Sidewalk installation work begins on County Road 218 near Clay Hill Elementary School and crews are beginning 24-hour construction on Sandridge Road, seven days per week for storm pipe installation in the center of the road.

CSX Railroad Crossing closures (Green Cove Springs) - CSX Transportation will be installing new rail in the track’s surface along parts of the CSX Jax Terminal west of US Highway 17 in Clay County. These dates are highly subject to change with or without notice simply due to many of the unforeseen circumstances that can occur in the field once the work begins. Crossings will be closed anywhere from 3-5 days, depending on the type of maintenance they are set to receive. This will be a full crossing closure meaning no traffic will be able to cross the racks until the repairs are complete.

Bonded Transportation Program- Road construction is beginning for the Clay County Bonded Transportation Program projects in Middleburg, Green Cove Springs, and Lake Asbury. County Road 209 from Peters Creek Bridge to US 17 (Lake Asbury)- Bonded Transportation Program project #2 includes the design and reconstruction of the two-lane roadway into four lanes with a median, turn lanes, bike lanes, curb and gutter, and sidewalks. Pond construction and clearing is anticipated to begin in mid-January and motorists can expect single-lane closures and flagging operations once work begins. All work is estimated to be completed in spring 2026.
County Road 209 from Sandridge Road to Peters Creek Bridge (Lake Asbury) – Bonded Transportation Program project # 3 includes operational improvements on County Road 209 (Russell Road) at the intersections of CR209B and CR739B; Oak Stream Drive and CR209; and Watkins Road and CR209. This project will be completed in two phases with utility relocation and other preliminary work beginning in January ahead of phase one construction of the turn lanes at Watkins Road and Oak Stream Drive, and sidewalk work on the east side of the road beginning February 12. Motorists should expect single-lane closures in the work zone and a temporary closure and detour at Oak Stream Drive for sidewalk and crosswalk installation. Emergency crews will have full access. The speed limit will be lowered to 35 mph throughout the work zone.
Harbor Island Drive (Fleming Island)- Anticipate daytime, single-lane closures on Harbor Island Drive from US 17 to Dockside Drive starting on January 15 for underdrain replacement work. The project is expected to take up to 90 days to complete.
Ongoing County Projects
Blanding Boulevard (Middleburg) – Crews are constructing a new turn lane into the Clay County Regional Sports Complex on Blanding Boulevard (State Road 21) south of Hall and Boree Road and north of State Road 16. Work to install pavement markings and barrier wall is complete and traffic has been shifted to a temporary travel lane. Crews will be working along the road shoulder to expand the road this week. Anticipate daytime, single-lane closures. Work is estimated to be completed by March 2024.
College Drive (Doctors Inlet) – Anticipate daytime, single-lane closures on College Drive between the traffic signals at Old Jennings Road and County Road 220 for storm system upgrades. The project includes replacing storm structures, resurfacing, striping, and replacing sidewalks, curbs, gutters, and driveway aprons. Crews are currently installing drainage structures on both sides of the road and traffic is limited to a single lane in both directions. Drivers are urged to find an alternate route during peak travel times to avoid delays due to congestion in the area. Work is estimated to be completed by February 2024.
County Road 216, Cathedral Oak Parkway, Bonded Transportation Program project (Green Cove Springs)- Work is underway to construct a new 3.3-mile, two-lane roadway from State Road 23 to the intersection of County Road 315 and Maryland Avenue. The project will include a grass median, bike lanes, and sidewalks. Current activities include stormwater pond excavation, box culvert installation, cross-drain construction, fill placement, and pile driving. Work is anticipated to be completed in 2025.
County Road 218 (Middleburg) – Anticipate daytime, single-lane closures Monday through Saturday from 7 a.m. to 6 p.m. from County Road 218 at the entrance of Shadowlawn Elementary School for traffic circle construction, and east to State Road 23. Crews are completing underdrain replacement work and paving operations are scheduled to begin on January 22 and will take five days to complete, weather permitting. Drivers should expect delays. Watch for flaggers. A detour will be in place on January 27-28 to realign the road closure for paving operations beginning the week of January 29. This project is part of the First Coast Expressway connector road Cathedral Oak Parkway from County Road 218 to the First Coast Expressway. All work is estimated to be completed in December 2024. The speed limit has been lowered to 35 mph in the construction zone. Please be patient, slow down, and pay attention to flaggers and signage. County Road 218 (Clay Hill) – Daytime, single-lane closures on County Road 218 from Taylor Road to Clay Hill Elementary School for sidewalk installation on both sides of the road. The project includes construction of sidewalks to provide pedestrian connectivity to Clay Hill Elementary School, asphalt paving, drainage, handrail, fencing, sodding, signs, and pavement markings. Work is expected to be completed by May 10, 2024.
Sandridge Road, Bonded Transportation Program Project (Lake Asbury) – Anticipate single-lane closures on Sandridge Road (CR739B) from Henley Road to west of County Road 209 seven days per week for both day and night shifts starting this week and continuing for the next two months to complete storm pipe installations in the center of Sandridge. Traffic will be shifted to temporary travel lanes on the south side of Sandridge Road in the Feedmill Road area. Watch for flaggers and anticipate delays and heavy congestion. This project includes designing and reconstructing the two-lane urban roadway, adding a turn lane, curbs, gutters, sidewalks, and bike lanes. All work is anticipated to be completed in the spring of 2025. The speed limit is 25 mph throughout the entire work zone and CCSO is enforcing it. Please slow down and respect the safety of our workers.
Tanglewood Boulevard (Lakeside) – Anticipate daytime, single-lane closures on Tanglewood Boulevard, Kiowa Avenue, and Mesquite Avenue for a drainage improvement project. The project includes replacing the drainage structures, pipes, and driveway aprons, on both sides of the road. Work is anticipated to be completed in January 2024.

