DNREC once again joined Delaware’s Youth Environmental Summit (YES!), with Secretary Shawn M. Garvin delivering the opening plenary to kick off the 2024 event. The student-led conference, sponsored by DNREC, was held on Thursday, Feb. 29, at the University of Delaware’s Clayton Hall Conference Center in Newark.
“Today I was able to interact with young people engaged in activities that will improve and ensure our Earth’s health into the future,” said Secretary Garvin. ‘DNREC has been pleased to support the Youth Environmental Summit since its inception in 2020. It is a great opportunity for students to learn how to make an even more significant impact.”
He also encouraged the students at the summit to apply what they have learned about critical issues such as climate change, clean water, and environmental justice, as well as considering environmental careers in STEM fields.

Use the Digital DNREC ePermitting system for recreational fishing and hunting licenses, license exempt numbers, deer harvest report cards and tags, deer damage assistance, hunter education, waterfowl stamps, permits, Conservation Access Passes, and harvest reporting.

Cool Switch Low Impact Refrigerant Program
Our Cool Switch Low Impact Refrigerant Program (Cool Switch) offers participants rebates for replacing existing refrigerants with low global warming potential (GWP) refrigerants or installing new systems that use low GWP refrigerants. The program is open to any Delaware non-residential entity that uses at least 50 pounds of refrigerants in their current facility(ies). To qualify for a rebate, all installed refrigerants must have a GWP of less than 1,500. By encouraging businesses to transition to environmentally friendly refrigerants, Cool Switch aims to reduce greenhouse emissions to support statewide climate change mitigation efforts. Green Energy Program
The Green Energy Program applied for a $100 million competitive grant through the Greenhouse Gas Reduction Fund (GGRF) – Solar for All (S4A), under the Inflation Reduction Act (IRA). S4A aims to bring solar to low – income and disadvantaged communities throughout the state. The funding was approved through Delaware State Clearinghouse (DSCC). However, the U.S. Environmental Protection Agency (EPA) does not expect to release funding until July of 2024. The funding is imperative to assist Delaware's most vulnerable and underserved communities, by investing in clean energy technologies and reducing greenhouse gas emissions. Weatherization Assistance Program
The Weatherization Assistance Program (WAP) provides home improvement services addressing problems that affect energy expenses. These fixes can improve a household’s ability to budget for basic needs, including energy costs. Expensive energy bills often stem from a home’s conditions, leaving homeowners hesitant to use enough energy to assure healthy lifestyles. To help vulnerable residents with their energy bill charges and crises, Delaware’s Low-Income Home Energy Program (LIHEAP) assists with the costs of energy-related expenses for eligible households.
