Bonded Transportation Program- Road construction is beginning for the Clay County Bonded Transportation Program projects in Middleburg, Green Cove Springs, and Lake Asbury. County Road 209 from Sandridge Road to Peters Creek Bridge (Lake Asbury) – Bonded Transportation Program project # 3 includes operational improvements on County Road 209 (Russell Road) at the intersections of CR209B and CR739B; Oak Stream Drive and CR209; and Watkins Road and CR209. This project will be completed in two phases with utility relocation and other preliminary work beginning in January ahead of the construction of the turn lanes at Watkins Road and Oak Stream Drive, and sidewalk work on the east side of the road. The second phase of construction is anticipated to start in summer 2024 and involves roadway realignment and traffic circle construction at the intersection of CR209B, CR209 (Russell Road), and CR739B (Sandridge Road). All work is estimated to be completed in spring 2025. Motorists should expect daytime, single-lane closures once work begins.
County Road 209 from Peters Creek Bridge to US 17 (Lake Asbury)- Bonded Transportation Program project #2 includes the design and reconstruction of the two-lane roadway into four lanes with a median, turn lanes, bike lanes, curb and gutter, and sidewalks. Land clearing is anticipated to begin in early January and motorists can expect trucks and equipment entering and exiting the work site. All work is estimated to be completed in spring 2026.
New County Projects
Orange Avenue / US 17 (Green Cove Springs) – Orange Avenue (US 17 in Green Cove Springs) will be closed on Saturday, December 2 from 5 p.m. to 8:30 pm for the City’s Christmas on Walnut Parade. Southbound traffic will be detoured via CR 315 west to SR 16. Expect heavy delays on US 17 south of Black Creek. Southbound traffic in Green Cove Springs will be detoured via Governors Street to Cypress Avenue. All northbound traffic will be detoured west via CR 16 to North CR 315. Parade traffic will turn West of CR 16 (Ferris St) then take a quick right North on Palmetto Avenue to find parking. Residents living on the East side of Orange Avenue between Walnut Street and Governors Street will have a single point of ingress/egress on Governors Street at Orange Ave.
Ongoing County Projects
Blanding Boulevard (Middleburg) – Crews have begun construction on a new turn lane into the Clay County Regional Sports Complex on Blanding Boulevard (State Road 21) south of Hall and Boree Road and north of State Road 16. Anticipate daytime, single-lane closures, and lane shifts during construction. Current activities include setting up the maintenance of traffic and initial base work to prepare for pavement. Work is estimated to be completed by March 2024.
College Drive (Doctors Inlet) – Anticipate daytime, single-lane closures on a portion of College Drive between the traffic signals at Old Jennings Road and County Road 220 for storm system upgrades. The project includes replacing storm structures, resurfacing, striping, and replacing sidewalks, curbs, gutters, and driveway aprons. Crews are currently installing drainage structures on both sides of the road and traffic is limited to a single lane in both directions. Drivers are urged to find an alternate route during peak travel times to avoid delays due to congestion in the area. Work is estimated to be completed by February 2024.
County Road 216, Cathedral Oak Parkway, Bonded Transportation Program project (Green Cove Springs)- Work is underway to construct a new 3.3-mile, two-lane roadway from State Road 23 to the intersection of County Road 315 and Maryland Avenue. The project will include a grass median, bike lanes, and sidewalks. Current activities include stormwater pond excavation, box culvert installation, cross-drain construction, fill placement, and pile driving. Work is anticipated to be completed in 2025.
County Road 218 (Middleburg) – Anticipate daytime, single-lane closures Monday through Saturday from 7 a.m. to 6 p.m. from County Road 218 at the entrance of Shadowlawn Elementary School for traffic circle construction, and east to State Road 23. Crews are currently replacing underdrains, which will take about three weeks to complete. This project is part of the First Coast Expressway connector road Cathedral Oak Parkway from County Road 218 to the First Coast Expressway. All work is estimated to be completed in December 2024. Sandridge Road, Bonded Transportation Program Project (Lake Asbury) – Anticipate daytime, intermittent, single-lane closures Monday, through Saturday from 7 a.m. to 5:30 p.m. on Sandridge Road (CR739B) from Henley Road to west of County Road 209. This project includes the design and reconstruction of the two-lane urban roadway, adding a turn lane, curbs, gutters, sidewalks, and bike lanes. Current activities include installing drainage structures, storm sewers, and utility work. Work is anticipated to be completed in the spring of 2025. The speed limit is 25 mph throughout the entire work zone and CCSO is enforcing it.
Tanglewood Boulevard (Lakeside) – Anticipate daytime, single-lane closures on Tanglewood Boulevard, Kiowa Avenue, and Mesquite Avenue for a drainage improvement project. The project includes replacing the drainage structures, pipes, and driveway aprons, on both sides of the road. Work is anticipated to be completed in January 2024.
FDOT Projects
Kingsley Avenue from U.S. 17 to Blanding Boulevard - (Orange Park) - FDOT started work on a resurfacing project on State Road 224 (Kingsley Avenue) from State Road 21 (Blanding Boulevard) to U.S. 17 (Park Street) this September. This project is expected to be completed Summer of 2024.

State Road 16 over Black Creek South Fork (Penney Farms) - Anticipate daily single-lane closures on State Road 16 over the south fork of Black Creek, west of Penney Farms for a bridge repair and rehabilitation project. The $1.76 million project includes the installation of crutch bents, scour countermeasures, and other incidental construction. No lane closures will be permitted on State Road 16 between 6 a.m. and 8:30 a.m. At least one lane will remain open during all lane closures. Work is anticipated to be completed in fall 2023.
U.S. 17 (State Road 15) from Eagle Harbor Parkway to Doctors Inlet Bridge (Fleming Island) – Anticipate nightly lane closures on U.S. 17 from Eagle Harbor Parkway to Creighton Road for a milling and resurfacing project. Work includes milling and resurfacing, base work, shoulder treatment, drainage improvements, signal and lighting upgrades, improved pedestrian and bike paths, new highway signage as well as other incidental construction. U.S. 17 from Black Creek to Ball Road (Green Cove Springs) - Daytime southbound lane closures Monday through Saturday, December 9 from 7 a.m. to 2 p.m. for shared-use path construction.
First Coast Expressway (FCE) Work FDOT
First Coast Expressway north - State Road 23 from State Road 21 to north of State Road 16 (Middleburg) - Construct 10.5 miles of new multi-lane, limited-access toll road with drainage system, stormwater ponds, traffic signals, lighting, signage, guardrails, three tolling facilities, 26 new bridges, noise walls, and retaining walls. Construction began in March 2019 and is expected to be completed in spring 2025.

First Coast Expressway south -State Road 23 from north of S.R. 16 to east of C.R. 209 (Green Cove Springs) - Construct 9.7 miles of new multi-lane, limited-access, toll road with drainage system, stormwater ponds, traffic signals, lighting, signage, guardrails, 15 new bridges, and two tolling facilities. Construction began in April 2019 and is expected to be completed in spring 2025.

US 17 South of Green Cove Springs - Daytime lane closures weekdays from 8:30 a.m. to 4:30 p.m. and nighttime lane closures weeknights from 6 p.m. to 6:30 a.m. for road work.
First Coast Expressway New St. Johns River Bridge (Green Cove Springs) – Work is underway on the third and final segment of the FCE which includes a new four-lane bridge over the St. Johns River just south of where the Shands Bridge currently stands. The vertical clearance height of the new bridge will be 65 feet from the water line, compared to the existing 45 feet of clearance. The $595 million project starts in 2023 with expected completion in 2031.
