Bonded Transportation Program- Road construction will be starting soon for the Clay County Bonded Transportation Program projects in Middleburg, Green Cove Springs, and Lake Asbury. Motorists should anticipate temporary lane closures and flagging operations once work begins. Bedford Lake Road and Bedford Oak Drive (Keystone Heights)- Milling and resurfacing work on Bedford Lake Road and Bedford Lake Drive is anticipated to start in the next several weeks.
Botany Street (Doctors Inlet) –Crews will be replacing the stormwater drainage system including the storm inlets and drainpipes on Botany Street just west of Dalby Court. Work will be starting in the next several weeks and is anticipated to take up to 90 days to complete. No lane closures are anticipated. Watch for flaggers.
North Ridge Drive (Fleming Island) – Anticipate daytime, single-lane closures on N. Ridge Drive from Pine Avenue to the cul-de-sac beginning the week of November 28 for a milling and resurfacing project.
New County Projects
Hibernia Forest Drive (Fleming Island) – Crews will be replacing the stormwater cross drains between 907 and 883 and between 762 and 752 Live Oak Lane. Work is anticipated to begin the week of November 21 and will include a road closure and detour to Live Oak Lane. Watch for flaggers. The project is anticipated to take up to 14 days to complete.
Ongoing County Projects
Aquarius Concourse (Orange Park)- Daytime, single-lane closures on Aquarius Concourse from Blairmore Boulevard West to Auriga Drive for a combined CCUA utility relocation and county road and drainage improvement project. Work is expected to take 12 months to complete
Camp Ridge Lane (Middleburg)- Crews are making repairs to the drainage structures in the 1300 block of Camp Ridge Lane. The project includes replacing the curb inlets and drainpipes from the intersection of Pine Ridge Parkway south 300 feet on Camp Ridge Lane to improve drainage and prevent flooding. Work began November 1 and is anticipated to take up to 75 days to complete.
Live Oak Lane (Fleming Island) – Anticipate daytime, single-lane closures continuing the week of November 21 for stormwater underdrain replacement on Live Oak Lane between the addresses 906 and 892. Watch for flaggers.
Pine Avenue (Fleming Island)– Intermittent, alternating lane closures between 7 a.m. to 5 p.m. Mondays to Saturdays between Bald Eagle Road and Hibernia Road, and at the intersection of Bald Eagle Road and Eagle Harbor Parkway for sidewalk and pedestrian bridge improvements. Bridge decks, sidewalks, and approach slabs are complete. Handrails have been installed and sodding and other miscellaneous work will continue for the next two weeks. Watch for pedestrians in crosswalks.
FDOT Projects
Blanding Boulevard at Suzanne Avenue (Orange Park) - Nighttime lane closures Monday, November 21, and Tuesday, November 22, from 9 p.m. to 5 a.m. for traffic signal work.
Blanding Blvd. (SR21) Widening Project from Allie Murray Road to Long Bay Road (CR 220A) (Middleburg)- Reconstruct and widen Blanding Blvd to six lanes, add four-foot bicycle lanes, sidewalks, new traffic signals, streetlights, and drainage system. Construction began in January 2019 and is expected to be completed in fall 2022.
- Nighttime lane closures Sunday, November 20, through Friday, November 25, from 8:30 p.m. to 6 a.m., and daytime lane closures weekdays from 5 a.m. to 2 p.m. for road work.
Blanding Blvd (SR21) Widening Project from CR 218 to Black Creek Bridge (Middleburg) -Widen Blanding Boulevard to six lanes, improve the intersection at County Road 218, and replace the County Road 218 bridge. Construction began in February 2020 and is expected to be completed in late 2022.
- Nightly lane closures (Tuesday, November 22 through Thursday, November 24) on SR 21 (Blanding Blvd.) in the northbound and southbound lanes from 7:00 p.m. to approximately 6:00 a.m. from CR 218 to Palmetto Street for asphalt paving operations.
State Road 21 Resurfacing from State Road 16 in Penney Farms to Commercial Circle in Keystone Heights- Resurface 16 miles of roadway, add a center turn lane near Gold Head Branch State Park, drainage improvements, and other incidental construction. Work is expected to be completed in fall 2023.

U.S. 301 from County Road 218 to Mosely Road (Clay Hill)- Construct 52 new concrete test sections, new stormwater pond, traffic signals, lighting, highway signage, guardrail, drainage, asphalt paving, and other incidental construction. Work is expected to be complete in summer of 2023.
- Daytime southbound lane closures Monday, November 21, and Tuesday, November 22, from 7 a.m. to 5 p.m. and continuous northbound lane closures through Sunday, November 20 for road work.
First Coast Expressway (FCE) Work FDOT
First Coast Expressway North (State Road 23) from State Road 21 to north of State Road 16 (Middleburg) - Construct 10.5 miles of new multi-lane, limited-access toll road with drainage system, stormwater ponds, traffic signals, lighting, signage, guardrails, three tolling facilities, 26 new bridges, noise walls, and retaining walls. Construction began in March 2019 and is expected to be completed in early 2025.

County Road 220 at State Road 23, west of Baxley Road - Intermittent daytime traffic interruptions with flaggers Monday, November 21, and Tuesday, November 22, from 7 a.m. to 5:30 p.m. for delivery of construction materials.

State Road 23 north of Blanding Blvd.- Daytime southbound lane closure on State Road 23 one-half mile north Blanding Blvd. Monday, November 21, and Tuesday, November 22, from 7 a.m. to 5:30 p.m. for delivery of construction materials.

State Road 21 just south of State Road 23- Daytime, southbound inside lane closure Monday, November 21, and Tuesday, November 22, from 6 a.m. to 2 p.m., and northbound inside lane closure Monday, November 21, and Tuesday, November 22, from 2 p.m. to 10 p.m. for ramp construction.
First Coast Expressway South (State Road 23) from north of S.R. 16 to east of C.R. 209 (Green Cove Springs) - Construct 9.7 miles of new multi-lane, limited-access, toll road with drainage system, stormwater ponds, traffic signals, lighting, signage, guardrails, 15 new bridges, and two tolling facilities. Construction began in April 2019 and is expected to be completed in early 2025.
