Bonded Transportation Program- Road construction is beginning for the Clay County Bonded Transportation Program projects in Middleburg, Green Cove Springs, and Lake Asbury. Blanding Boulevard (Lakeside)- Anticipate daytime, single-lane closures southbound on State Road 21 (Blanding Blvd.) south of Ridgecrest Avenue on October 5-6 for sidewalk repairs.
Ongoing County Projects
Aquarius Concourse (Orange Park)- Daytime, single-lane closures on Aquarius Concourse from Blairmore Boulevard West to Auriga Drive for a combined CCUA utility relocation and county road and drainage improvement project. Work is anticipated to be completed in November 2023.
College Drive (Doctors Inlet) – Anticipate daytime, single-lane closures on a portion of College Drive between the traffic signals at Old Jennings Road and County Road 220 for storm system upgrades. This project is expected to take seven months to complete.
County Road 216, Cathedral Oak Parkway, Bonded Transportation Program Project (Green Cove Springs)- Work is underway to construct a new 3.3-mile, two-lane roadway from State Road 23 to the intersection of County Road 315 and Maryland Avenue. The project will include a grass median, bike lanes, and sidewalks. Work is anticipated to be completed in 2025.
County Road 218 (Middleburg) – Anticipate daytime, single-lane closures through Saturday from 7 a.m. to 6 p.m. on County Road 218 at the entrance of Shadowlawn Elementary School for traffic circle construction. This project is part of the First Coast Expressway connector road Cathedral Oak Parkway from County Road 218 to the First Coast Expressway. Panda Avenue (Middleburg) – A road closure and detour continues this week for a cross-drain replacement project at the Panda Avenue and Lion Street intersection. Work is anticipated to take approximately 45 days to complete, weather and supply availability permitting.
Sandridge Road, Bonded Transportation Program Project (Lake Asbury) – Work continues in phases from Eagle Haven Drive to Russell Baptist Church with minimal intermittent single-lane closures and occasional lane shifts, aiming to keep traffic flowing in both directions on Sandridge. The speed limit is 25 mph throughout the entire work zone and CCSO is enforcing it. Please visit our newsroom for the latest updates.
FDOT Projects
I-295 at U.S. 17 Interchange Improvements (Orange Park)- This project consists of milling and resurfacing, reconstruction, base work, shoulder treatment, drainage improvements, curb and gutters, traffic signals, lighting, highway signing, guardrail, sidewalks, gravity wall, concrete slope pavement, ITS, and other incidental construction on I-295 at U.S. 17 (State Road 15) from south of Wells Road to Collins Road in Clay and Duval counties.

Kingsley Avenue from Plainfield Avenue to Doctors Lake Drive (Orange Park)- Nighttime lane closures Monday through Saturday, October 7, from 9 p.m. to 4 a.m. for water main work.
Kingsley Avenue (State Road 224) from State Road 21/Blanding Boulevard to U.S. 17/Park Street (Orange Park) - FDOT has started work on a resurfacing project on State Road 224 (Kingsley Avenue) from State Road 21 (Blanding Boulevard) to U.S. 17 (Park Street) this September. Preferred Materials was selected to complete the $7.6 million dollar project in Clay County. This project is expected to be completed Summer of 2024, weather and schedule permitting.

Kingsley Avenue from U.S. 17 to Blanding Boulevard- Nighttime lane closures weeknights from 9 p.m. to 6 a.m. for manhole work.
State Road 16 over Black Creek South Fork (Penney Farms) - Anticipate daily single-lane closures on State Road 16 over the south fork of Black Creek, west of Penney Farms for a bridge repair and rehabilitation project. The $1.76 million project includes the installation of crutch bents, scour countermeasures, and other incidental construction. No lane closures will be permitted on State Road 16 between 6 a.m. and 8:30 a.m. At least one lane will remain open during all lane closures. Work is anticipated to be completed in fall 2023.
State Road 21 from County Road 215 to County Road 218 (Middleburg) - The Florida Department of Transportation will begin a milling and resurfacing project on State Road 21 from County Road 215 to County Road 218 through Clay County in late 2023. Work on this project includes milling and resurfacing, base work, shoulder treatment, drainage improvements, signal and lighting upgrades, new signage as well as other incidental construction. Anderson Columbia was selected to complete the $4.76 million project by early 2024, weather and schedule permitting.

U.S. 17 (State Road 15) from Eagle Harbor Parkway to Doctors Inlet Bridge (Fleming Island) – Anticipate nightly lane closures on U.S. 17 from Eagle Harbor Parkway to Creighton Road for a milling and resurfacing project. Work includes milling and resurfacing, base work, shoulder treatment, drainage improvements, signal and lighting upgrades, improved pedestrian and bike paths, new highway signage as well as other incidental construction. U.S. 301 from County Road 218 to Richard Mosely Road (Clay Hill) –The Florida Department of Transportation (FDOT) will begin its second and final phase of work Monday, November 30 to complete Florida’s first concrete test track road parallel to the existing northbound lanes of U.S. 301 from just south of County Road 218 to just north of Richard Mosely Road (approximately 2.5 miles). This phase will include constructing 52 new concrete test sections, a new stormwater pond, new traffic signals, lighting, highway signage, guardrail, drainage, asphalt paving, and other incidental construction.

First Coast Expressway (FCE) Work FDOT
First Coast Expressway north - State Road 23 from State Road 21 to north of State Road 16 (Middleburg) - Construct 10.5 miles of new multi-lane, limited-access toll road with drainage system, stormwater ponds, traffic signals, lighting, signage, guardrails, three tolling facilities, 26 new bridges, noise walls, and retaining walls. Construction began in March 2019 and is expected to be completed in early 2025.
Traffic shifted overnight on Thursday, Sept. 7 on Blanding Boulevard (State Road 21) near the First Coast Expressway (State Road 23) for foundation construction for the new First Coast Expressway bridges over Blanding Boulevard. Travel lanes were also temporarily reduced from 12 feet to 10 feet.

First Coast Expressway south -State Road 23 from north of S.R. 16 to east of C.R. 209 (Green Cove Springs) - Construct 9.7 miles of new multi-lane, limited-access, toll road with drainage system, stormwater ponds, traffic signals, lighting, signage, guardrails, 15 new bridges, and two tolling facilities. Construction began in April 2019 and is expected to be completed in early 2025.

422938-7 First Coast Expressway New St. Johns River Bridge (Green Cove Springs) – Work is underway on the third and final segment of the FCE which includes a new four-lane bridge over the St. Johns River just south of where the Shands Bridge currently stands. The vertical clearance height of the new bridge will be 65 feet from the water line, compared to the existing 45 feet of clearance. The $595 million project starts in 2023 with expected completion in 2030.
