Bonded Transportation Program- Road construction will be starting soon for the Clay County Bonded Transportation Program projects in Middleburg, Green Cove Springs, and Lake Asbury. Motorists should anticipate temporary lane closures and flagging operations once work begins. Camp Ridge Lane (Middleburg)- Crews will soon begin repairs to the drainage structures in the 1300 block of Camp Ridge Lane. Work will include replacing the curb inlets and drainpipes from the intersection of Pine Ridge Parkway south 300 feet on Camp Ridge Lane to improve drainage and prevent flooding. Work is anticipated to begin within 30 days.
New County Projects
Honeysuckle Circle– (Middleburg) Crews will be making stormwater system upgrades on Honeysuckle Circle beginning the week of October 17. The south entrance to Honeysuckle Circle will be closed at Halperns Way for 300 feet east to 4080 Honeysuckle Circle. Traffic will be detoured at the north end of Halperns Way to Honeysuckle Circle. Work is anticipated take 60 days to complete.
Ongoing County Projects
Fleming Island
Hagans Court– Anticipate daytime, single-lane closures continuing the week of October 17, for stormwater system upgrades on the southern cul-de-sac on Hagans Court, west of Hibernia Oaks Drive.
Pine Avenue – Intermittent, alternating lane closures between 7 a.m. to 5 p.m. Mondays to Saturdays between Bald Eagle Road and Hibernia Road, and at the intersection of Bald Eagle Road and Eagle Harbor Parkway for sidewalk and pedestrian bridge improvements. Bridge decks, sidewalks, and approach slabs are complete. Handrails have been ordered and will be installed within the next 4-6 weeks. Work is expected to be complete by fall 2022. Orange Park
Aquarius Concourse - Daytime, single-lane closures on Aquarius Concourse from Blairmore Boulevard West to Auriga Drive for a combined CCUA utility relocation and county road and drainage improvement project. Work is expected to take 12 months to complete.
FDOT Projects
Clay Hill
U.S. 301 from County Road 218 to Mosely Road - Construct 52 new concrete test sections, new stormwater pond, traffic signals, lighting, highway signage, guardrail, drainage, asphalt paving, and other incidental construction. Work is expected to be complete in summer of 2023.

Middleburg
Blanding Blvd. (SR21) Widening Project from Allie Murray Road to Long Bay Road (CR 220A) Reconstruct and widen Blanding Blvd to six lanes, add four-foot bicycle lanes, sidewalks, new traffic signals, streetlights, and drainage system. Construction began in January 2019 and is expected to be completed in fall 2022.
Blanding Blvd (SR21) Widening Project from CR 218 to Black Creek Bridge- FIN 208211-8-52-01) Widen Blanding Boulevard to six lanes, improve the intersection at County Road 218, and replace the County Road 218 bridge. Construction began in February 2020 and is expected to be completed in late 2022.

Blanding Boulevard from Black Creek to Allie Murray Road -Daytime southbound lane closures weekdays from 5 a.m. to 2 p.m. Nighttime southbound lane closures weeknights from 8 p.m. to 6 a.m. and nighttime northbound lane closures Sunday through Friday from 8:30 p.m. to 6 a.m. for road work.

State Road 21 from County Road 218 to Parsonage Street- Anticipate random lane closures on SR 21 (Blanding Blvd.) in the northbound, outside lane from 8:30 a.m. to approximately 5:00 p.m. from CR 218 to Parsonage Street the week of October 10.

PALMETTO STREET ROAD CLOSURE/ DETOUR - The eastbound lane of Palmetto Street at the SR 21 (Blanding Blvd.) intersection will be closed beginning at 7 a.m. on Thursday, October 13 for Stage 1 widening work at the intersection. Immediately following the completion of Stage 1, the westbound lane of Palmetto St. will be closed for Stage 2 of the work. This will be a continuous closure until work is completed. Only eastbound traffic on Palmetto St. will be permitted during both stages of work. All westbound traffic will be detoured to Section St.

EVERETT AVENUE ROAD CLOSURE / DETOUR -The eastbound lane of Everett Avenue at the SR 21 (Blanding Blvd.) intersection will be closed beginning at 7:00 a.m. on Tuesday, October 18th for Stage 1 widening work at the intersection. Immediately following the completion of Stage 1, the westbound lane of Everett Avenue will be closed for Stage 2 of the work. This will be a continuous closure until work is completed. Only eastbound traffic on Everett Avenue will be permitted during both stages of work. All westbound traffic will be detoured to Main Street.
Penney Farms/ Keystone Heights
State Road 21 Resurfacing from State Road 16 in Penney Farms to Commercial Circle in Keystone Heights- Resurface 16 miles of roadway, add a center turn lane near Gold Head Branch State Park, drainage improvements, and other incidental construction. Work is expected to be completed in fall 2023.

First Coast Expressway (FCE) Work FDOT
First Coast Expressway North (State Road 23) from State Road 21 to north of State Road 16- Construct 10.5 miles of new multi-lane, limited-access toll road with drainage system, stormwater ponds, traffic signals, lighting, signage, guardrails, three tolling facilities, 26 new bridges, noise walls, and retaining walls. Construction began in March 2019 and is expected to be completed in early 2025.

County Road 220 at State Road 23, west of Baxley Road - Intermittent daytime traffic interruptions with flaggers Monday, October 17 through Saturday, October 22, from 7 a.m. to 5:30 p.m. for delivery of construction materials.
Lake Asbury

Sandridge Road just east of Rolling View Boulevard- northbound outside lane closure with sidewalk detour Tuesday, October 18, through Wednesday, October 19, from 9 am to 4 pm for utility work adjacent to northbound traffic.
First Coast Expressway South (State Road 23) from north of S.R. 16 to east of C.R. 209 - Construct 9.7 miles of new multi-lane, limited-access, toll road with drainage system, stormwater ponds, traffic signals, lighting, signage, guardrails, 15 new bridges, and two tolling facilities. Construction began in April 2019 and is expected to be completed in early 2025.