I-295 at U.S. 17 Interchange Improvements (Orange Park)- This project consists of milling and resurfacing, reconstruction, base work, shoulder treatment, drainage improvements, curb and gutters, traffic signals, lighting, highway signing, guardrail, sidewalks, gravity wall, concrete slope pavement, ITS, and other incidental construction on I-295 at U.S. 17 (State Road 15) from south of Wells Road to Collins Road in Clay and Duval counties. Work is anticipated to be completed in late 2024.
Kingsley Avenue from U.S. 17 to Blanding Boulevard - (Orange Park) - FDOT is working on a resurfacing project on State Road 224 (Kingsley Avenue) from State Road 21 (Blanding Boulevard) to U.S. 17 (Park Street). This project is expected to be completed Summer of 2024.
- Nighttime lane closures Sunday through Friday from 9 p.m. to 6 a.m. for road work.
State Road 21 from County Road 215 to County Road 218 (Middleburg) - FDOT is milling and resurfacing State Road 21 from County Road 215 to County Road 218. Work on this project includes milling and resurfacing, base work, shoulder treatment, drainage improvements, signal and lighting upgrades, new signage as well as other incidental construction. Work is anticipated to be completed by early 2024.

U.S. 17 (S.R. 15) from Water Oak Lane to Eagle Harbor Parkway (Fleming Island) – This FDOT resurfacing and intersection improvement project includes median installation from Water Oak Lane to Village Square Parkway; adding a second travel lane for through traffic on Bald Eagle Road westbound to C.R. 220; adding a median island and two right turn slip lanes from U.S. 17 southbound to C.R. 220 westbound and installing sidewalk and crosswalk improvements; widening and adding second left turn lane from U.S. 17 northbound to East-West Parkway westbound and installing crosswalk and pedestrian signage improvements; widening and extending left and right turn lanes on U.S. 17 southbound at Eagle Harbor Parkway and adding a fourth travel lane for through traffic on U.S. 17 southbound. Work is estimated to be completed in late 2024.
U.S. 17 (State Road 15) from Eagle Harbor Parkway to Doctors Inlet Bridge (Fleming Island) – Anticipate nightly lane closures on U.S. 17 from Eagle Harbor Parkway to Creighton Road for a milling and resurfacing project. Work includes milling and resurfacing, base work, shoulder treatment, drainage improvements, signal and lighting upgrades, improved pedestrian and bike paths, new highway signage as well as other incidental construction. Work on this $11.7 million project is expected to be completed by the summer of 2024.
U.S. 17 from Black Creek to Ball Road (Green Cove Springs) - This construction project consists of a new paved multi-use trail along U.S. 17 (SR 15). The improvements include base work, shoulder treatment, drainage improvements, highway signing, sidewalks/bicycle path, and other incidental construction on U.S. 17 from Ball Road to Black Creek. Work is anticipated to be completed in early 2024.
- Daytime southbound lane closures weekdays from 7 a.m. to 2 p.m. for shared-use path construction.
U.S. 301 from County Road 218 to Richard Mosely Road (Clay Hill) –The Florida Department of Transportation (FDOT) is completing the second and final phase of work on Florida’s first concrete test track road parallel to the existing northbound lanes of U.S. 301 from just south of County Road 218 to just north of Richard Mosely Road (approximately 2.5 miles). This phase will include constructing 52 new concrete test sections, a new stormwater pond, new traffic signals, lighting, highway signage, guardrail, drainage, asphalt paving, and other incidental construction. Work is anticipated to be completed in the summer of 2024.

First Coast Expressway (FCE) Work FDOT
First Coast Expressway north - State Road 23 from State Road 21 to north of State Road 16 (Middleburg) - Construct 10.5 miles of new multi-lane, limited-access toll road with drainage system, stormwater ponds, traffic signals, lighting, signage, guardrails, three tolling facilities, 26 new bridges, noise walls, and retaining walls. Construction began in March 2019 and is expected to be completed in spring 2025.

Blanding Boulevard at State Road 23 - Daytime northbound lane closures with flaggers Monday through Saturday from 7 a.m. to 5:30 p.m. for materials delivery.
First Coast Expressway south -State Road 23 from north of S.R. 16 to east of C.R. 209 (Green Cove Springs) - Construct 9.7 miles of new multi-lane, limited-access, toll road with drainage system, stormwater ponds, traffic signals, lighting, signage, guardrails, 15 new bridges, and two tolling facilities. Construction began in April 2019 and is expected to be completed in spring 2025.

First Coast Expressway New St. Johns River Bridge (Green Cove Springs) – Work is underway on the third and final segment of the FCE which includes a new four-lane bridge over the St. Johns River just south of where the Shands Bridge currently stands. The vertical clearance height of the new bridge will be 65 feet from the water line, compared to the existing 45 feet of clearance. The $595 million project starts in 2023 with expected completion in 2031.
