OK, I know it's actually really HOT today, but here's a throwback photo from the aftermath of the Great Snowcrete Storm of January 2026. This photo was taken on February 11, when the ice in my alley had just barely melted enough that our brave DPW crew brought a trash truck down...and then got stuck! Thanks to our block's WhatsApp group, all available neighbors piled out to help with shovels and the dedicated crew got down the street and cleared our trash! Hooray for DPW!

Getting Around in ANC 4D - Enhancing our Bikeways
Following community input at our January ANC meeting, I was authorized to draft a letter on behalf of 4D to the District Department of Transportation in support of developing more bikeways throughout Ward 4. I actually meant to include this in my March newsletter, but it slipped my mind at the time! So I'm glad to share it with you now. Read the full letter from 4D to DDOT here. We believe that bikeways support greener transportation options for residents, and promote movement and connection with our environment, and are generally a good and healthy thing for the city to grow more of. Our priorities include ample flexiposts and reflective lighting, to enhance visibility for seniors and anyone else at night; predictability in signage and planning to help people adjust to new traffic patterns; and support for enhanced bike lanes along Kansas Ave NW, Sherman Circle, Taylor St NW, and New Hampshire Ave NW. We also requested consideration of an east-west bike transit route across northern Rock Creek Park, connecting from Chevy Chase to Fort Totten. We recommended that Protected Bike Lanes be the default option for safety and predictability for all users. I was honored to send this letter and grateful to the many community members who shared input.
Peabody Community Garden & Truesdell Family Teacher Organization Grant Applications Under Consideration
Thank you to the wonderful community members and organizations who reached out throughout our March grant round. We will be voting on two complete applications in the April 22nd ANC meeting - $1,460 to support native planting around the edges of the Peabody Community Garden, and $800 to help Truesdell FTO support their International Night. Each organization will give a short public presentation prior to the vote during our April public meeting, and the public can ask a few questions. We are excited to meet the applicants and vote on their proposals!
As a reminder, the next round of grant applications will be due June 1, and we are always looking for more Grants Committee members. See full details for how to apply, FAQs, and more at https://anc4d.org/community-grants/
Rats, Trash, and Parking In and Around Lorenzo Allen Park
A tremendous thank you to Ms. Randi Thorpe, Ms. Tiffany Smith-Bell, and Mr. Eddie Sanders III for attending our March ANC 4D meeting and updating us on DPW's parking, rats, and trash management in the neighborhood. Lorenzo Allen Park and the nearby blocks are undergoing a serious rat problem, driven by dumping in the public trash cans which are serviced by DPW. We learned that DPW is doing a pilot of enclosed/ "Big Belly" trash cans in Georgetown to help prevent illegal dumping. The DPW team shared the following information for 4D residents:
For illegal parking in the neighborhood: First contact 311, and then also contact Ms. Tiffany Smith-Bell - tiffanyi.smith@dc.gov, 202-576-5233
For public trash can concerns: First contact 311, then contact Mr. Eddie Sanders, Sanitation Foreman - eddie.sandersiii@dc.gov.
To coordinate a neighborhood cleanup: Contact Mr. John.johnson@dc.gov to request trash bags, trash removal, and other supplies. Let me know too so I can invite other neighbors!
You can also always contact me and I will pass your message along to the right person.
As a reminder, I am serving from abroad until mid July. You can reach out to me via my regular email and cell phone, and I am attending ANC meetings virtually.
Thank you,
Commissioner Eliza Cava

Help Plan What DC Will Look Like in the Future
Have you heard about DC's Future Land Use Map—a long-term framework that will help guide how and where the District grows in the coming decades? This plan will fundamentally shape decisions about use, density, and height of what can be built in each area of the city, impacting how the District expands access to housing and economic opportunity. Last week, the Office of Planning opened an online workshop for residents to view and comment on proposed land use changes for the comprehensive plan. Please check out the plan and share your feedback by April 30 so we can ensure this plan is one that meets the needs of all Ward 4 residents.
