DPW Service Level Updates
District Snow Team Deployment:
In preparation for expected rain and snow, Mayor Muriel Bowser will activate a full deployment of the District Snow Team on Sunday, February 22. Plows will begin treating major roadways with salt at 12:00 p.m. The District is projected to receive around 0.5 inches of rain between 5:00 a.m. and 10:00 p.m. Sunday. As temperatures drop, snow is expected starting at 5:00 p.m., with up to 2.5 inches of snow possible between 7:00 p.m. Sunday and 6:00 a.m. Monday. The bulk of expected precipitation is expected to occur between 7:00 a.m. Sunday and 12:00 a.m. Monday.
Although residents may experience delays in trash collection, they are advised to place their Department of Public Works (DPW) serviced trash, recycling, and food waste bins out for collection before the precipitation begins to avoid the risk of falls.
ServeDC urges residents to volunteer to clear sidewalks for senior residents and those with access and functional needs through the DC Volunteer Snow Team. Residents can register for the DC Volunteer Snow Team at snowteam.dc.gov.
The District Snow Team will continue to monitor the weather forecast and adjust its response, as necessary. For more information about DC’s snow program and preparing for winter weather, visit snow.dc.gov.
Holiday Trash, Recycling, and Food Waste Slide Collection:
In observance of the President’s Day Holiday on Monday, February 16th, 2026, household trash, recycling, and food waste collection will operate on a slide schedule through Saturday, February 21st, 2026.
Holiday Tree and Greenery Collection:
DPW is collecting holiday trees until Feb 28th. Please use the curbside tree boxes and the holiday tree drop-off options below to compost all holiday trees and greenery.
DC Residents can also drop off holiday trees and greenery Monday – Friday at the following locations:

Food Waste Collection Program & Food Waste Drop-Off Sites:
UPDATE for DC Composters that attend Weekend Food Waste Drop-off Events:
All of DC DPW's Weekend Food Waste Drop-offs citywide will operate as normal this weekend, February 21-22, 2026, with a slight location change in SW DC to the Southwest Duck Pond. Due to the recent announcement of the closure and need to relocate Farmers Market SW to a new location, DPW @dcdpw, with the help of DPR @dcdpr and the SW Bid @swbid, was able to ensure continued public access to composting in SW DC. The new temporary home of the SW Food Waste Drop-off location is the Southwest Duck Pond. The SW DC food waste drop-off will continue to offer its normal hours of operation, on Saturdays from 9 am to 1 pm, through March at the Southwest Duck Pond, located near the intersection of 6th St SW & I St SW. This temporary location is ~2.5 blocks away from the previous location. Please join us at this cherished DC park for the time being. Notices to DPW Food Waste Smart Bin Users:
- All food waste smart bins are now serviceable
- Before you leave home with your food waste towards a smart bin, please check its fullness level on the MetroKEY app before leaving home to ensure there is capacity in the bin.
- If you arrive to a smart bin and find it is too full, please do not drop off materials; find the next closest food waste drop-off bin or store them in your fridge or freezer until the bin is serviced. Collection crews are out and servicing bins daily.
The Special Waste Collection Events:
DPW Special Waste Collection Events for safe disposal of household hazardous waste, recycling of electronics, and secure document shredding will be conducted twice quarterly.

DC DPW’s Special Waste Collection Event has been moved slightly and will now take place at RFK Lot 8, entrance off of Independence Ave SE, through March of 2026. Registrations as well as Proof of DC residency will be required to enter the event. Eventbrite registration is presently available for the following event:

