LDC Smart Lights
The District has over 75,000 lights installed on our streets, alleys, and other public spaces. The lights use various inefficient bulb technologies, including incandescent and high-pressure sodium.
The DC Smart Street Lighting Project will modernize streetlights in the District of Columbia by converting them to LED technology with remote monitoring and control capabilities. LEDs better direct light onto the road, sidewalks, and trails, all helping to improve safety and advance the District’s Vision Zero goals. The project increases the city’s sustainability efforts by reducing streetlight energy consumption by more than 50 percent, eliminating 38,000 tons of greenhouse gas emissions each year.
AASHTO is the national transportation organization that establishes the recommendations for minimum acceptable lighting levels of roadways and pedestrian pathways. The DDOT settings always strive be above the minimum recommended levels to provide a buffer zone of adjustment, if needed.

Mayor Bowser has approved and publicly released the Zero Waste DC Plan.
Under the Sustainable DC Plan in 2013, the District established an ambitious zero waste goal to divert 80% of the entire citywide waste stream away from landfills and incineration through waste reduction, reuse, recycling, and composting. Council mandated this commitment in the Sustainable Solid Waste Amendment Act of 2014 and required the Interagency Waste Reduction Working Group to develop a Zero Waste Plan to achieve this goal.
I want to thank all of you for your collaboration and partnership in the development of the Plan. The Zero Waste DC Plan is the result of years of technical research and analysis, inclusive community engagement, and a robust interagency planning cycle involving 26 District government agencies and partners. Thousands of District residents participated in 20 community events, two public comment periods, and a citywide public survey, which enabled the plan to be built for and with the community.
The final Zero Waste DC Plan, comprised of 43 actions organized under 7 overarching goals, describes the combination of policies, programs, and actions that the city must take to achieve zero waste, and is presented as a strategic roadmap for cost-effective, sustainable solid waste management. Individually, the actions in the Plan all have unique and measurable environmental and economic costs and benefits. When implemented together, these 43 actions will achieve the following results:
- Reduction of the citywide solid waste stream by 18%;
- Citywide waste diversion rate of 80%; and
- Greenhouse gas (GHG) emissions reductions of 1.38 million metric tons of carbon dioxide equivalent (MTCO2e).

As a next step, the Office of Waste Diversion will be scheduling an environmental stakeholder meeting in the coming weeks to discuss the plan in more detail and address any questions or concerns.

Takoma Fitness Center Reopens
DPR shared with me this week during our performance oversight hearing that it finally reopened the Fitness Center at Takoma Community Center. The gym is located at its original location within the Takoma Aquatic Center building (300 Van Buren St NW) on the right-hand side as you walk into the building. DPR said that it is mitigating previous issues with the space by installing dehumidifiers, making HVAC repairs, and hiring a contractor to treat the equipment so it stays in good condition. I still have some outstanding questions for DPR, but I wanted to share this encouraging and long-awaited update with you all. The operating hours of the Takoma Fitness Center are 6:30am-8:30pm (Monday-Friday) and 10:30am-4:30pm (Saturday); the facility will be closed on Sundays, due to staffing). Thank you to ANC 4B and all the neighbors for advocating alongside me to finally reopen this important resource for our community.

Special Waste Collection Event (i.e., Household Hazardous Waste, electronics recycling, and document shredding) will take place on one Thursday and one Saturday each month through March 2024 at RFK Lot 2, 2400 E Capitol St. NE (across from the DC Armory). Holiday Tree and Greenery Collection
January 3, 2024 – March 2, 2024
DPW is working hard to pick up your trees through March 2. Thanks for your patience!
The DC Department of Public Works (DPW) will collect holiday trees and greenery from January 3 through March 2 from DPW-serviced households, which includes single-family homes and apartment dwellings with three or fewer units. Holiday trees and greenery will be collected within 5 days of set out.
Holiday trees and greenery will be collected from the front of the residence at the curb. For missed collections, residents can call 311 and make a “Christmas Tree Removal - Seasonal” service request from January 3, 2024 – March 2, 2024. After March 2, residents should place their trees at the point of trash collection.

Spring Services
Spring is almost upon us! Spring operations is an opportunity to remove the dullness of the winter months and bring spring sparkle and shine to the District. Assigned Mechanical Street Sweeping will resume Monday, March 4th. Parking enforcement will be issuing warning tickets to vehicles parked during Street Sweeping hours for the first week. The warning period is March 1 – March 10th. The full complement of spring services includes street sweeping, street cleaning, alley cleaning, mowing/grounds maintenance, and graffiti removal. More information regarding DPW spring services will be provided in the coming weeks.

245 Peabody Street NW - Former Mennonite Church
The former Mennonite Church at 245 Peabody Street NW, in ANC 4B07, has submitted an application with the Board of Zoning to become a child development center. Commissioner Cohen, 4B07 has provided the below information in his most recent newsletter:

In addition to the BZA application, Commissioner Cohen has also sent a letter outlining areas of concern, some of which were discussed during the February 20th meeting. I will be working with the Commissioner on this issue as any proposal will affect the residents of ANC 4B06 as well as 4B07.
The hearing on this application is scheduled for May 1, 2024 at 9:30am.

For people who are 50 or older, live in DC, and are in the job market, we are preparing for a program that will provide a grant to train DC Seniors 50+ in IT.
We will have both daytime and evening classes, and will help with exam prep, and give internship experience.
If anyone would like to apply, they can send in the attached Student Interest Form, along with their current resume, ID, and any IT certs they may have earned. We'll review the full application package.
We also have regular IT programs throughout the year, and accept the GI Bill, as well as payment plans.
