Ongoing County Projects
Acanthus Manor - Anticipate daytime single lane closures beginning the week of August 30 for a county milling and resurfacing project on Acanthus Manor from Morningside Drive to the end. The project will take 1-3 days to complete, weather permitting.

Bay Hill Boulevard- Anticipate daytime single lane closures beginning the week of August 30 for a county milling and resurfacing project on Bay Hill Boulevard from Gifford Avenue to San Francisco Boulevard. The project will take 1-3 days to complete, weather permitting.
Challenger Drive – Clay Electric began installing utility poles on Challenger Drive Monday, August 23. Anticipate daytime single lane closures weekdays from 7:30 a.m. to 4:30 p.m. between Atlantis Drive and Kindlewood Drive. Work is anticipated to be complete mid-September.
Loest Road Bridge in southern Duval County- The City of Jacksonville is conducting an emergency replacement of the Loest Road Bridge over Long Branch Creek in Southern Duval County, which is the only access point for some Clay County residents. Construction began on January 18, 2021 and will take approximately 10 months to complete. A temporary bypass road is in place to handle local traffic, sanitation, and emergency vehicles. In mid-May the project was estimated to be 52% complete.
Pine Ridge Parkway- The eastbound lane of Pine Ridge Parkway closed on August 12 for a drainage improvement project between Creek Bluff Lane and Lantern Light Trail that will take approximately 30 days to complete. Follow Detour. The proposed work will involve repairs to the existing catch basin in preparation for the pipeline replacement and road construction project to be scheduled at a later date.
Wesley Road – There will be a complete closure of Wesley Road between Cokesbury Court and Candler Court September 1, through October 1, 2021, for a cross drain replacement project near the retention pond. Follow detour. Residents will have access to their property.
FDOT Projects
Blanding Blvd (SR21) Widening Project- from Allie Murray Road to Long Bay Road- The intersection of County Road 220 West and State Road 21 reopened in its new configuration with a new traffic signal on April 9, 2021. Construction began on the $19.1 million project in January of 2019 and is expected to be complete in winter of 2021.
Blanding Blvd (SR21) Widening Project – from CR 218 to Black Creek Bridge- Add lanes and reconstruct 1.2 miles of roadway from County Road 218 to the Black Creek Bridge. Construction on this $19.5 million project began in February 2020 and is expected to be completed in fall 2021.
Blanding Blvd (SR21) from State Road 16 to County Road 215- A resurfacing project on State Road 21 between State Road 16 and County Road 215 began on February 22, 2021, with estimated completion in fall of 2021. The $3.9 million project includes milling and resurfacing, base work, shoulder treatment, drainage improvements, guardrail, traffic signals, and highway signage. Construction will take place during both daytime and overnight hours. No lane closures will be permitted from 6 a.m. to 8:30 a.m. Monday through Friday.
County Road 218 Bridge in Middleburg- On Sunday, August 29, eastbound traffic on the CR 218 bridge shifted left on to the new lanes, just east of the Walgreens parking lot. This shift will allow crews to close the existing eastbound lanes and begin construction on the other half of the new bridge. This $16.4 million project is estimated to be complete in spring of 2022.
State Road 16 over the St. Johns River (Shands Bridge) - Daytime lane closures Wednesday, September 8, from 9:30 a.m. to 3:30 p.m. for routine bridge maintenance.
State Road 21 Between Keystone Heights and Melrose- Milling and resurfacing project on the 6.5 mile stretch between the Putnam County line, just north of Melrose, to north of Commercial Circle in Keystone Heights. Construction began in June 2020 on this $6.9 million project with completion expected in fall 2021.
State Road 21 (Blanding Blvd.) from Orange Park Northway to Argyle Forest Boulevard - Nighttime lane closures Wednesday, September 8, and Thursday, September 9, from 8 p.m. to 5 a.m. for road work.
U.S. 17 at Black Creek - Daytime lane closures Wednesday, September 8, from 9:30 a.m. to 3:30 p.m. for routine bridge inspection.
U.S. 17 at Governors Creek - Daytime lane closures Friday, September 10, from 9:30 a.m. to 3:30 p.m. for routine bridge inspection.
US 17 and State Road 16- Bridge rehabilitation projects on U.S. 17 (State Road 15) over Johnson Slough and State Road 16 over the Black Creek North Fork began June 13, 2021, with an anticipated completion in spring 2022. Construction on this project includes installation of bridge pile jackets, spall repairs and other incidental work. Construction activities will take place primarily during daytime hours Monday through Friday.

On U.S. 17 (State Road 15) over Johnson Slough, no northbound lane closures will be permitted from 6 a.m. to 9 a.m. Monday through Friday; no southbound lane closures will be permitted from 3:30 p.m. to 6:30 p.m. Monday through Friday; and no multi-lane closures will be permitted at any time.

On State Road 16 over Black Creek, single lane closures will be permitted at any time in one direction only; no multi-lane closures will be permitted. Channels will remain open for marine traffic at all times.
U.S. 301 from County Road 218 to Richard Mosely Road –daytime lane closures Tuesday, September 7 through Friday, September 10, from 7 a.m. to 5 p.m. for roadwork.
In this location 52 new concrete test sections are being installed parallel to the existing northbound lanes of U.S. 301 from just south of County Road 218 to just north of Richard Mosely Road (approximately 2.5 miles). A new storm water pond, new traffic signals, lighting, highway signage, guardrail, drainage, and asphalt paving are included in the construction. Work began in November of 2020 and should be complete by spring 2022.
First Coast Expressway (FCE) Work FDOT
First Coast Expressway (State Road 23) from north of S.R. 16 to north of S.R. 21 - Construct 10.5 miles of new multi-lane limited access toll road from north of S.R. 16 to north of S.R. 21 (Blanding Boulevard) at a cost of $229 million. Construction began March 4, 2019. This segment of the First Coast Expressway is expected to be completed in spring 2025.
First Coast Expressway (State Road 23) from east of C.R. 209 to north of S.R. 16 - Construct 9.7 miles of new multi-lane limited access toll road from east of C.R. 209 to north of S.R. 16 at a cost of $180 million. Construction began April 15, 2019. This segment of the First Coast Expressway is expected to be completed in spring 2025.
