Bonded Transportation Program- Road construction is beginning for the Clay County Bonded Transportation Program projects in Middleburg, Green Cove Springs, and Lake Asbury. Blanding Boulevard (Middleburg) – Crews will soon begin construction on a new turn lane into the Clay County Regional Sports Complex on Blanding Boulevard (State Road 21) south of Hall and Boree Road and north of State Road 16. Anticipate daytime, single-lane closures, and lane shifts once work begins. Message boards are in place and the project is estimated to begin in mid-November.
County Road 209 Bonded Transportation Program project (Lake Asbury) – Work is anticipated to begin in late November on County Road 209 (Russell Road) from Sandridge Road to Peters Creek Bridge. The project involves operational improvements at the intersections of CR 209B and CR 739B; Oak Stream Drive and CR 209; and Watkins Road and CR 209. Phase one construction includes adding turn lanes on Russell Road at Watkins Road and Oak Stream Drive and sidewalk work. Motorists should expect daytime, single-lane closures once work begins. Work is estimated to be completed in spring 2025.
New County Projects
County Road 315 (Green Cove Springs/Lake Asbury) - Anticipate daytime, single-lane closures on County Road 315 between the CSX Railroad tracks and US 17 on November 6 -10, from 8:00 a.m. to 5:00 p.m. for utility location work. This is preliminary work ahead of construction on a section of the First Coast Expressway connector road, Cathedral Oak Parkway. This Bonded Transportation Program project includes redesigning 1.2 miles of roadway from Maryland Avenue to US 17. Construction is estimated to start in spring 2024 with estimated completion in spring 2026.
Tanglewood Boulevard (Lakeside) – Anticipate daytime, single-lane closures on Tanglewood Boulevard, Kiowa Avenue, and Mesquite Avenue beginning as early as November 6th for a drainage improvement project.
Ongoing County Projects
Aquarius Concourse (Orange Park)- Daytime, single-lane closures on Aquarius Concourse from Blairmore Boulevard West to Auriga Drive for a combined CCUA utility relocation and county road and drainage improvement project. Paving work is planned for November 8-14th with project completion by the end of November.
College Drive (Doctors Inlet) – Anticipate daytime, single-lane closures on a portion of College Drive between the traffic signals at Old Jennings Road and County Road 220 for storm system upgrades. The project includes replacing storm structures, resurfacing, and striping, and replacing sidewalks, curbs, gutters, and driveway aprons. Crews are currently installing drainage pipes on the east side of the road. Work will begin on the west side of the road in November and traffic will be limited to a single lane in both directions. Work is estimated to be completed by January 2024.
County Road 216, Cathedral Oak Parkway, Bonded Transportation Program project (Green Cove Springs)- Work is underway to construct a new 3.3-mile, two-lane roadway from State Road 23 to the intersection of County Road 315 and Maryland Avenue. The project will include a grass median, bike lanes, and sidewalks. Current activities include stormwater pond excavation, box culvert installation, cross-drain construction, and pile driving. Work is anticipated to be completed in 2025.
County Road 218 (Middleburg) – Anticipate daytime, single-lane closures Monday through Saturday from 7 a.m. to 6 p.m. on County Road 218 at the entrance of Shadowlawn Elementary School for traffic circle construction. Crews will begin replacing underdrains in mid-November, which will take about three weeks to complete. Additional lane closures will be required to complete this phase of the project. This project is part of the First Coast Expressway connector road Cathedral Oak Parkway from County Road 218 to the First Coast Expressway. Work is estimated to be completed in December 2024. Panda Avenue (Middleburg) – The Panda Avenue and Lion Street intersection will be open for traffic this week with daytime single-lane closures in place for paving work. Work is anticipated to be complete by Mid-November.
FDOT Projects
Blanding Boulevard from State Road 23 to Baxley Road - Daytime northbound lane closures through Saturday, November 11, from 7 a.m. to 5:30 p.m. for materials delivery.
Kingsley Avenue from U.S. 17 to Blanding Boulevard - (Orange Park) - FDOT started work on a resurfacing project on State Road 224 (Kingsley Avenue) from State Road 21 (Blanding Boulevard) to U.S. 17 (Park Street) this September. This project is expected to be completed Summer of 2024.

State Road 16 over Black Creek South Fork (Penney Farms) - Anticipate daily single-lane closures on State Road 16 over the south fork of Black Creek, west of Penney Farms for a bridge repair and rehabilitation project. The $1.76 million project includes the installation of crutch bents, scour countermeasures, and other incidental construction. No lane closures will be permitted on State Road 16 between 6 a.m. and 8:30 a.m. At least one lane will remain open during all lane closures. Work is anticipated to be completed in fall 2023.
State Road 16 at Seamark Ranch Road - Daytime westbound lane closures Monday through Friday, November 17, from 9 a.m. to 3 p.m. for utility work.
State Road 21 from County Road 215 to County Road 218 (Middleburg) - The Florida Department of Transportation will begin a milling and resurfacing project on State Road 21 from County Road 215 to County Road 218 in late 2023. Work on this project includes milling and resurfacing, base work, shoulder treatment, drainage improvements, signal and lighting upgrades, new signage as well as other incidental construction. Work is anticipated to be completed by early 2024.

U.S. 17 from San Clementi Drive to Raggedy Point Road - Nighttime northbound lane closures Sunday through Friday from 6:30 p.m. to 5:30 a.m. for median reconstruction.
U.S. 17 from Black Creek to Ball Road (Green Cove Springs) - Daytime southbound lane closures weekdays from 7 a.m. to 2 p.m. for roadside work.
U.S. 301 from County Road 218 to Richard Mosely Road (Clay Hill) –The Florida Department of Transportation (FDOT) will begin its second and final phase of work Monday, November 30 to complete Florida’s first concrete test track road parallel to the existing northbound lanes of U.S. 301 from just south of County Road 218 to just north of Richard Mosely Road (approximately 2.5 miles). This phase will include constructing 52 new concrete test sections, a new stormwater pond, new traffic signals, lighting, highway signage, guardrail, drainage, asphalt paving, and other incidental construction.
- Daytime southbound lane closures weekdays from 7 a.m. to 5 p.m. and nighttime southbound lane closures weeknights from 7:30 p.m. to 7:30 a.m. for road work.
First Coast Expressway (FCE) Work FDOT
First Coast Expressway north - State Road 23 from State Road 21 to north of State Road 16 (Middleburg) - Construct 10.5 miles of new multi-lane, limited-access toll road with drainage system, stormwater ponds, traffic signals, lighting, signage, guardrails, three tolling facilities, 26 new bridges, noise walls, and retaining walls. Construction began in March 2019 and is expected to be completed in early 2025.
First Coast Expressway south -State Road 23 from north of S.R. 16 to east of C.R. 209 (Green Cove Springs) - Construct 9.7 miles of new multi-lane, limited-access, toll road with drainage system, stormwater ponds, traffic signals, lighting, signage, guardrails, 15 new bridges, and two tolling facilities. Construction began in April 2019 and is expected to be completed in early 2025.
First Coast Expressway New St. Johns River Bridge (Green Cove Springs) – Work is underway on the third and final segment of the FCE which includes a new four-lane bridge over the St. Johns River just south of where the Shands Bridge currently stands. The vertical clearance height of the new bridge will be 65 feet from the water line, compared to the existing 45 feet of clearance. The $595 million project starts in 2023 with expected completion in 2030.
