Legislative Updates and Upcoming Hearings
On Monday, the Committee on Public Works and Operations moved my CLEAN Collections Act, a bill I introduced in order to combat trash overflow and rat infestations in the District. The bill would help keep our neighborhoods free of waste and vermin by requiring trash to be collected at least twice per week and creating civil penalties for repeat violations of the law. I'm grateful to Councilmember Brianne Nadeau for moving this important piece of legislation!
Next Tuesday, the Council will convene for a regular Legislative Meeting and a meeting of the Committee of the Whole. As we approach the end of the Council period in December, these sessions will become even more important, as Council rules state that all bills that haven't passed by the end of the period will need to be reintroduced in January. I'm looking forward to joining Tuesday's meeting and continuing our work to advance important legislation impacting Ward 4 residents. Remember, you can tune into Council hearings live by visiting www.dccouncil.gov/hearings.

Unified Communication Center UCC
DPW is committed to delivering efficient and effective services to our residents and quickly resolving issues. As our partner in providing streamlined and effective resolutions, we wanted to share the best channels for residents to utilize.
In order to improve our customer service and our internal tracking mechanisms, DPW launched the Unified Communication Center (UCC) in November 2023 aimed at decreasing our response and resolution times. Through the UCC, we have consolidated our call centers and phone numbers into one accessible line. In February 2024, our average hold time was under 2 minutes, affirming our swift assistance for all callers. We also consolidated our emails into one central address. Each contact, whether by phone or email, is provided a Service Request (SR) if they don’t already have one. For a service inquiry, our representatives offer service information and pass along Service Level Agreement (SLA) benchmarks. In instances where an SR is past our SLA benchmarks, our operational escalation team intervenes to quickly resolve the outstanding request.
To ensure smooth communication for everyone, as a first step, we kindly request you share the contact details of the UCC with all members in your office and constituents who reach out to you. This will make the service resolution process quicker for residents and raise awareness about DPW's new communication center. DPW’s leadership team is here to address continual issues or problems that have not been addressed satisfactorily by the UCC.
The UCC is still new, and staff are still learning. If you have used the UCC, please share feedback on what’s working well and what needs improvement. We’d love to hear from you so we can continue to improve!
UCC Phone: (202) 673-6833 (Mon – Fri) 8:30 am – 4:30 pm
Central Email: dpw@dc.gov.

Lead Pipe Replacement Programs
Like most older cities, homes built before the 1980's were typically built with a lead service line—the pipe that connects the city water supply to your household plumbing. DC Water operates several programs for lead service line replacement. The programs are either initiated by DC Water or by the customer. Read below to find out more about the programs and determine which would be right for you.
Check our map for information about the material of your service pipe.
DC Water Initiated Lead Replacements
Each year, DC Water replaces lead service pipes in conjunction with other construction projects including small diameter water main replacement projects (SDWM) and Capital Improvement Project and Emergency Repair Replacement (CIPERR) Block by Block projects. These projects include water main replacements, emergency repairs and District Department of Transportation (DDOT) projects. DC Water will contact you if there are any planned projects in your neighborhood. You can check to see when work may be scheduled for your block on our Construction Dashboard.
During these projects, replacement on private property is FREE for all residents—regardless of income. We strongly encourage property owners to take advantage of this opportunity so that we can replace the entire lead pipe at one time. Questions about planned projects or the replacement agreement for these projects should be sent to lead@dcwater.com.
Customer-Initiated Lead Replacements
DC Water offers two programs to help customers replace their lead service lines: private-side-only replacements and voluntary full replacements. These programs allow customers who wish to replace their lead service with assistance from DC Water.
Private-Side-Only Lead Replacements
For residents with lead pipe on private property, and non-lead pipe in public space, the Lead Pipe Replacement Assistance Program (LPRAP) uses District funds to provide a free or discounted replacement.
ALL homeowners enrolled in the program will receive a 100% discount on their private service line replacement paid for with a combination of Department of Energy and Environment (DOEE) and DC Water Bipartisan Infrastructure Law (BIL) Funds. Eligible property owners can apply through DOEE.
If your private side pipes are lead but the public spaces pipes are not, you are eligible for this program. Property owners can apply with the Department of Energy and Environment (DOEE).
Voluntary Full Lead Replacements
If both the public and private portions of the service line are lead and no capital improvement projects are planned for the neighborhood, customers can enroll in the Voluntary Replacement Program. Similar to replacement during DC Water initiated construction projects, DC Water will pay for all work in public space and coordinate work so both portions are replaced at the same time. The property owner pays for work on private property. For more information visit the voluntary lead service replacement page, or email lead@dcwater.com.
