The Cold Weather Emergency will activate on Monday, January 15, ahead of dangerously low temperatures, which are expected to stay in effect through Thursday, January 18. Under a Cold Weather Emergency, the District provides additional services and supports to protect residents from life-threatening illness and injuries associated with severe cold weather. Call 311 or the Shelter Hotline at (202) 399-7093 to request free, accessible shelter transport 24 hours a day, seven days a week. If there is an immediate risk to safety, dial 911.
Additionally, the District Snow Team will conduct an enhanced prowl of 15-20 heavy plows beginning at 6:00 a.m. tomorrow, Sunday, January 14, due to the possibility of a quick, 30-minute burst of heavy snow forecasted to fall between 11:00 a.m. and 1:00 p.m. on Sunday. Snow accumulation is expected to be between one half to one inch. Pre-treatment brine operations will also begin at 6:00 a.m. on Sunday morning on all snow emergency routes, including the National Highway System.

Make plans now: Winter Restaurant Week begins on Monday, January 15 and goes until Sunday, January 21. Participating restaurants will offer multi-course brunch and lunch menus for $25 per person, and multi-course dinner menus for $40, $55, or $65 per person for on-premises dining. The DC Department of Public Works (DPW) will not collect household trash and recycling on Monday, January 15. Trash and recycling collections will “slide” for the remainder of the week into Saturday. For example, households that normally receive trash and recycling collections on Monday, will be serviced on Tuesday, January 16. Leaf collection will operate on schedule. Bulk trash removal will be suspended on Monday, January 15.
The Benning Road Transfer Station is closed for renovations until further notice.
The Fort Totten Transfer Station is always closed to the public on Mondays and will resume on Tuesday, January 16.

Community Safety Meeting and Updates
I am looking forward to convening our public safety leaders to hear from our community and discuss solutions at our Ward 4 Strategic Safety Meeting on Thursday, January 18 at 6pm at EL Haynes PCS. Please contact Barbara Rogers at brogers@dccouncil.gov with any questions or requests — including if you need interpretation in Spanish, Amharic, or ASL. This week our community has been responding to several disturbing and traumatizing incidents — including robberies, carjackings, and burglaries — that underscored the need for stronger interventions against crime and improved coordination between our communities and across DC government. Fourth District made several important arrests this week, including arresting the suspect for a stolen vehicle in Sixteenth Street Heights and a carjacking in Manor Park. MPD also arrested a suspect for at least one of the burglaries that took place in Sixteenth Street Heights, and it conducted a traffic safety checkpoint on the 7100 block of Georgia Avenue NW that yielded multiple arrests. I have been in communication with Commander Lavenhouse and neighbors about the urgent need to improve safety in Manor Park. MPD has increased patrols in the neighborhood to deter crime and apprehend suspects when crime occurs, and we are working together to improve lighting in the neighborhood to improve visibility and safety. At the same time, the Council is preparing to vote on comprehensive public safety legislation to address crime that makes more than 100 different interventions across every facet of our criminal justice system. While I am still reviewing the omnibus bill and will examine every provision carefully, there are important changes included that will make it easier to prosecute carjackings and help MPD identify and apprehend more suspects to close cases.


Expanded SNAP Benefits Begin March 1!
Good news tends to come out on Fridays these days! Today it was announced that the expanded SNAP benefits we fought for will begin on March 1, and that SNAP recipients will receive their January and February expanded benefits retroactively on February 23. This new program will deliver additional food assistance to nearly 83,000 families in DC at a time when many are struggling with food insecurity, reduced federal benefits, and sky-high food prices at the grocery store. Recipients will receive notices about their expanded benefits by mail, so keep an eye on your mailbox if you rely on SNAP. I introduced the budget amendment that funded this SNAP expansion because no child, adult, family, or senior citizen in the District deserves to go hungry. Thank you to the DC Department of Human Services for working to deliver this food assistance to all the DC residents who are counting on it.

Yard Waste Collection is now year-round. Residents must call 311 to make an appointment for yard waste collection. Residents can also visit 311.dc.gov to make an appointment or download and schedule an appointment using the 311 mobile app available at the Google Play and Apple App stores. DPW only collects yard waste in paper bags. DPW will collect up to 20 paper bags of yard waste from residences that receive DPW’s trash and recycling collection services. Scheduled yard waste collection is an enhancement to the yard waste program. Residents are still able to leave their paper yard waste bags at the point of trash collection. Residents who wish to can drop off their yard waste at the Fort Totten Transfer Station during normal residential business hours.
Special Waste Collection Event (i.e., Household Hazardous Waste, electronics recycling, and document shredding) will take place on one Thursday and one Saturday each month through March 2024 at RFK Lot 2, 2400 E Capitol St. NE (across from the DC Armory). View the current schedule here.
Starter kits for DPW’s Curbside Composting Pilot Program have been delivered to approximately 9,000 participating households in all eight wards. Food waste collection has started in all 8 Wards. For missed collections, please file a 311 service request for "Missed Curbside Compost Collection" by calling 311 or visiting 311.dc.gov. If your bin is lost, stolen, or broken, please file a 311 service request for "Lost/Stolen Compost Bin, Broken Compost Bin, or Opt-Out of Curbside Composting Pilot Program."
Leaf Collection
The second pass for Leaf Collection will begin in Section C on Monday, January 22, 2024. If you live in Section C (ANC 4B06 is in Section C), have your leaves raked to the tree box or curbside by Sunday, January 21, 2024.

