Ward 4 Safety Updates and Secure DC
- MPD is seeking neighbors' support with gathering video of a robbery and shooting at approximately 7:40pm on Thursday night at 16th and Upshur NW. Two masked individuals attempted to rob an individual traveling on 16th Street and shot his leg as he attempted to flee. Thankfully, the victim of this brazen attack was released from the hospital after being treated for their injuries. If you have any footage or information to help identify the perpetrators, please call 202-727-9099 or text 50411.
- I also wanted to update our community about a tragic domestic violence incident on Tuesday night in a residential building on the 300 block of Cedar Street NW. A male suspect fired at a woman inside a unit in the building and then chased her outside before stopping and shooting himself. The man was pronounced dead, while the woman is in serious condition but is expected to survive. This was a painful reminder of the horrific violence that women face in our society and the urgent need to get guns off our streets.
Next week, the Council will vote on Secure DC — sweeping legislation that draws from a dozen public safety bills and includes more than 100 interventions aimed at driving down crime. Over the past few days, Councilmembers have been discussing what changes are needed in the bill based on the input we have been receiving from DC residents. Councilmember Pinto is expected to release an updated version of the bill on Monday afternoon that reflects some of these changes. Then on Tuesday, the full Council will vote on the updated bill after debate and the opportunity for Councilmembers to offer amendments. As currently written, the legislation can help DC confront crime in several ways: strengthening our laws to make it easier to prosecute violent crime, adding investigation tools to help MPD close cases, and improving oversight and coordination across DC government. The bill also has some provisions that do little to improve safety and that I hope we can remove — like rolling back police transparency measures when it comes to officer misconduct. Thank you to every neighbor who has been weighing in with me about this legislation. Next week, I will update you about the final version of the bill and how it will impact public safety in the District.
CM Lewis George asked me to share with you that on Monday, February 26th at 9:30am, the Committee on Facilities and Family Services will hold the public witness portion of its annual performance oversight hearing for the Department of General Services (DGS). We’d love for you or a representative of your organization, school, etc. there to participate. Please signup using this link no later than 5pm on Fri, 2/23: https://lims.dccouncil.gov/Hearings/hearings/254. Witnesses may participate either in person or virtually. The record for the hearing will stay open until 5pm on Mon, 3/4. The Committee submitted pre-hearing questions to DGS on December 15th and we will upload their responses here as soon as they are received (expected next Fri, 2/2).
If you plan to testify about maintenance issues at a specific facility or school, we request that you include the following in your written testimony:
- Your name, affiliation with the facility (commissioner, parent, community member etc.) and contact information.
- Please cite specific work order numbers where applicable. Please use DGS’ public work order dashboard to identify work order #’s. If you can’t find a work order number, please request an on-site employee (DCPS, DPR, etc.) to submit a work order before the hearing and/or identify previous WO #’s associated with a chronic issue.
- Please note the impact of any ongoing maintenance issues on you, your family, or constituents’ use of the facility.
- Please include any recommended follow-up questions for CM Lewis George to ask of DGS Director Hunter on Thu, 2/29.

DDOT Announces the Start of Phase Two of The Automated Bus Enforcement for the Clear Lanes Program
(WASHINGTON, DC) — Today, the District Department of Transportation (DDOT) announces that ticketing for Phase 2 of the Clear Lanes program will begin on January 29, 2024. Clear Lanes, in partnership with Metro, aims to improve bus travel times and enhance bus stop safety and accessibility by using cameras mounted on Metrobuses to identify vehicles illegally operating, parking, standing, or stopping in dedicated bus lanes and bus zones. Photos of violating vehicles are sent to DDOT, which will verify a qualifying offense.
Starting on January 29, 2024, Phase 2 enforcement begins, in which drivers illegally driving, parking, standing, or stopping in a bus lane (areas marked by red paint and signage) may receive a $100 fine. Phase 1 began November 15, 2024, in which drivers illegally parking, standing, or stopping in a bus zone (area around a bus stop) may receive a $100 fine.
“We are excited about the start of the second phase of this program,” said Interim DDOT Director Sharon Kershbaum. “Our goal with the Clear Lanes program is to demonstrate our commitment to strengthening our transportation network and helping residents who use public transportation get across the city faster and more efficiently.”
DDOT offers the following guidance about bus lanes and zones:
Bus Zones
Bus zones are areas along the curb within 80 feet of the approach side and 20 feet of the departure side of a bus stop flag, unless otherwise signed. Unauthorized vehicles should not stop, stand, or park in a bus stop zone except to avoid conflict with other traffic.
Authorized vehicles include the following:
- Public transit buses and school buses; and
- Maintenance vehicles (DC or Metro vehicles that are actively making repairs).
Bus Lanes
Bus lanes are lanes of roadway designated for the use of public transit buses, typically marked by red paint and signage. Many bus lanes are active only at certain times of the day, as indicated by signage.
Unauthorized vehicles should not drive, stop, stand, or park in a bus lane or enter a bus lane except to:
- Enter a legal parking space;
- Pull over for emergency vehicles; or
- Turn within 40 feet of an intersection or driveway (or as otherwise signed), as typically marked by signage or dashed red road markings.
Authorized vehicles include the following:
- Public transit buses, tour buses, school buses, and streetcars;
- Bikes, e-bikes, and scooters;
- Maintenance vehicles (DC or Metro vehicles that are actively making repairs);
- Emergency vehicles (while responding to an emergency); and
- Accessible transportation service vehicles (wheelchair-accessible vehicles registered with the Washington Metropolitan Area Transit Commission that are actively transporting someone with a disability).
For more information about bus lane and bus zone enforcement and to view an interactive map of all dedicated bus lanes, visit ddot.dc.gov/clearlanesprogram.
