Quarterly Prioritization
DDOT paused the quarterly prioritization for this quarter (July - September 2024). During this time, DDOT will work to refine the TSI program with the goal of resuming an improved program on October 1, 2024. In the interim, Councilmember Janeese Lewis George and her team have created their own Traffic Safety Input Form.

NOTE: Please do NOT use this service request type to report maintenance issues related to existing Roadway Signs, Traffic Signal Issues, Sidewalk Repair, Roadway Markings, Tree Pruning, or Roadway Repair (including speed hump repair requests).
For such requests, please select the corresponding service request type from DC 311. Maintenance requests submitted as Traffic Safety Inputs will not be addressed.

Improving DC's 911 Operations
Over the last several days, I've been extremely concerned to hear about worsening delays and staffing issues at the DC Office of Unified Communications, which manages our 911 dispatch system. When issues happen in our neighborhoods, we need OUC to be fully staffed and ready to respond. Any delays are unacceptable and must be addressed.
This problem is not new. I have heard many concerns from Ward 4 constituents about dropped calls, slow response times, and other issues with DC's 911 call center. Whenever a constituent reaches out, I report the concern directly to OUC and request a report from the Director on what happened. In addition to raising these concerns in oversight hearings, I've used findings to work with my colleagues on the Council to move legislation that would address some of the underlying problems. Here are some of these bills we must continue to push forward and build on:

Increasing staffing at OUC. In December, I joined Councilmember Henderson to introduce the Retired Firefighter and Police Officer Redeployment Emergency Amendment Act. This bill would remove barriers to MPD officers and firefighters taking jobs as 911 call-takers, allowing more experienced first responders to support our 911 dispatch system. Additionally, the FY25 budget included $1 million to hire additional 911 call takers and dispatchers. We must continue to invest in making sure OUC has the staffing they need to respond to 911 calls.

Improving transparency in OUC's operations. Earlier this year, I worked with Councilmember Robert White to move legislation instituting more stringent data collection and reporting requirements for OUC, which was ultimately included in Secure DC. Better directing 911 calls. In December, I co-introduced the Reliable and Effective 911 Dispatch Amendment Act with Councilmember Nadeau. This bill would direct calls for fire and emergency medical services to a dedicated triage line within Fire and Emergency Medical Services to ensure the most accurate and effective response possible.

Ensuring OUC facilities are fully operable. As Chair of the Committee on Facilities and Family Services, I was recently made aware of facilities issues having to do with electrical issues at OUC. In response to this, I have requested DGS to provide our committee with all open work orders at the building for the last 90 days to escalate pressing facilities issues. I've also requested a hearing with the Committee on the Judiciary and Public Safety and the Committee on Public Works and Operations so that software issues at OUC and OCTO can all be addressed.
This problem also extends beyond our 911 response. In addition to 911, OUC also operates our 211 warmline, which helps children and families access social services. As we continue to grow the warmline program and provide families with greater access to support services, our response must be fast, reliable, and accurate.
During the upcoming legislative period, I hope to see the Committee on the Judiciary and Public Safety schedule an oversight roundtable to coordinate a comprehensive response to these recurring issues. Responding to emergencies is the most fundamental responsibility of our government, and I'm committed to working with OUC and within the Council to make sure this standard is being met.

Join DPW for the Third 2024 Quarterly Community Conversation
The Department of Public Works (DPW) is thrilled to announce that our 3rd Quarterly Community Conversation is scheduled for Wednesday, August 21st at 6:30 pm. We are committed to inclusivity and responsiveness and want to prioritize input from residents and constituents like you. To achieve this, we are reaching out to ANCs, BIDs, MOCRs, Civic Associations, and Council Constituent Service Staff to gather questions and concerns from your constituents regarding DPW services. You and your constituent’s insights are essential in helping us address the needs and priorities of our communities effectively.

Collections Time Adjustment
NOW through September 6, DPW will begin trash & recycling and food waste collections at 6:00 a.m. to beat the heat! On code red days, collections will start at 5:30 a.m.
Free mulch/compost pickup at Fort Totten Transfer Station is back! Residents can fill up to five 32-gal bags (bring your own bags & shovel) from Wed-Fri 10 am-2 pm & Sat 7 am-2 pm at 4900 John McCormack Rd NE.

Next Saturday, August 24th at the Uptown Farmers Market located at 5501 Colorado Avenue NW 9 AM - 1 PM, DPW's Office of Waste Diversion will be giving away FREE kitchen caddies to help you collect your food scraps (while supplies last)! Swing by to grab yours and start composting. (flyer attached)

Smart Food Waste Bins: DPW will be installing 30 smart food waste bins across the District. These bins will give residents the ability to drop off food scraps in these lockable bins 24/7, creating greater access to food waste diversion opportunities. Spring Services
Street cleaning, alley cleaning, mowing/grounds maintenance, and graffiti removal spring services resumed on April 1st and run through October 31st. Assigned Mechanical Street Sweeping service resumed on March 4th and runs through October 31st. Vehicles parked on Assigned Mechanical Street Sweeping streets during sweeping hours are subject to $45 tickets and $100 relocation fines. If your street is missed, please contact 311 to submit a Signed Street Sweeping Missed service request.
Unified Communication Center UCC
DPW is committed to delivering efficient and effective services to our residents and quickly resolving issues. As our partner in providing streamlined and effective resolutions, we wanted to share the best channels for residents to utilize.
In order to improve our customer service and our internal tracking mechanisms, DPW launched the Unified Communication Center (UCC) in November 2023 aimed at decreasing our response and resolution times. Through the UCC, we have consolidated our call centers and phone numbers into one accessible line. In February 2024, our average hold time was under 2 minutes, affirming our swift assistance for all callers. We also consolidated our emails into one central address. Each contact, whether by phone or email, is provided a Service Request (SR) if they don’t already have one. For a service inquiry, our representatives offer service information and pass along Service Level Agreement (SLA) benchmarks. In instances where an SR is past our SLA benchmarks, our operational escalation team intervenes to quickly resolve the outstanding request.
To ensure smooth communication for everyone, as a first step, we kindly request you share the contact details of the UCC with all members in your office and constituents who reach out to you. This will make the service resolution process quicker for residents and raise awareness about DPW's new communication center. DPW’s leadership team is here to address continual issues or problems that have not been addressed satisfactorily by the UCC.
The UCC is still new, and staff are still learning. If you have used the UCC, please share feedback on what’s working well and what needs improvement. We’d love to hear from you so we can continue to improve!
