This is not the greatest photo, but it WAS one of the greatest rainbows I've ever seen, right off my back stairs on May 4th! Did you catch it too? Check out that faint second ring above the treetop!

Happy May, neighbors!
I missed sending out a detailed newsletter last month since I was on vacation, but I'm back at it this month and committed to keeping it up. It's important that our neighbors know about what's going on in the ANC - can you forward this to TWO neighbors and suggest that they subscribe?
What I've been up to: I've been busy getting to know the ins and outs of ANC, and supporting the Commission and our neighbors. A few highlights:
- Thanks to recommendations from several neighbors, I worked with the Department of Parks and Recreation to request new "dogs must be on leash" signs at Lorenzo Allen Park!
- I was also proud to support 4D's March resolution condemning the reinstatement of the MPD officers convicted in the murder of 4D resident Mr. Karon Hylton-Brown, which passed, and has inspired other ANCs in Ward 4 to develop their own similar resolutions.
- Finally, I've been working with Epic Restaurant & Lounge on the 4800 block of Georgia Avenue towards a settlement agreement that supports their business while maintaining the tranquility of the residential neighborhood in the block right behind, and will continue to work with the neighbors to address other noise concerns from the block.
Save the Date for Movie Night! Speaking of Lorenzo Allen Park, save the date for Wednesday, July 2, 2025, 7 pm - DPR's Roving Leaders program will be showing an outdoor movie screening!
Let me know if you want to get involved in any of these efforts.
- Commissioner Eliza Cava

Government News You Can Use
How to Make Noise Complaints
Did you know? 311 is not always equipped to help deal with noise complaints promptly. It depends on the type of noise as to whether you should call 311:
Is the noise coming from...
A construction site, leaf blower, noisy HVAC, or other property-based noise? Contact the Department of Buildings. To file a complaint with DOB, please use their complaint webform.
A licensed restaurant, bar, or dispensary? You need to contact the Alcohol, Beverage, and Cannabis Administration (ABCA). Call 202.442.4423 or use the online complaint portal (preferred). ABCA has inspectors on duty until 3 am, and they will come to your house and take an indoor noise reading with the doors and windows closed. That is the ONLY way to substantiate a noise complaint about a licensed establishment, and ultimately lead to enforcement.
A private hauler trash truck operating after 9 pm or before 7 am? Private hauler trash truck noise is enforced by the Department of Licensing and Consumer Protection (DLCP). To file a complaint concerning trash truck noise, contact DLCP.
Another activity in public space? For private parties, loud vehicles, etc., contact the Police Department non-emergency. That is when you should call 311! Police will come out and investigate as resources/triage allows.
Did this all make you fascinated about how DC regulates noise? Learn all the details in the Noise Regulations Handbook, which includes Title 20 District of Columbia Municipal Regulations, Chapter 27, Noise Control and Chapter 28, Maximum Noise Levels, and Chapter 29, Noise Measuring Test Procedures.
🚍 Metro’s New Bus Network is Coming June 29! 🚍
Mark your calendar! On Sunday, June 29, Metro is launching their new bus network, designed to better serve you and the entire region.
The new bus network is a system shaped by a two-year process that included extensive data analysis about where and when people travel today coupled with 23 weeks of community engagement. This network is a result of tens of thousands of customers, residents, and stakeholders who shared their feedback online and at in-person events to help design a faster, more frequent, and more reliable bus network!
As Metro prepares for the launch, major efforts are underway, including updated bus stop signs and network maps, operator training, and system upgrades to ensure riders have the most accurate and up-to-date information.
🚌 It’s never too early to learn your new bus route! Explore the updated trip planner, network maps, route profiles and more at wmata.com/BetterBus. 🚌
Laid off? Get help with health insurance coverage from DC Health Link.
DC Health Link has a program to help displaced federal workers get enrolled in health insurance. There are pop-up walk-in clinics throughout May and June around the District. For more information, go to www.dchealthlink.com/lost-coverage, or call (855) 532-5465 (Mon-Fri 8am-6pm).
Returning Citizen Expungement Clinic May 17th
DC Representative Oye Owolewa is set to host his upcoming Expungement Clinic at 5620 Colorado Ave NW on Saturday May 17th, 10 am - 1 pm. Due to DC's lack of statehood, DC residents are in particular danger of facing a federal justice system that is often not aligned with DC values. At the upcoming Expungement Clinic, Returning Citizens will learn about the record sealing process (DC's version of expungements) while providing free legal support and resources. FREE RSVP.

Protect Our City and Our Neighbors
Defending our Immigrant Community
District Bridges shared some useful resources for everyone in our community to help protect our immigrant neighbors and ourselves from overaggressive immigration enforcement:
Free DC continues to be a great place to organize to protect ourselves against federal intrusion and, ultimately, achieve statehood. Definitely get involved with Free DC to find out how you can help support the ongoing budget battle for DC's $1 billion Congress managed to misplace, so we don't have to start cutting city services mid-year! Sign up for their news at https://freedcproject.org/.
I'll continue to share resources about other groups organizing to defend DC in future newsletters. We can engage in this fight with joy and without fear - and we each can make a difference!
