Bonded Transportation Program- Road construction is beginning for the Clay County Bonded Transportation Program projects in Middleburg, Green Cove Springs, and Lake Asbury. Motorists should anticipate temporary lane closures and flagging operations as projects get underway. Acorn Chase (Orange Park) – Anticipate daytime, single-lane closures starting soon on Acorn Chase between both sides of the Tower Oaks Drive loop for a drainage improvement project.
County Road 216, Cathedral Oak Parkway, Bonded Transportation Program Project (Green Cove Springs)- Crews will soon begin work to construct a new 3.3-mile, two-lane roadway from State Road 23 to the intersection of County Road 315 and Maryland Avenue. The project will include a grass median, bike lanes, and sidewalks. Work is anticipated to begin in mid-April with completion estimated in late 2024.
Grove Park Lane and Grove Park Drive North (Orange Park) - Anticipate daytime, single-lane closures starting soon on Grove Park Lane and Grove Park Drive North from Grove Park Drive East to Grove Park Drive West for a drainage improvement project.
Habitat Drive (Middleburg) – Anticipate daytime, single-lane closures starting soon on Habitat Drive from Baxley Road to Yukon Court for a drainage improvement project. Phase one of this project will include repairing and lowering the drainage structures.
Industrial Loop (Orange Park) – County crews will soon begin drainage repairs on Industrial Loop in the Bellair-Meadowbrook Terrace area. Anticipate daytime single-lane closures weekdays from 7:30 a.m. to 5:30 p.m. once work begins.
Ongoing County Projects
Aquarius Concourse (Orange Park)- Daytime, single-lane closures on Aquarius Concourse from Blairmore Boulevard West to Auriga Drive for a combined CCUA utility relocation and county road and drainage improvement project.
Henley Road (Lake Asbury) – Anticipate daily, intermittent, single-lane closures for stormwater system upgrades at the 2700 block of Henley Road north of Orchard Walk Lane. Both northbound lanes of Henley Road are closed for construction. The two existing southbound lanes on Henley Road have been temporarily shifted to one northbound and one southbound lane for the entire project. During construction, the entrance way to Orchard Walk Lane will be closed to traffic and all in and out traffic will be detoured to the south entrance at Plantation Ridge. The northbound sidewalk on Henley Road is diverted but remains open. Barriers for lane shifts are in place and excavation work is ongoing. Please be patient while driving in the area, go slowly, and pay attention to the flag crews.
Oak Drive South (Fleming Island) – Anticipate daytime single-lane closures weekdays from 7:30 a.m. to 5:30 p.m. on Oak Drive South in Fleming Island for drainage improvement work. Work will take approximately 60 days to complete.
Sandridge Road, Bonded Transportation Program Project (Lake Asbury)– Anticipate daily, intermittent, single-lane closures on Sandridge Road from Henley Road to Russell Road (CR209) for pond excavation, and utility relocation and installation work. Contractors are coordinating with the school board and intend to complete road construction in front of the Lake Asbury elementary and junior high schools during the summer break to minimize traffic impacts. A road closure and detour are scheduled to begin in late May. Work is anticipated to be completed in early 2025. Please be patient while driving in the area, go slowly, and pay attention to the flag crews.
Shedd Road (Green Cove Springs) - Crews are making drainage repairs on Shedd Road between County Road 315 and US 17. Anticipate temporary road closures for pipe installation under the road. Follow detour signs. Work is anticipated to take up to two weeks to complete, weather depending. The Public Works Department is coordinating with the school board for bus access.

I-295 at U.S. 17 Interchange Improvements- This project consists of milling and resurfacing, reconstruction, base work, shoulder treatment, drainage improvements, curb and gutters, traffic signals, lighting, highway signing, guardrail, sidewalks, gravity wall, concrete slope pavement, ITS and other incidental construction on I-295 at U.S. 17 (State Road 15) from south of Wells Road to Collins Road in Clay and Duval counties.

U.S. 17 at I-295 West Beltway -Nighttime northbound on-ramp closure to southbound I-295 West Beltway Tuesday, April 11, and Wednesday, April 12, from 9 p.m. to 6 a.m. for road work. Follow detour.
State Road 21 Resurfacing from State Road 16 in Penney Farms to Commercial Circle in Keystone Heights- Resurface 16 miles of roadway, add a center turn lane near Gold Head Branch State Park, drainage improvements, and other incidental construction. Work is expected to be completed in fall 2023.

State Road 21 from State Road 100 to State Road 16- Daytime lane closures weekdays from 7:30 a.m. to 5 p.m. for roadside work.
U.S. 301 from County Road 218 to Mosely Road (Clay Hill)- Construct 52 new concrete test sections, new stormwater pond, traffic signals, lighting, highway signage, guardrail, drainage, asphalt paving, and other incidental construction. Work is expected to be completed in summer of 2023.

First Coast Expressway (FCE) Work FDOT
First Coast Expressway North - State Road 23 from State Road 21 to north of State Road 16 (Middleburg) - Construct 10.5 miles of new multi-lane, limited-access toll road with drainage system, stormwater ponds, traffic signals, lighting, signage, guardrails, three tolling facilities, 26 new bridges, noise walls, and retaining walls. Construction began in March 2019 and is expected to be completed in early 2025.

County Road 220 at State Road 23- Daytime lane closures with flaggers Saturday, April 8, and Monday, April 10, through Saturday, April 15, from 7 a.m. to 5:30 p.m. to deliver construction materials.

Henley Road at State Road 23 – Overnight detours of Henley Road are planned Sunday, April 9 through Thursday, April 13 as part of construction activities on the First Coast Expressway. Henley Road just south of Caleb Court will close at 10 p.m. each night and reopen by 5 a.m. the following morning. During the closures, traffic will be detoured via Russell Road and Sandridge Road.
First Coast Expressway South -State Road 23 from north of S.R. 16 to east of C.R. 209 (Green Cove Springs) - Construct 9.7 miles of new multi-lane, limited-access, toll road with drainage system, stormwater ponds, traffic signals, lighting, signage, guardrails, 15 new bridges, and two tolling facilities. Construction began in April 2019 and is expected to be completed in early 2025.
