Bonded Transportation Program- Road construction is beginning for the Clay County Bonded Transportation Program projects in Middleburg, Green Cove Springs, and Lake Asbury. Motorists should anticipate temporary lane closures and flagging operations as projects get underway. Visit the Bonded Transportation Dashboard for anticipated start dates and project updates. Panda Avenue (Middleburg) - Anticipate a road closure and detour starting soon for a cross-drain replacement project at the Panda Avenue and Lion Street intersection. Work is anticipated to take 60 days to complete.
New County Projects
Blanding Boulevard at Bear Run Boulevard (Orange Park) – On August 3, 9, and 10, crews will be paving at the intersection of Blanding Boulevard and Bear Run Boulevard. Anticipate a complete closure of the turn lane off westbound Blanding Boulevard from 8 a.m. to 6 p.m. on those days. Drivers will not be able to turn onto Bear Run Boulevard from Blanding Boulevard and neighborhood traffic will be rerouted to Oak Lane during the closure times.
Ongoing County Projects
Aquarius Concourse (Orange Park)- Daytime, single-lane closures on Aquarius Concourse from Blairmore Boulevard West to Auriga Drive for a combined CCUA utility relocation and county road and drainage improvement project.
County Road 216, Cathedral Oak Parkway, Bonded Transportation Program Project (Green Cove Springs)- Work is underway to construct a new 3.3-mile, two-lane roadway from State Road 23 to the intersection of County Road 315 and Maryland Avenue. The project will include a grass median, bike lanes, and sidewalks. Work is anticipated to be completed in early 2025.
College Drive (Doctors Inlet) – Anticipate daytime, single-lane closures on a portion of College Drive between the traffic signals at Old Jennings Road and County Road 220 for storm system upgrades. This project is expected to take seven months to complete.
County Road 218 (Middleburg) – Anticipate daytime, single-lane closures Mondays through Saturdays from 7 a.m. to 6 p.m. on County Road 218 at the entrance of Shadowlawn Elementary School for traffic circle construction. This project is part of the First Coast Expressway connector road Cathedral Oak Parkway from County Road 218 to the First Coast Expressway. County Road 315 (Green Cove Springs) – Anticipate intermittent daytime, single-lane closures weekdays at the 3500 block of County Road 315 for the construction of a new turn lane for the new Spring Park Elementary School. Pavement markings and other repairs will continue this week with possible short-term lane closures.
Filmore Street (Orange Park) – Filmore Street is closed at the intersection of Moody Avenue for a cross-drain replacement project. Traffic is detoured via State Road 21 and Bolton Road. Work is estimated to take up to 45 days to complete.
Grove Park Lane and Grove Park Drive North (Orange Park) - Anticipate daytime, single-lane closures on Grove Park Lane and Grove Park Drive North from Grove Park Drive East to Grove Park Drive West for a drainage improvement project.
Sandridge Road, Bonded Transportation Program Project (Lake Asbury) - Work continues in phases from Eagle Haven Drive to Russell Baptist Church with minimal intermittent single-lane closures and occasional lane shifts, aiming to keep traffic flowing in both directions on Sandridge. The speed limit is 25 mph throughout the entire work zone and CCSO is enforcing it. Please visit our newsroom for the latest updates.
Town Center Boulevard (Fleming Island) – Anticipate intermittent lane closures for a drainage and intersection improvement project at Town Center Boulevard and County Road 220. The project includes paving, drainage, sodding, signalization, signs, and pavement markings. Work is anticipated to be complete by the end of August.
FDOT Projects
I-295 at U.S. 17 Interchange Improvements (Orange Park)- This project consists of milling and resurfacing, reconstruction, base work, shoulder treatment, drainage improvements, curb and gutters, traffic signals, lighting, highway signing, guardrail, sidewalks, gravity wall, concrete slope pavement, ITS, and other incidental construction on I-295 at U.S. 17 (State Road 15) from south of Wells Road to Collins Road in Clay and Duval counties.

U.S. 17 from Collins Road to Wells Road - Nighttime southbound lane closures Thursday from 9 p.m. to 6 a.m. to install temporary barrier wall.
Kingsley Avenue from Doctor Lake Drive to Plainfield Avenue (Orange Park) - Nighttime lane closures through Friday, August 11 from 9 p.m. to 4 a.m. for roadside utility work.
State Road 16 over Black Creek South Fork (Penney Farms) - Anticipate daily single-lane closures on State Road 16 over the south fork of Black Creek, west of Penney Farms for a bridge repair and rehabilitation project. The $1.76 million project includes the installation of crutch bents, scour countermeasures, and other incidental construction. No lane closures will be permitted on State Road 16 between 6 a.m. and 8:30 a.m. At least one lane will remain open during all lane closures. Work is anticipated to be completed in fall 2023.
U.S. 17 (State Road 15) from Eagle Harbor Parkway to Doctors Inlet Bridge (Fleming Island) – Anticipate nightly lane closures on U.S. 17 from Eagle Harbor Parkway to Creighton Road for a milling and resurfacing project. Work includes milling and resurfacing, base work, shoulder treatment, drainage improvements, signal and lighting upgrades, improved pedestrian and bike paths, new highway signage as well as other incidental construction. Work on this $11.7 million project is expected to be completed by the summer of 2024.
First Coast Expressway (FCE) Work FDOT
First Coast Expressway North - State Road 23 from State Road 21 to north of State Road 16 (Middleburg) - Construct 10.5 miles of new multi-lane, limited-access toll road with drainage system, stormwater ponds, traffic signals, lighting, signage, guardrails, three tolling facilities, 26 new bridges, noise walls, and retaining walls. Construction began in March 2019 and is expected to be completed in early 2025.

County Road 220 at State Road 23- Daytime lane closures with flaggers Monday through Saturday, from 7 a.m. to 5:30 p.m. to deliver construction materials.

Henley Road at State Road 23 – Daytime northbound lane closures Monday through Saturday, from 6 a.m. to 7 p.m. for road work.
First Coast Expressway South -State Road 23 from north of S.R. 16 to east of C.R. 209 (Green Cove Springs) - Construct 9.7 miles of new multi-lane, limited-access, toll road with drainage system, stormwater ponds, traffic signals, lighting, signage, guardrails, 15 new bridges, and two tolling facilities. Construction began in April 2019 and is expected to be completed in early 2025.

State Road 16 west of Green Cove Springs - Daytime lane closures weekdays from 8:30 a.m. to 4:30 p.m., and nighttime lane closures weeknights from 11 p.m. to 5 a.m. for overpass work.

US 17 South of Green Cove Springs - Daytime lane closures weekdays from 8:30 a.m. to 4:30 p.m., and nighttime lane closures weeknights from 6 p.m. to 6:30 a.m. for road work.
First Coast Expressway New St. Johns River Bridge (Green Cove Springs) – Work is underway on the third and final segment of the FCE which includes a new four-lane bridge over the St. Johns River just south of where the Shands Bridge currently stands. The vertical clearance height of the new bridge will be 65 feet from the water line, compared to the existing 45 feet of clearance. The $595 million project starts in 2023 with expected completion in 2030.
