Bonded Transportation Program- Road construction is beginning for the Clay County Bonded Transportation Program projects in Middleburg, Green Cove Springs, and Lake Asbury. Motorists should anticipate temporary lane closures and flagging operations as projects get underway. College Drive (Orange Park) – Anticipate daytime, single-lane closures on College Drive for the first phase of this project involving drainage rehabilitation work from Old Jennings Road to County Road 220. Permitting is underway and work is now anticipated to start in early July.
County Road 216, Cathedral Oak Parkway, Bonded Transportation Program Project (Green Cove Springs)- Permitting is ongoing and crews will soon begin work to construct a new 3.3-mile, two-lane roadway from State Road 23 to the intersection of County Road 315 and Maryland Avenue. The project will include a grass median, bike lanes, and sidewalks. Work is anticipated to be completed in late 2024.
Filmore Street (Orange Park) - Anticipate daytime, single-lane closures starting soon for a cross-drain replacement project at the intersection of Filmore Street and Moody Avenue.
Habitat Drive (Middleburg) – Anticipate daytime, single-lane closures beginning in July on Habitat Drive from Baxley Road to Yukon Court for a drainage improvement project. Phase one of this project will include repairing and lowering the drainage structures.
Industrial Loop (Orange Park) – Crews will soon begin drainage repairs on Industrial Loop in the Bellair-Meadowbrook Terrace area. Anticipate daytime single-lane closures weekdays from 7:30 a.m. to 5:30 p.m. beginning in June.
Panda Avenue (Middleburg) - Anticipate daytime, single-lane closures starting soon for a cross-drain replacement project at the intersection of Panda Avenue and Lion Street. Work is anticipated to take 60 days to complete.
Russell Road (Green Cove Springs) – Crews will soon begin repairs to the guardrail on Russell Road east of Pine Hollow Road. The damaged guard rail is causing a safety issue and our intention is to start the repairs in the upcoming weeks. There will be intermittent single-lane closures with flagging operations once work begins. We anticipate the work to take only a few days to complete. We’re going to do everything we can to mitigate traffic congestion.
Timberline Drive (Oakleaf) –Crews will soon begin drainage system repairs on Timberline Drive off Dear View Lane and Oakleaf Plantation Parkway. Anticipate temporary, single-lane closures once work begins.
Town Center Boulevard (Fleming Island) – Work is anticipated to begin in mid-July for an intersection improvement project at Town Center Boulevard and County Road 220. The project includes paving, drainage, sodding, signalization, signs, and pavement markings.
New County Projects
County Road 218 (Middleburg) - Starting Monday, June 12, crews will begin construction of a traffic circle on County Road 218 at the entrance of Shadowlawn Elementary School. This is part of the Cathedral Oaks Parkway project ahead of the First Coast Expressway. During the summer break, drivers can expect a lane closure from 7 a.m. to 6 p.m. During the school year, the lane closure will be from 9 a.m. through 6 p.m. The lane closures will be Monday through Saturday. Palmetto Street (Middleburg) – Daytime, single-lane closures on Palmetto Street from Blanding Blvd. to Main Street on Monday, June 12 for asphalt paving operations.
Ongoing County Projects
Aquarius Concourse (Orange Park)- Daytime, single-lane closures on Aquarius Concourse from Blairmore Boulevard West to Auriga Drive for a combined CCUA utility relocation and county road and drainage improvement project.
Arthur Moore Drive (Lake Asbury) - Arthur Moore Drive between Branscomb Road and Beck Court is closed for cross-drain repairs and drainage system upgrades. Local traffic only will be permitted. Work may take up to 60 days to complete, weather and supply availability permitting.
County Road 315 (Green Cove Springs) – Anticipate daytime, single-lane closures at the 3500 block of County Road 315 for the construction of a new turn lane for the new Spring Park Elementary School.
Grove Park Lane and Grove Park Drive North (Orange Park) - Anticipate daytime, single-lane closures on Grove Park Lane and Grove Park Drive North from Grove Park Drive East to Grove Park Drive West for a drainage improvement project.
Sandridge Road (Lake Asbury) - Sandridge Road from Henley Road to Eagle Haven Drive is closed for road reconstruction through July 30, 2023. Traffic is detoured via Henley Road and Russell Road. County staff worked with the Clay County Sheriff’s Office to add barricades, signage, and messaging boards well ahead of and surrounding the construction zone. Please pay attention to those and drive slowly. There is no through access from Henley to Sandridge through the Glenhaven neighborhood roads. Contractors are coordinating with Clay County District Schools and intend to complete road construction in front of the Lake Asbury elementary and junior high schools during the summer break to keep our students safe and minimize traffic impacts.

FDOT Projects
State Road over Black Creek South Fork- anticipate daily single-lane closures on State Road 16 over the south fork of Black Creek, west of Penney Farms for a bridge repair and rehabilitation project. The $1.76 million project includes the installation of crutch bents, scour countermeasures, and other incidental construction. No lane closures will be permitted on State Road 16 between 6 a.m. and 8:30 a.m. At least one lane will remain open during all lane closures. Work is anticipated to be completed in fall 2023.
State Road 21 Resurfacing from State Road 16 in Penney Farms to Commercial Circle in Keystone Heights- Resurface 16 miles of roadway, add a center turn lane near Gold Head Branch State Park, drainage improvements, and other incidental construction. Work is expected to be completed in fall 2023.

U.S. 301 from County Road 218 to Mosely Road (Clay Hill)- Construct 52 new concrete test sections, new stormwater pond, traffic signals, lighting, highway signage, guardrail, drainage, asphalt paving, and other incidental construction. Work is expected to be completed in summer of 2023.

First Coast Expressway (FCE) Work FDOT
First Coast Expressway North - State Road 23 from State Road 21 to north of State Road 16 (Middleburg) - Construct 10.5 miles of new multi-lane, limited-access toll road with drainage system, stormwater ponds, traffic signals, lighting, signage, guardrails, three tolling facilities, 26 new bridges, noise walls, and retaining walls. Construction began in March 2019 and is expected to be completed in early 2025.