Preparing for Winter Weather
When winter weather-related issues such as snow and ice occur, we will work hard to keep you informed of how they may affect your food waste collection service. Safety is our number one concern for District residents, contractors, and employees.
These common winter weather factors may disrupt your regular food waste collection service:
- Plowed snow blocking access to your food waste collection bin.
- Snow or ice around your bin is too deep, preventing our truck's ability to access your bin.
- Steep hills or winding roads that have become icy, making it difficult for our drivers to navigate.
- Poor visibility.
- Non-plowed areas preventing our drivers from turning around or accessing your street or alley.
- Your food waste collection bin has been covered or buried in snow and is not visible to our driver.
- Your food waste bin has been placed on or behind a snow mound and is inaccessible to our driver.
These tips will help ensure that your food waste collection service runs effectively during cold weather months:
- Keep the area in front and around your bin salted and clear of snow and ice.
- Ensure the lid of your bin is closed when placed outside to avoid moisture accumulating in the bin.
- Avoid over-tightening the lid when closing so that the bin does not freeze shut.

Power line (poles100 block of Madison Street NW & 2nd and Kansas Avenue NW)
When Pepco installed new power line poles in our neighborhood a few years ago they left segments of some of the old poles attached to the new poles with rope. What we had assumed was a temporary fix now appears to be permanent. Their “solution” seems neither safe nor sound. One example can be found at the corner of Kansas Ave and the northern alley of Madison St NW (please see photo attached). I’m sure there are others nearby.
After almost a year, the erroneous pole was removed on October 31, 2023.

Parenting and Policing
Outreach is hosting a new event this month I would appreciate your help in reaching out to young parents that you know and seeing if we can get our young parents and their children to come and participate. This will be a workshop that will help us get an understanding of what our relationship are with our youth and how our parents respond to that. Once that is all said and done, we will add in that bond to public safety. There will be discussions, games and challenges during this workshop, so I am looking forward to this event. The challenge is getting participation please reach out to your neighbors and let's see where this goes.

Metro service information for Martin Luther King, Jr. Day, Jan. 15
In observance of Martin Luther King, Jr. Day, Monday, January 15, Metrorail will operate on a Saturday holiday schedule with modified service on the Blue, Orange, and Silver lines, Metrobus will operate with Saturday Supplemental service, and MetroAccess customers may make a reservation to travel on the holiday; however, MetroAccess subscription trips will be canceled.
Customers traveling on the Blue, Orange, and Silver lines are encouraged to visit wmata.com/MLKweekend for full service information and travel alternatives on the holiday.
Metro employees will honor Dr. King by joining the National Day of Service through the Fill-A-Bus Campaign with the Capital Area Food Bank. This is Metro’s sixth year collecting food and monetary donations and volunteering to drive out hunger and food insecurity in the National Capital Region.
Service Information
Metrorail
Metrorail will operate from 5 a.m. until midnight with Saturday service frequencies, with modified service on the Blue, Orange, and Silver lines due to planned construction:
- Buses replace trains between Foggy Bottom-GWU and Arlington Cemetery/Clarendon stations.
- Rosslyn and Court House stations closed.
- Free Express and Local Shuttle Bus Service will be provided to all affected stations. For shuttle maps and other travel alternatives, visit wmata.com/MLKweekend.
- Blue Line trains operate in two segments: between Franconia-Springfield and Arlington Cemetery every 12 minutes (daytime) and 15 minutes (evening); and between Foggy Bottom-GWU and Downtown Largo every 10 minutes (daytime) and 15 minutes (evening).
- Orange Line trains operate in two segments: between Vienna and Clarendon every 10 minutes (daytime) and 15 minutes (evening); and between Foggy Bottom-GWU and New Carrollton every 10 minutes (daytime) and 15 minutes (evening).
- Silver Line Silver Line trains operate between Ashburn and Clarendon only, every 10 minutes (daytime) and 15 minutes (evening).
The Red, Yellow, and Green lines will operate with normal Saturday service frequencies.
Metrobus
Metrobus will operate on a Saturday Supplemental schedule. Click here to view timetables.
MetroAccess
MetroAccess customers will be able to travel on the holiday, however, subscription trips will be canceled. Customers may make a separate reservation to travel on the holiday online or by calling 301-562-5360 (TTY 301-588-7535).

Parking will be free at all Metro-owned parking lots and garages.

Good news for the residents of 3rd Place and Longfellow Street NW
The FY 24 Quarter 2 list of traffic safety inputs under investigation has come out and the TIS request 22-00512587 for 3rd Place and Longfellow Street NW is now under investigation for traffic calming measures. This request was initially entered on 10.24.22.
I will follow up with DDOT to advocate for the requested traffic calming measures.