Extreme Cold Drives Higher Energy Use for Pepco Customers
Pepco systems performed reliably while record-level cold increased heating demand and customer bills
WASHINGTON, D.C. (February 18, 2026) — Following one of the coldest starts to winter the region has experienced in years, Pepco customers across the District of Columbia and Maryland used significantly more energy as prolonged extreme cold drove higher heating demand.
December 2025 and January 2026 ranked among the coldest winter months of the past decade, according to Heating degree day (HDD) data, a key indicator of heating demand. Despite the extreme weather and elevated demand, Pepco’s electric system continued to perform reliably throughout the extended cold snap.
“We recognize that this winter’s unusually harsh cold has placed a real burden on many households, making it harder for some customers to manage higher energy bills,” said Amber Perry, Pepco Region President. “We truly care about our customers and want them to know they’re not alone—our team is here to help connect customers with resources and assistance during this challenging time, while continued investments in our electric system and careful operational planning enabled us to deliver safe, reliable service when customers needed it most.”
One of the Coldest Starts to Winter in Years
December 2025 was the coldest December in ten years, followed by a January that also ranked the coldest January of the past decade—more than 14 percent colder than the 10‑year average and colder than January 2025. Together, these back‑to‑back months of extreme cold made this one of the harshest winters customers have experienced in recent memory.
What This Means for Customer Bills
When cold temperatures persist, heating systems must work harder, even if thermostat settings remain unchanged, which can increase overall energy use. Customers with gas heat may also see impacts on their electric bills due to the electrical components that support HVAC systems and circulate warm air. The combination of record‑level cold in December and January helps explain higher winter energy use and how extreme weather conditions influence customer bills.
Tools, Tips and Assistance to Help Customers Manage Energy Costs
Pepco offers a range of tools and assistance programs to help customers better understand their bills and manage energy use:
· Understand Your Bill: Customers can learn more about bill components, usage trends, and rate information
· My Account: Customers can track energy use, receive customized energy-saving tips, and set alerts related to weather-driven usage changes
· Budget Billing: Helps Smooth seasonal bill fluctuations by spreading costs evenly throughout the year
· Energy Efficiency Programs: Home energy assessments and efficiency upgrades can help customers save energy and money
· Customer Assistance Programs: Income-qualified customers may be eligible for bill assistance, payment arrangements, grants, or energy efficiency support, including Pepco’s recently expanded Customer Relief Fund and LIHEAP.
· Maryland Legislative Energy Relief Refund: The Maryland General Assembly, through the Next Generation Energy Act, established the Legislative Energy Relief Refund that the state utilities, including Pepco, will distribute to eligible customers. Year-Round Investments Support Reliable Service
Pepco continues to modernize and strengthen the local electric grid through targeted upgrades to substations and distribution equipment, the installation of smart devices that help reroute power automatically, and enhanced digital tools that improve outage detection and response. These investments are designed to improve reliability during severe weather while being evaluated with both system performance and customer affordability in mind.

Supporting Residents with Trash & Recycling Collection
This week, I’ve continued hearing from Ward 4 neighbors about missed or inconsistent trash and recycling collection. If your trash or recycling has not been picked up, please submit a 311 request and let my office know so we can help escalate the issue and track patterns across the ward. Reliable trash collection is a basic city service, and your reports help my office push for quicker resolution and better coordination. As oversight hearings continue, I will press for accountability, better preparedness, and stronger coordination. I encourage you to continue submitting 311 requests, share your experiences for the hearing record, and contact my office directly — your reports strengthen our advocacy.
Georgia Ave Construction Updates
Starting Wednesday, March 4th, DDOT will be conducting resurfacing work on Georgia Ave NW from Peabody St to Quackenbos St NW. The work is expected to be complete by Friday, April 3rd, weather permitting. Work will take place Monday through Friday from 9:30am to 3:30pm and Saturday from 7am to 7pm. Curbside parking may be restricted during repair work. Emergency no parking signs will be posted at least 72 hours in advance. DC Water RC-C Project - Green Alley Construction in Your District
As part of the DC Water Clean Rivers Project, permeable pavement is being installed on alleys. The Clean Rivers Project is DC Water’s massive infrastructure project to significantly reduce combined sewer overflows (CSOs), a mixture of sewage and stormwater, to Rock Creek and the Anacostia and Potomac Rivers. It includes a system of tunnels and green infrastructure (GI). GI includes practices that capture stormwater runoff such as bioretention, permeable pavement, and rain barrels.
CONSTRUCTION SCHEDULE
DC Water’s contractor, Fort Myer Construction, is expected to begin work on or about the week of March 2,2026. Construction is estimated to take 9 weeks, weather permitting. (See map on back for work area and additional restrictions for parking, pedestrian, and vehicular access.)

WHEN: Monday - Friday with some work possible on Saturdays (no work on Federal holidays)

IMPORTANT INFORMATION
IMPACTS: Alley closures will be required (see map).
- Expect detours, parking restrictions, and restricted access within the work area.

- Pedestrian and vehicular detours periodically along Madison St NW and some parking restrictions for the duration of construction. Call the project hotline for questions or accessibility needs.
TRASH/RECYCLING COLLECTION: If your alley is closed, trash recycling that normally occurs from the alley will be collected from the front of your property.
? Please place trash/recycling bins in front of your home beyond the sidewalk for collection for the entire construction duration.
