 Ongoing County Projects
Aquarius Concourse Underdrain/ Utility Relocation Project- Anticipate daytime, single-lane closures on Aquarius Concourse from Blairmore Boulevard West to Auriga Drive for a combined CCUA utility relocation and county road and drainage improvement project. The project includes removing the existing water main and installing larger modern water pipes with new valves, fire hydrants, and water service connections to provide better service to the neighborhood. Clay County will also be making stormwater system improvements, replacing concrete sidewalks, driveways, curbs, and gutters, and repaving the roadway. All work is estimated to take 12 months to complete.
Pine Avenue Pedestrian Bridge Replacement –Daytime lane closures through Tuesday, June 7, from 7 a.m. to 5 p.m. for road work.
- Superior Construction is replacing two pedestrian bridges on Pine Avenue and one pedestrian bridge on Bald Eagle Road. Anticipate temporary road closures on Pine Avenue and Bald Eagle Road as heavy equipment is moved into place. This project will include the installation of new pedestrian bridges, new sidewalks, and roadway striping. Pedestrian detours and bypasses will be in place for the duration of the work. Work is expected to be complete by fall 2022.
Village Square Parkway –Anticipate daytime, single-lane closures at the 2200 block of Village Square Parkway continuing the week of June 6 for storm system and utility work in the right of way for the new Baptist Hospital main entrance and the current outpatient entrance. Traffic will be restricted to one eastbound lane and sidewalk access will be restricted for the duration of the work.
FDOT Projects
Blanding Blvd. (SR21) widening and reconstruction from Allie Murray Road to Long Bay Road (CR 220A)- This project involves the full reconstruction and widening of the roadway to six lanes. Construction on this $19.1 million project includes adding four-foot bike lanes and six-foot sidewalks in both directions, replacing traffic signals, adding streetlights, and constructing a new drainage system including new pipes, inlets, and small ponds. Construction began in January of 2019 and is expected to be complete in fall 2022.
Blanding Blvd (SR21) Widening Project – from CR 218 to Black Creek Bridge- Add two lanes of capacity to the 4-lane section of Blanding Boulevard between County Road 218 and Black Creek to provide more efficient east-west movements at the intersection of Blanding Boulevard and County Road 218. The County Road 218 bridge over Black Creek will be replaced to provide a wider bridge to accommodate the improvements. The County Road 218 bridge will remain open to traffic during construction. Construction on this $16.4 million project began in February 2020 and is expected to be completed in fall 2022.
U.S. 301 from County Road 218 to Mosely Road- Daytime northbound lane closures weekdays from 7 a.m. to 5 p.m. for road work.
First Coast Expressway (FCE) Work FDOT
First Coast Expressway (State Road 23) from north of S.R. 16 to east of C.R. 209 - Construct 9.7 miles of new multi-lane, limited-access toll road from east of County Road 209 to north of State Road 16 at a cost of $180 million. The project involves the construction of a drainage system, stormwater ponds, traffic signals, lighting, signage, guardrails, and 15 new bridges. Construction began on April 15, 2019, and is expected to be completed in early 2025.
First Coast Expressway (State Road 23) from S.R. 21 to north of S.R. 16 - Construct 10.5 miles of new multi-lane, limited-access toll road from north of State Road 16 to north of State Road 21 (Blanding Boulevard) at a cost of $229 million. This project involves the construction of a drainage system, stormwater ponds, traffic signals, lighting, signage, guardrails, three tolling facilities, 26 new bridges, noise walls, and retaining walls. Construction began on March 4, 2019, and is expected to be completed in early 2025.

County Road 220 at Baxley Road – Intermittent daytime traffic interruptions with flaggers Monday, June 6, through Saturday, June 11, from 7 a.m. to 5:30 p.m. for delivery of construction materials.
Springbank Road just south of State Road 16 - Daytime lane closures with flaggers weekdays from 7:30 a.m. to 4:30 p.m. and nighttime lane closures weeknights from 6 p.m. to 6:30 a.m. for road work.
State Road 16 west of Green Cove Springs - Daytime lane closures weekdays from 8:30 a.m. to 4:30 p.m. and nighttime lane closures weeknights from 11 p.m. to 5 a.m. for road work.
U.S. 17 south of Green Cove Springs - Daytime lane closures weekdays from 7:30 a.m. to 4:30 p.m. and nighttime lane closures weeknights from 6 p.m. to 6:30 a.m. for roadwork.
