Missed Recycling Collection in Manor Park
It appears that our DPW recycling collection did not occur this week. As you know, our normal trash collection is on Wednesday, but when a holiday falls on a Monday, it slides to Thursday.
I have alerted DPW of the missed collection and I expect it to be remedied in the upcoming week. However, if you would also like to report your missed collection, feel free to contact DPW through:
- The 311 service (online at 311.dc.gov, via the DC 311 mobile app, or by calling 311).
- Selecting "Missed Recycling Collection" as the issue.
- Providing the address, collection date, and any relevant details.
Or feel free to use my constituent services form and I can submit a request on your behalf.
To prevent future missed collections, I will be requesting DPW review the underlying cause of the missed collection and take corrective measures, such as better route planning or staff training. I requested more supervision of our trash and recycling routes in ANC 4B in my Resolution 4B-23-0904.
I also suggest you download the DPW application or subscribe to alerts for schedule changes.
What's in the Free Library and Pantry?
The free pantry has been repaired by our local handyman/mover extraordinaire, Dennis McIntyre, 202.367.6588!!!
As I prepare for the Thanksgiving holiday, I wanted to remind everyone I am still always accepting donations of non-perishable items and canned goods as well as books.
I have a special request for early reader books for our youngest neighbors. All items can be left on my porch, in the black box, for deliveries.
Please call/text me at 202.271.3710 or email me at 4b06@anc.dc.gov for the address.

Apply for Emergency Rental Assistance
On Wednesday, November 20th at noon, DC's Emergency Rental Assistance Program (ERAP) will open to new applications. In last week's newsletter, I went into depth about the new changes that have been implemented following legislation passed by the Council in October. However, one important point to keep in mind is that ERAP will no longer run on a quarterly system, meaning that all funds for Fiscal Year 2025 will be allocated beginning on Wednesday, November 20th. That makes it all the more important for applicants to have all their materials ready to submit right at noon. As a reminder, here's what you need to submit a complete application:
- Proof of DC residency (can be a lease or letter from landlord)
- Photo ID for all adults in the household (current government-issued ID like a driver’s license or passport)
Additionally, DHS recommends having the following documents available to make your application easier to complete:
- Proof of Income for last 30 days (paystubs, SSI, SSDI, unemployment benefits, retirement, child support, TANF). If you don’t have income, you can sign a 0 Income Statement.
- Proof of resources or benefits (bank statement from the last 30 days for all accounts, SNAP).
For neighbors who need help submitting their ERAP applications on the 20th, I would also encourage you to attend DHS's in-person application clinic on November 20th, which will take place at UDC-CC Lamond-Riggs Campus, 5171 South Dakota Ave NE starting at 12pm.
Resuming Interviews for SNAP Benefits
On Thursday, the Department of Health Services (DHS) announced changes to the application and recertification process for the Supplemental Nutrition Assistance Program (SNAP). Starting on December 1st, 2024, interviews will be required (either in-person or by phone) for all District residents applying or recertifying their SNAP benefits. Households in which all adults are 60 and older and/or disabled with no earned income will not be required to complete an interview to recertify their benefits. DHS is currently in the process of conducting outreach to SNAP recipients, including distributing flyers to residents and informing caseworkers. You can find more information on the new SNAP requirements on DHS’s website.

Unified Communication Center UCC
DPW is committed to delivering efficient and effective services to our residents and quickly resolving issues. As our partner in providing streamlined and effective resolutions, we wanted to share the best channels for residents to utilize.
In order to improve our customer service and our internal tracking mechanisms, DPW launched the Unified Communication Center (UCC) in November 2023 aimed at decreasing our response and resolution times. Through the UCC, we have consolidated our call centers and phone numbers into one accessible line. In February 2024, our average hold time was under 2 minutes, affirming our swift assistance for all callers. We also consolidated our emails into one central address. Each contact, whether by phone or email, is provided a Service Request (SR) if they don’t already have one. For a service inquiry, our representatives offer service information and pass along Service Level Agreement (SLA) benchmarks. In instances where an SR is past our SLA benchmarks, our operational escalation team intervenes to quickly resolve the outstanding request.
To ensure smooth communication for everyone, as a first step, we kindly request you share the contact details of the UCC with all members in your office and constituents who reach out to you. This will make the service resolution process quicker for residents and raise awareness about DPW's new communication center. DPW’s leadership team is here to address continual issues or problems that have not been addressed satisfactorily by the UCC.
The UCC is still new, and staff are still learning. If you have used the UCC, please share feedback on what’s working well and what needs improvement. We’d love to hear from you so we can continue to improve!
UCC Phone: (202) 673-6833 (Mon – Fri) 8:30 am – 4:30 pm
Central Email: dpw@dc.gov.
