Happy February, Black History Month, Snow Szn, and Valentine's Day, neighbors!
In this newsletter I've decided to try the strategy of "emptying my inbox" to share with you all the updates I receive as an ANC and community member. You'll see some city government updates, volunteer opportunities, ways to fight back against the Trump Administration cracking down on us and our neighbors, and the agenda for next week's public ANC meeting. Please reach out at 4D04@anc.dc.gov and tell me what you think!
Also, I'm excited to announce that I'm sponsoring the first resolution for ANC 4D this term! It's in support of the "Bottle Bill" - Bill B26-0058, The District Recycling Refund and Litter Reduction Act of 2025, introduced by Councilmember Nadeau on January 15th. You can read more about the bill on the 3RC website (Return, Refund, and Recycle Coalition), and CM Nadeau's webpage also provides background information on the bill. This Post article lays out not only what the bill would do, but the important community-organizing work that has gone into supporting this effort this time around. Read the draft resolution here.

MPD
ANC4D is split between Metropolitan Police Department 4th District Sectors 1 & 2. The 4th District Commander is Nikki Lavenhouse. Take a look at this detailed map of 4D to see which Public Safety Area and Sector you live in. Sector 1 includes PSAs 401, 402, and 403. Sector 2 includes PSAs 405, 406, and 407.
Each Sector's Captain leads a monthly public safety meeting that is hybrid, where you can ask questions, learn crime statistics, and hear about other public safety activities. Sector 1 meets with Captain Bellevance every second Thursday at 7 pm. Sector 2 meets with Captain Chatman every second Tuesday at 6 pm. Learn more about and join either meeting at bit.ly/4DSafetyMeeting.
Want more info about MPD in our neighborhood? They want to hear from you at 4D.Communityoutreach@dc.gov.
DC Water Construction Updates
You have probably seen DC Water and its contractors throughout the neighborhood a LOT recently. They are doing several things: repairing one of the biggest sewer lines in the city (the Piney Branch sewer shed); fixing several small-diameter water mains; replacing lead pipes to individual buildings; and also will soon begin a new phase of installing green infrastructure for stormwater management (like permeable alleys and the little rain gardens in certain curbs/corners). DC Water will be speaking at our next ANC meeting, so come with questions. Because the construction is continually moving around the neighborhood, I recommend you get on DC Water's construction email list by reaching out to Senior Specialist of Community Affairs, Joyous Willis, at (202)787-4065 or joyous.willis@dcwater.com.

Get Involved in the Neighborhood
This month, I'm highlighting two ways to give back and get involved in the neighborhood.
DC Tutoring and Mentoring Initiative (DCTMI)
DCTMI matches volunteer tutors and mentors with our nonprofit partners based on volunteers’ schedules, locations, and preferences. In doing so, we can transform education and create a community grounded in empathy that works for everybody. 2 out 3 DC students — 60,000 kids — need extra academic support! Many more just need an extra caring adult in their lives.
The DCTMI Volunteer Program at MacFarland runs Mondays through Fridays between 8:45am and 4:45pm. The school needs volunteers who can spend a minimum of 1 to 3 hours at least once a week helping middle schoolers with their coursework. Volunteers could choose to help with Humanities, English as a Second Language, STEM classes, and more. OR you could help with extracurriculars like sports, debate, biking, and more! Learn more and sign up here.
Ward 4 Mutual Aid (W4MA)
W4MA is 100% volunteer-run and provides food, diapers, and supplies to neighbors in Ward 4 — no questions asked, no strings attached. With the federal job losses affecting our community, more and more neighbors may be in need of help. Please volunteer, donate, and come for whatever support you need. Learn more, volunteer, and donate at https://ward4mutualaid.org/ or call the hotline at 202-681-3098.
-
Food Distribution next takes place on March 15. If you are a neighbor in need of a giftcard and/or diapers, please show up well before 10 a.m. to secure your spot; we are often not able to serve more than the first 100-115 families in line. This all takes place at Brightwood Park United Methodist Church, located at 744 Jefferson St NW.
-
Unhoused Advocacy (UA) has a hot meal service and distributes supplies every Saturday. The first Saturday of the month, distribution occurs at the park at Georgia Ave and Upshur. Every other Saturday, UA will be at Simpson Hamline United Methodist Church from 2-4 p.m. If you want to get involved, reach out to UA at w4maua@gmail.com
-
Grocery Supply and Delivery teams operate on the third Saturday of every month and give out groceries, giftcards, and diapers to neighbors.
-
Direct Cash Assistance is supplying neighbors with immediate cash on the first of the month.

Please be in touch!
You can reach me at 4D04@anc.dc.gov, or call or text (202) 503-9141. Please reach out any time with ideas, questions, or to share about something DC government is doing right or needs to fix. I will do my best to find the right person to help with your concern.
Protect Our City and Our Neighbors
For those keeping track at home, so far the new Trump Administration has attacked Washington, DC in a variety of ways, with many more to come. So far the thousands of federal worker laid off and fired, while representing just a fraction of federal spending, are disproportionately concentrated here and will have reverberating effects on our economy and our communities. If you are able, please help your neighbors through the volunteer opportunities I mentioned above, or give money to any of those organizations so they can continue their critical efforts. Solidarity will get us through, and fighting back is our best chance of slowing down this fast-moving situation.
-
Free DC continues to be a great place to organize. Find out how to support your neighbors, go downtown to a protest, and recognize that we are not alone. Sign up for their news at https://freedcproject.org/.

Support Our Immigrant Neighbors: Ward 4 is the most diverse ward in the city, and our ANC is one of the most diverse in the ward. That means that we have a tremendous, vibrant community of immigrants from around the world enriching our neighborhood with many languages, cultures, cuisines, and more. Unfortunately we know that Immigration and Customs Enforcement (ICE) is operating in our neighborhood and spreading fear among our neighbors, of all statuses. Migrant Solidarity Mutual Aid provides a hotline to report ICE sightings (save this number in your phone: 202-335-1183), as well as to get access to resources in case you or a loved one has an interaction with ICE and needs help. Visit their website for a detailed packet of resources in advance of any interaction as well. And don't forget, just reach out to your neighbors. Ask them if there's anything they need, from help getting groceries to being an emergency contact to walking their kids to school.
I'll continue to share resources about other groups organizing to defend DC in future newsletters. We can engage in this fight with joy and without fear - and we each can make a difference!
