245 Peabody Street NW (Former Mennonite Church Property) BZA Application
Commissioner Cohen, ANC 4B07, has advised that the traffic study for this BZA application should be finalized on June 4, 2024. He will try and hold a community meeting soon as well as invite the owners to present at an upcoming ANC 4B meeting.
I am awaiting more information and will share once received.
Ronald Austin Memorial Park Legislation
Commissioner Cohen, ANC 4B07, confirmed with Council Chairman Phil Mendelson's office that markup on the ‘Ron Austin Memorial Park’ bill will take place after the Council’s summer recess. This is good news, as once legislation is passed, the Triangle Park at North Dakota, 2nd St., NW and Quackenbos St., NW can officially be renamed.
First Vote on the FY25 Budget
On Wednesday, the Council held its first vote on the revised FY25 budget. The budget was approved and includes some major wins that seemed near impossible when the Mayor released her proposed budget eight weeks ago.
Here are the wins we delivered even in a tough budget year.
Ward 4 Wins:
- Added $2 million to bring library resource space to Kennedy Street
- Protected the $18 million I won for Whittier Elementary’s modular swing space
- Added $1 million to replace the playground at Lamond Recreation Center
- Added $482,000 to renovate the locker rooms at Takoma Aquatic Center
- Added $975,000 support the completion of grading and land improvements at Powell Elementary School
- Added $25,000 for technology upgrades for Fourth District’s community room
- Added $46,000 for Old Takoma Business Association
- Protected DPR projects, including upcoming modernizations for Upshur Rec. Center, Emery Heights Community Center, installation of a new Walter Reed outdoor pool, and renovation of the splash parks at Takoma and Fort Stevens recreation centers
- Protected DCPS projects, including upcoming modernizations for Truesdell Elementary, Whittier Elementary and LaSalle-Backus Elementary, a new cafeteria at Coolidge High School, and a complete addition to Barnard Elementary
- Protected DDOT Projects, including Grant Circle, finishing Metropolitan Branch Trail, rehabilitation of Eastern Ave NE, Reconstruction of Kennedy Street Part II
Committee Wins:
- Added $1 million to support maintenance work order reduction across the DGS’ full portfolio, including schools, parks, police stations, and senior centers, including $250,000 dedicated to support responses to lock and door requests in DCPS buildings
- Restored $1.24 million to fully fund the Office of the Ombudsperson for Children to continue this invaluable resource for families involved in the traumatic child welfare system
- Restored $1.35 million to fully fund Safe Shores, the District’s Child Advocacy Center, to continue its work to prevent and end child abuse and neglect
- Added $400,000 for CFSA’s home visiting programs to support parents who are at risk for child abuse and neglect
- Added $200,000 for Healthy Families, Thriving Communities Collaboratives, who are the primary community responders to the 211 Warmline
- Added $100,000 to the Grandparent Caregiver and the Close Relative Caregiver programs to support kin caregivers who step up to raise children in the District
- Restored $416,000 for the monthly clothing allowance for people with disabilities in residential placements
District Wins:

$70 million to fully restore OSSE’s Pay Equity Fund to give our hero early childhood educators the pay they were promised and deserve
- Restored an 85% match of the federal Earned Income Tax Credit
- Established a new Child Tax Credit for households with at least one child below age 6
- Additional $20.0 million for 477 new vouchers for families and individuals
- Protected Schools First and adds $29.6 million across 100 schools
- Additional $17.5 million for the DCPCS facility allowance
- Restored $4 million to DOEE for maintaining bio-retention beds installed by DDOT
- Added $140,000 to outreach to employers of domestic workers under the Domestic Worker Employment Rights Act
- Restored $31.7 million for Access to Justice to provide 40,000 low-to-moderate income District residents legal representation in civil cases, including eviction proceedings
- Added $247,000 to DACL’s Connector Card program to support transportation for seniors
- Added $500,000 for to help strengthen DOEE’s capacity for invasive species management at publicly-owned forests
- Added $312,000 and 4FTE for DPW’s Sold Waste Education and Enforcement (SWEEP) team for targeted enforcement of adequate waste collection requirements in private hauling properties
Red Line Closures Starting This Weekend
WMATA’s summer construction work is starting on June 1st, which will close Red Line service between Glenmont and Fort Totten until June 29th, and between Glenmont and Takoma until August 31st. This will mean Ward 4 residents who use the Red Line will have to plan for other travel accommodations. Metro urges customers to know their options, summer construction begins on Red Line June 1
Free shuttle buses and parking at closed stations, bus-only lanes, and priority signal timing to help mitigate customer impacts
After months of preparation and planning, summer construction will begin on the Red Line June 1. Five stations - Glenmont, Wheaton, Forest Glen, Silver Spring, and Takoma - will be closed and with less than two weeks to go customers are encouraged to plan their travel alternatives.
Metro will provide free local and limited-stop shuttle buses to the closed stations, with express service also available between Silver Spring and downtown DC. The Maryland Department of Transportation State Highways Administration, Montgomery County, and the District Department of Transportation are coordinating with Metro to provide bus-only lanes, parking restrictions, and traffic signal priority to help mitigate traffic congestion for shuttle buses.
Along Georgia Avenue, seven miles of bus lanes were created, and on 16th Street NW rush hour bus lanes and parking restrictions will provide additional capacity. Drivers are prohibited from using bus only lanes and are subject to ticketing and fines.
The summer construction will continue through August 31, with the Takoma Station reopening on June 30. After the station reopens, limited-stop shuttles will continue to operate to/from Fort Totten for the duration of construction. Due to space constraints, only local shuttle buses will serve Takoma. For most customers, the best and fastest option will still be using the limited-stop shuttle via Fort Totten to access the Red Line.
The three-month closure will allow the Maryland Transit Administration Purple Line project to build a new mezzanine at Silver Spring which will improve the connectivity between the Paul S. Sarbanes Transit Center and the future Purple Line Station with Metro.
The outage will also provide Metro with an opportunity to complete maintenance, repairs, and customer experience improvements on the Red Line, condensing eight months of weekend closures and disruptions into the summer months.
Metro staff will be out at stations over the coming days to provide additional information to customers and additional staff will be on hand during the closure to assist customers with shuttle buses and other travel options. Customers may use Metro’s trip planner tool to explore their options and are encouraged to sign up for the project newsletter to get the latest updates. Earlier this month WMATA debuted the Proposed 2025 Better Bus Network which incorporates input from DC Council and constituents and represents Metro's commitment to improving service and connections using the resources WMATA has today. This network prepares Metro for the future by creating the building blocks of the expanded bus network the region deserves, serving recent and planned growth areas, and providing more frequent all-day, all-week service. The network also prepares WMATA for the future by creating the building blocks for a Visionary Network that can be delivered as sustainable, and predictable funding made available. Now, WMATA needs community help to spread the word to everyone in the WMATA region and encourage feedback! There are many ways to provide input and share this information:
- Please share WMATA communications toolkit with constituents. This toolkit includes text and images that you can use in social media or newsletters. WMATA can also deliver a free print materials packet (yard sign, poster, brochures) if that interests you.
- Experience the network online by visiting WMATA’s Better Bus Discovery Hub, an online space for constituents to explore maps and routes, play with a new trip planner and share input in interactive ways.

Unified Communication Center UCC
DPW is committed to delivering efficient and effective services to our residents and quickly resolving issues. As our partner in providing streamlined and effective resolutions, we wanted to share the best channels for residents to utilize.
In order to improve our customer service and our internal tracking mechanisms, DPW launched the Unified Communication Center (UCC) in November 2023 aimed at decreasing our response and resolution times. Through the UCC, we have consolidated our call centers and phone numbers into one accessible line. In February 2024, our average hold time was under 2 minutes, affirming our swift assistance for all callers. We also consolidated our emails into one central address. Each contact, whether by phone or email, is provided a Service Request (SR) if they don’t already have one. For a service inquiry, our representatives offer service information and pass along Service Level Agreement (SLA) benchmarks. In instances where an SR is past our SLA benchmarks, our operational escalation team intervenes to quickly resolve the outstanding request.
To ensure smooth communication for everyone, as a first step, we kindly request you share the contact details of the UCC with all members in your office and constituents who reach out to you. This will make the service resolution process quicker for residents and raise awareness about DPW's new communication center. DPW’s leadership team is here to address continual issues or problems that have not been addressed satisfactorily by the UCC.
The UCC is still new, and staff are still learning. If you have used the UCC, please share feedback on what’s working well and what needs improvement. We’d love to hear from you so we can continue to improve!

2024 Rodent and Vector Control Academy Invitation
The DC Health Rodent and Vector Control Division would like to cordially invite your constituents to the 2024 Rodent and Vector Control Academy. This academy is open to all residents, businesses, or private/public stakeholders in the District of Columbia. This 2-day on-site event hosted by the renowned Urban Rodentologist, Dr. Bobby Corrigan of RMC Pest Management Consulting will cover the most current rodent control principles and practices. Participants will have the opportunity to meet with relevant agency directors and representatives of DC Health, DC Department of Public Works (DPW), DC Department of Energy and Environment (DOEE), and the Georgetown Business Improvement District. DC Health's Health Regulation and Licening Administration (HRLA) Senior Deputy Director Arian R. Gibson will be providing opening remarks.
The academy is free and will be held in-person at George Washington University (University Student Center -Room 307) located at 800 21st Street NW, Washington, DC 20052. The dates of this event are July 10, 2024 (8:30 AM - 5:00 PM) and July 11, 2024 (8:30 AM - 5:00 PM).
