Bonded Transportation Program- Road construction will be starting soon for the Clay County Bonded Transportation Program projects in Middleburg, Green Cove Springs, and Lake Asbury. Motorists should anticipate temporary lane closures and flagging operations once work begins. Bedford Lake Road and Bedford Oak Drive (Keystone Heights)- Milling and resurfacing work on Bedford Lake Road and Bedford Lake Drive is anticipated to start in the next several weeks.
Botany Street (Doctors Inlet) –Crews will be replacing the stormwater drainage system including the storm inlets and drainpipes on Botany Street just west of Dalby Court. Work will be starting in the next several weeks and is anticipated to take up to 90 days to complete. No lane closures are anticipated. Watch for flaggers.
North Ridge Drive (Fleming Island) – Anticipate daytime, single-lane closures on N. Ridge Drive from Pine Avenue to the cul-de-sac beginning in the next several weeks for a milling and resurfacing project.
Ongoing County Projects
Aquarius Concourse (Orange Park)- Daytime, single-lane closures on Aquarius Concourse from Blairmore Boulevard West to Auriga Drive for a combined CCUA utility relocation and county road and drainage improvement project. Work is expected to take 12 months to complete
Camp Ridge Lane (Middleburg)- Crews are making repairs to the drainage structures in the 1300 block of Camp Ridge Lane. The project includes replacing the curb inlets and drainpipes from the intersection of Pine Ridge Parkway south 300 feet on Camp Ridge Lane to improve drainage and prevent flooding. Work began November 1 and is anticipated to take up to 75 days to complete.
Hibernia Forest Drive (Fleming Island) – Crews will be replacing the stormwater cross drains between 907 and 883 and between 762 and 752 Live Oak Lane. Work is continuing the week of December 19 and will include a road closure and detour to Live Oak Lane. Watch for flaggers. Work is about 80 percent complete on this project.
FDOT Projects
Blanding Boulevard at Suzanne Avenue (Orange Park) - Nighttime lane closures Monday, December 19, through Wednesday, December 21, from 9 p.m. to 5 a.m. for traffic signal work.
Blanding Blvd. (SR21) Widening Project from Allie Murray Road to Long Bay Road (CR 220A) (Middleburg)- Reconstruct and widen Blanding Blvd to six lanes, add four-foot bicycle lanes, sidewalks, new traffic signals, streetlights, and drainage system. Construction began in January 2019 and is expected to be completed in fall 2022.
Blanding Blvd (SR21) Widening Project from CR 218 to Black Creek Bridge (Middleburg) -Widen Blanding Boulevard to six lanes, improve the intersection at County Road 218, and replace the County Road 218 bridge. Construction began in February 2020 and is expected to be completed within the next 45 days.
- Daytime lane closures on CR 218 (east) from the intersection of SR 21 (Blanding Blvd.) to east of the Black Creek bridge from 8:30 a.m. to approximately 4:00 p.m. for concrete repair operations and nighttime lane closures from 7:00 p.m. to approximately 6:00 a.m. for asphalt paving operations.
- Daytime lane closures on SR 21 (Blanding Blvd.) in the northbound and southbound lanes from 8:30 a.m. to approximately 4:00 p.m. from CR 218 to Palmetto Street for concrete repair operations and nighttime lane closures from 7:00 p.m. to approximately 6:00 a.m. from CR 218 to Everett Avenue for asphalt paving operations.
No work will be performed on this project from 12/24/2022 through 1/02/2023.
State Road 21 Resurfacing from State Road 16 in Penney Farms to Commercial Circle in Keystone Heights- Resurface 16 miles of roadway, add a center turn lane near Gold Head Branch State Park, drainage improvements, and other incidental construction. Work is expected to be completed in fall 2023.

State Road 21 from Brooklyn Bay Bridge to State Road 100 - Daytime lane closures Wednesday through Friday from 8:30 a.m. to 5:30 p.m. for roadside work.

State Road 21 from State Road 100 to Gold Head State Park - Daytime lane closures Monday and Tuesday from 7:30 a.m. to 5:30 p.m. for roadside work.
I-295 at U.S. 17 Interchange Improvements- This project consists of milling and resurfacing, reconstruction, base work, shoulder treatment, drainage improvements, curb and gutters, traffic signals, lighting, highway signing, guardrail, sidewalks, gravity wall, concrete slope pavement, ITS and other incidental construction on I-295 at U.S. 17 (State Road 15) from south of Wells Road to Collins Road in Clay and Duval counties. No lane closures will be permitted between 6 a.m. and 9 p.m. Monday through Thursday or between 6 a.m. Friday through 9 p.m. Sunday. No double lane closures will be permitted between 5 a.m. and 10 p.m. Monday through Thursday. Lane closures may only occur in one direction of travel at a time.

U.S. 17 from Collins Road to Wells Road (Orange Park) - Nighttime lane closures Monday, December 5, through Thursday, December 8, from 9 p.m. to 6 a.m. for median work.
U.S. 301 from County Road 218 to Mosely Road (Clay Hill)- Construct 52 new concrete test sections, new stormwater pond, traffic signals, lighting, highway signage, guardrail, drainage, asphalt paving, and other incidental construction. Work is expected to be complete in summer of 2023.
- Continuous northbound lane closures weekdays, and daytime southbound lane closures weekdays from 7 a.m. to 5 p.m. for road work.
First Coast Expressway (FCE) Work FDOT
First Coast Expressway North (State Road 23) from State Road 21 to north of State Road 16 (Middleburg) - Construct 10.5 miles of new multi-lane, limited-access toll road with drainage system, stormwater ponds, traffic signals, lighting, signage, guardrails, three tolling facilities, 26 new bridges, noise walls, and retaining walls. Construction began in March 2019 and is expected to be completed in early 2025.

County Road 220 at State Road 23 - Daytime lane closures with flaggers Monday through Friday from 7 a.m. to 5:30 p.m. to deliver construction materials.

State Road 21 just south of State Road 23 -Daytime southbound lane closures weekdays from 6 a.m. to 2 p.m. and nighttime northbound lane closures weekdays from 2 to 10 p.m. for road construction.
First Coast Expressway South (State Road 23) from north of S.R. 16 to east of C.R. 209 (Green Cove Springs) - Construct 9.7 miles of new multi-lane, limited-access, toll road with drainage system, stormwater ponds, traffic signals, lighting, signage, guardrails, 15 new bridges, and two tolling facilities. Construction began in April 2019 and is expected to be completed in early 2025.
