Preventing Car Break-Ins in Ward 4
DC is experiencing a surge in car break-ins that is impacting several neighborhoods in Ward 4 both east and west of Rock Creek Park.
These offenses impact our sense of safety and quality of life, and they cannot be dismissed. We have been communicating with MPD about strategic interventions to address this trend and long-term strategies to improve safety overall. MPD’s special mission team is conducting surveillance and working diligently to identify and apprehend those responsible for these incidents. They are also increasing patrols and deploying additional resources to enhance their presence in neighborhood that are being affected. MPD encourages neighbors to continue reporting criminal activity to 911 in order to help apprehend the people responsible and provide the data MPD needs to target the most impacted areas during the times when most of the break-ins are taking place.
If you have trouble reaching an officer, you can contact the Fourth District Watch Commander at 202-391-7177 if you live east of Rock Creek Park or the Second District Watch Commander at 202-438-4421 if you live west of Rock Creek Park. Please also take advantage of DC’s private security camera incentive program to ensure there is footage when these break-ins occur.
Typically, multiple car break-in incidents are linked to the same small group of suspects, so making even one arrest can deter many future incidents. MPD also continues to remind neighbors to not leave anything valuable in their cars and to warn contractors who service their homes so they can take precautions against vehicle break-ins.

The Metropolitan Branch Trail (MBT) Fort Totten to Takoma is a construction of a multi-use trail from Fort Totten Metro in NE, Washington, D.C to Takoma in NW, Washington, D.C. as shown on the project plans and indicated in the specifications and special provisions. The trail begins as off-road at the termination of the Fort Totten section of the Metropolitan Branch Trail along 1st Place NE continuing to the intersection of 1st Place NE and Riggs Road NE, then continuing up Riggs Road NE to the intersection with 1st Street NE, where it becomes on-street. Intersection improvements are proposed for Riggs Road NE at 1st Street NE and McDonald Place NE at New Hampshire Road NE. The off-road multi-use trail begins again at the intersection of McDonald Place NE and Blair Road NW continuing north along the northbound side of Blair Road to Aspen Street NW where it terminates. There is a second spur that is off-road on Sandy Spring Road NW, from Aspen St to Maple Street NW, which connects to a sidewalk along Maple Street NW to Vine Street. The project includes trail connections at Gallatin St and Eastern Ave, Piney Branch and Eastern Ave, and Cedar St and Spring Pl. This project includes safety, roadway, streetscape, and drainage improvements to the Metropolitan Branch Trail (MBT) Fort Totten to Takoma from 1st Place NE to Maple Street NW, 1.75 miles long.
Construction Progress:

Sub-contractor Excel Tree Experts commenced cutting tree and removing stump using a bucket truck. Simultaneously, they chipped all the wood in a chipper machine and loaded it into a box truck. Upon completing the tree removal, the sub-contractor ground the stumps up to 18 inches toward the root. Sub-contractor cleaned the area and filled all the grinding chips into the root holes, preparing an even ground.

Saw cut a 21' x 7' section of the roadway for storm structure I-22, which included both the asphalt (surface layer) and a 6-inch-thick concrete layer. During the excavation, the right-side wall of the trench collapsed, prompting the contractor to stop work for safety reasons.

To address the safety concern, the contractor placed two steel plates on top of the trench using nine pins and surrounded them with temporary asphalt. Additionally, the contractor installed a 6-foot-high chain-link fences, for temporary tree protection at the staging area on 1st Street NE. They also posted a labor information board on the chain-link fence.

Removed two steel plates and addressed collapsed soil within the excavation. Placed a 6-inch-thick layer of #57 stone for a stable bed for the catch basin.

Installed a 6-foot-high chain-link fences, totaling 96 linear feet, to temporarily protect four trees at the 1st Street NE staging area.

Installed 15-inch diameter PCC pipe between the two basin sections, ensuring proper sealing around the PCC pipe on both sides using regular cement mortar.

Safely secured two steel plates with safety pins and applied a cold asphalt patch around them.

The contractor also excavated a test pit at 5145 1st Place NE to determine the location of the proposed new curb line on the Southbound (S/B) lane. During the excavation, they discovered the edge of a Duct bank, positioned 3 feet below the road surface and 5 inches out from the proposed curb line. Subsequently, they backfilled the test pit with Graded Aggregate Base (GAB) and compacted it using a jumping jack. Finally, a layer of cold asphalt was placed on top to ensure proper compaction.

At 198 Riggs Road NE E/B side the subcontractor DEN performed excavation for the sidewalk and two ADA ramps.

Subcontractor DEN excavated a grassy area to prepare for the construction of a proposed trail.

FMCC excavated 5 test pits for GAS, Water and Sewer Line and continued excavation of slope to the building on No.33 Riggs Road NE.

Subcontractor DEN installed forms for sidewalk between two ADA ramps and west side of ramp.

Subcontractor DEN installed forms, rebar and placed 6 CY 4500 PSI concrete for additional coping wall along south side of trail section along Riggs Road.

NPS visited site and asked contractor to clean the tree debris.

FMCC placed cold asphalt at traffic signal around ADA ramp at 115 Riggs Road NE and performed compaction with plate temper.

Subcontractor DEN placed 6” thick Aggregate Base Coarse for proposed trail section from intersection of Riggs Road and 1st PL NE to main entrance drive at Bilingual School (Sta. 136+50 to Sta. 140+50).

Subcontractor DEN removed coping wall forms and backfilled the slope behind coping wall along south side of trail section along Riggs Road.

During the construction FMCC maintained MOT along Riggs Road NE and 1st PI NE.

FMCC adjusted existing telecom manhole at Sta. 137+48 along Riggs Rd NE.

Yard Waste Collection is now year-round. Residents must call 311 to make an appointment for yard waste collection. Residents can also visit 311.dc.gov to make an appointment or download and schedule an appointment using the 311 mobile app available at the Google Play and Apple App stores. DPW only collects yard waste in paper bags. DPW will collect up to 20 paper bags of yard waste from residences that receive DPW’s trash and recycling collection services. Scheduled yard waste collection is an enhancement to the yard waste program. Residents are still able to leave their paper yard waste bags at the point of trash collection. Residents who wish to can drop off their yard waste at the Fort Totten Transfer Station during normal residential business hours.
Special Waste Collection Event (i.e., Household Hazardous Waste, electronics recycling, and document shredding) will take place on one Thursday and one Saturday each month through March 2024 at RFK Lot 2, 2400 E Capitol St. NE (across from the DC Armory). Starter kits for DPW’s Curbside Composting Pilot Program have been delivered to approximately 9,000 participating households in all eight wards. Food waste collection has started in all 8 Wards. For missed collections, please file a 311 service request for "Missed Curbside Compost Collection" by calling 311 or visiting 311.dc.gov. If your bin is lost, stolen, or broken, please file a 311 service request for "Lost/Stolen Compost Bin, Broken Compost Bin, or Opt-Out of Curbside Composting Pilot Program."

Leaf collection in Section A in all 8 Wards is complete. If you live in Section A in Wards 1-8 and didn’t receive your first pass at leaf collection, please contact 311 and place a “Missed Leaf Collection” service request.
We’re still collecting leaves in section B.
Leaf collection begins in Section C, Wards 1-8, November 27. Leaves should be raked to the tree box or curbside by November 26, 2023.
