on County Road 209 (Russell Road) at the intersections of CR209B and CR739B; Oak Stream Drive and CR209; and Watkins Road and CR209. This project will be completed in two phases with utility relocation and other preliminary work beginning in January ahead of phase one construction of the turn lanes at Watkins Road and Oak Stream Drive, and sidewalk work on the east side of the road. Motorists should expect single-lane closures and a 35-mph low-speed zone in the work area. Access to Oak Stream Drive will be closed on Russell Road beginning February 12, for sidewalk and crosswalk installation. Residents will need to use the Sandridge Road entrance and exit. Emergency crews will have full access. The contractor has 180 days to complete the work and that entrance will be closed for a portion of that time. Once we have a concrete time frame we will release that to our community.
County Road 216, Cathedral Oak Parkway, Bonded Transportation Program project (Green Cove Springs)- Work is underway to construct a new 3.3-mile, two-lane roadway from State Road 23 to the intersection of County Road 315 and Maryland Avenue. The project will include a grass median, bike lanes, and sidewalks. Current activities include stormwater pond excavation, box culvert installation, cross-drain construction, fill placement, and pile driving. Crews will be installing a temporary traffic signal and drivers can expect daytime, intermittent delays beginning on February 8 for the transfer of fill from one side of County Road 315 to the other side. The contractor will be managing school bus and emergency vehicle traffic during the work. All work is anticipated to be completed in 2025.
County Road 218 (Middleburg) – Anticipate daytime, single-lane closures Monday through Saturday from 7 a.m. to 6 p.m. on County Road 218 at the entrance of Shadowlawn Elementary School for traffic circle construction, and east to State Road 23. Paving operations are scheduled to take place between Henley Road and State Road 16 January 29 through February 2, weather permitting. A road closure and detour are now planned for February 23-25, 2024. County Road 218 will be closed from Henley Road to State Road 16 and a detour will be in place beginning at 7 p.m. on February 23 through 10 p.m. on February 25. Drivers will be detoured via Thunder Road. Emergency vehicles will have full access. This project is part of the First Coast Expressway connector road Cathedral Oak Parkway from County Road 218 to the First Coast Expressway. All work is estimated to be completed in December 2024. The speed limit has been lowered to 35 mph in the construction zone. Please be patient, slow down, and pay attention to flaggers and signage. County Road 218 (Clay Hill) – Daytime, single-lane closures on County Road 218 from Taylor Road to Clay Hill Elementary School for sidewalk installation on both sides of the road. The project includes construction of sidewalks to provide pedestrian connectivity to Clay Hill Elementary School, asphalt paving, drainage, handrail, fencing, sodding, signs, and pavement markings. Work is expected to be completed by May 10, 2024.
Harbor Island Drive (Fleming Island)- Anticipate daytime, single-lane closures on Harbor Island Drive from US 17 to Dockside Drive for underdrain replacement work. The project is expected to take up to 90 days to complete.
Sandridge Road, Bonded Transportation Program Project (Lake Asbury) – Daytime, single-lane closures and flagging operations on Sandridge Road (CR739B) from Henley Road to west of County Road 209 for striping work the weekend of January 27 and 28. Anticipate 24-hour single-lane closures seven days per week beginning the night of January 31 and continuing for the next two months to complete storm pipe installations in the center of Sandridge. Traffic will be shifted to temporary travel lanes on the south side of Sandridge Road in the Feedmill Road area. Watch for flaggers and anticipate delays and heavy congestion. This project includes designing and reconstructing the two-lane urban roadway, adding a turn lane, curbs, gutters, sidewalks, and bike lanes. All work is anticipated to be completed in the spring of 2025. The speed limit is 25 mph throughout the entire work zone and CCSO is enforcing it. Please slow down and respect the safety of our workers along the roadside.
State Road 21 (Middleburg) – Anticipate daytime, single-lane closures on State Road 21 south of Hall and Boree Road and north of State Road 16 for construction of a new turn lane into the Clay County Regional Sports Complex. Work to install a barrier wall is complete and traffic has been shifted to a temporary travel lane. Work is estimated to be completed by March 2024.
Tanglewood Boulevard (Lakeside) – Anticipate daytime, single-lane closures on Tanglewood Boulevard for a drainage improvement project. The project includes replacing the drainage structures, pipes, and driveway aprons, on both sides of the road. Work is anticipated to be completed by early February 2024.
FDOT Projects
I-295 at U.S. 17 Interchange Improvements (Orange Park)- This project consists of milling and resurfacing, reconstruction, base work, shoulder treatment, drainage improvements, curb and gutters, traffic signals, lighting, highway signing, guardrail, sidewalks, gravity wall, concrete slope pavement, ITS, and other incidental construction on I-295 at U.S. 17 (State Road 15) from south of Wells Road to Collins Road in Clay and Duval counties. Work is anticipated to be completed in late 2024.

Kingsley Avenue from U.S. 17 to Blanding Boulevard - (Orange Park) - FDOT is working on a resurfacing project on State Road 224 (Kingsley Avenue) from State Road 21 (Blanding Boulevard) to U.S. 17 (Park Street). This project is expected to be completed Summer of 2024.

U.S. 17 (State Road 15) from Eagle Harbor Parkway to Doctors Inlet Bridge (Fleming Island) – Anticipate nightly lane closures on U.S. 17 from Eagle Harbor Parkway to Creighton Road for a milling and resurfacing project. Work includes milling and resurfacing, base work, shoulder treatment, drainage improvements, signal and lighting upgrades, improved pedestrian and bike paths, new highway signage as well as other incidental construction. Work on this $11.7 million project is expected to be completed by the summer of 2024.

First Coast Expressway (FCE) Work FDOT
First Coast Expressway north - State Road 23 from State Road 21 to north of State Road 16 (Middleburg) - Construct 10.5 miles of new multi-lane, limited-access toll road with drainage system, stormwater ponds, traffic signals, lighting, signage, guardrails, three tolling facilities, 26 new bridges, noise walls, and retaining walls. Construction began in March 2019 and is expected to be completed in spring 2025.

First Coast Expressway south - State Road 23 from north of S.R. 16 to east of C.R. 209 (Green Cove Springs) - Construct 9.7 miles of new multi-lane, limited-access, toll road with drainage system, stormwater ponds, traffic signals, lighting, signage, guardrails, 15 new bridges, and two tolling facilities. Construction began in April 2019 and is expected to be completed in spring 2025.

First Coast Expressway New St. Johns River Bridge (Green Cove Springs) – Work is underway on the third and final segment of the FCE which includes a new four-lane bridge over the St. Johns River just south of where the Shands Bridge currently stands. The vertical clearance height of the new bridge will be 65 feet from the water line, compared to the existing 45 feet of clearance. The $595 million project starts in 2023 with expected completion in 2031.
