Introduction to P.A.C.E Planning for the Emergency Communications Ecosystem
April 23rd 8:30 AM to 12:30 PM - 1015 Half St. SE - District EOC
The P.A.C.E acronym stands for: Primary, Alternate, Contingent, Emergency. This course lays the foundation of knowledge for students who wish to increase their understanding of P.A.C.E planning and building a comprehensive P.A.C.E program in their organization or jurisdiction. P.A.C.E plans provide a framework that can be used in the event of communications system failure(s). Learn how P.A.C.E planning can help build resiliency within your communications operations.
Information Technology Service Unit Leader (ITSL) Course
May 19-22 8:00 AM to 4:00 PM - 1015 Half St. SE - District EOC
This course is designed for public sector personnel who have or may have responsibilities for managing information technology (IT) and services during incidents or events organized under the Incident Command System. These are commonly individuals with professional IT responsibilities in large municipal, county, state, or Federal agencies. Persons supporting incident management teams, unified command structures, and multi-agency event planning will find the training most useful. Applicants with a public safety background and experience supporting information technology during incidents will be given preference.
MGT-319: Medical Countermeasures: Point of Dispensing (POD), Panning and Response
June 24-25 9:00 AM to 5:00 PM - 2201 Shannon Pl. SE - DC Health
This training course seeks to enhance jurisdiction preparedness and emergency response efforts by providing the knowledge of how to exercise and revise a plan that utilizes an all-hazards, whole community approach toward a medical countermeasures event. This course promotes coordination of planning, training and responding to a Medical Countermeasure response for a public health incident.

HSEMA, in coordination with FEMA's Office of National Continuity Programs, is in the process of scheduling the K1301 Continuity Planning and K1302 Continuity Program Management courses. We plan to schedule these courses sometime in Summer 2025. The courses will be delivered VIRTUALLY over the course of four half-days. Please email HSEMA.Training@dc.gov if you would like to be notified when enrollment opens.
1301: This course assists continuity practitioners with understanding their continuity roles and responsibilities, and provides the knowledge, skills and tools necessary to help develop and maintain a viable continuity plan for their organization.
1302: This course assists continuity program managers with understanding their roles and responsibilities and provides resources to help them develop a wholistic continuity capability for their organizations. This course is intended for continuity practitioners responsible for the oversight and management of an organizational continuity program.
FEMA Basic Academy Courses Hosted at DC HSEMA
All five courses held in DC in August and September 2025
The goal of the Basic Academy is to support the early careers of emergency managers through a training experience combining knowledge of all fundamental systems, concepts, and practices of contemporary emergency management. The Basic Academy provides adult learners, facilitated by skilled faculty members, a solid foundation upon which to build a career in the emergency management profession.
All five courses will be held at the District Emergency Operations Center, 1015 Half St. SE
HSEMA Academy Online Courses
Incident Command System 300 and 400
HSEMA offers the Incident Command System 300 and 400 courses in an entirely online format through HSEMA Academy. The courses begin with self-paced eLearning modules that include an assignment workbook. Once the self-paced portion is complete, students may enroll in a single day, virtual instructor-led session. Instructor-led sessions are offered monthly for ICS 300 and every other month for ICS 400. Follow this link to ICS 300 and this link to ICS 400 to begin.
District-specific Self-Paced Courses
Introduction to the District Emergency Operations Center: This self-paced training provides an overview of the District's Emergency Operations Center (EOC). This includes any HSEMA staff with a role in the EOC, as well as any EOC Liaison that would represent an organization in the EOC during operations. The training is also relevant to anyone serving in the Joint Information Center (JIC). This course takes approximately 2-3 hours to complete. Access the course at this link.
Introduction to the District Emergency Management Preparedness System: This training provides an overview of the District's Emergency Management Preparedness System (DEMPS). The course highlights the programs, documents, and processes that promote preparedness across all phases in an integrated and holistic manner. The course takes approximately 1-2 hours to complete. CORE DC Training: There are several self-paced training courses on HSEMA Academy covering the functionality of CORE DC. CORE DC is the District's principal system to ensure a common operating picture for incident management. Access the CORE DC courses most relevant to incident management/support at this link.
