Chairman's Corner

Greetings from the Chair,

One of the many things that we do at the DC Real Estate Commission is to review complaints that are made against Real Estate licensees. And we’ve been busy lately -- when market conditions shift, complaints increase, and the past few months have reflected this.

These complaints can be filed by either members of the public or other real estate professionals. In reviewing complaints, the Real Estate Commission’s focus is on whether they represent any violation of license law. If a complaint relates to the laws and regulations that govern the standards for obtaining and keeping a real estate license, then the Commission may consider taking some kind of action against the licensee.

For clarification, if a complaint concerns something outside of our purview, such as a monetary dispute or potential fraud, it gets referred to the appropriate authorities elsewhere in the DC government.

Some of the complaints reflect a clear violation of certain aspects of the laws that govern real estate licensing. Other complaints reflect insufficient training, lax broker supervision, poor standards of practice, poor judgement, or even a licensee’s emotional immaturity.

In addition to the above circumstances, there is another reason for complaints: After six years of reviewing complaints with my fellow Commissioners, I am struck by the fact that a fair number of complaints arise because of flawed communication, either with clients or with other members of the public or even with other real estate professionals.

In such cases, the licensee frequently doesn’t convey to the complainant some kind of basic information, such as: (a) how things work, or (b) why things work the way they do, or (c) what the agreed-upon contract dictates for both performance and conflict resolution. This lack of good communication – either before, during or even after the transaction leaves the aggrieved party in the dark with little guidance and insufficient knowledge.

It is precisely at that moment of confusion or incomprehension when many complaints are born, when an ounce of thoughtful communication could have prevented the complaint from being filed in the first place.

To avoid complaints, I urge all licensees to periodically take a critical inventory of their practices and procedures to determine what’s working and what’s not. Do you take the time to preview each buyer or seller on how real estate transactions work, and what to expect? Do you provide helpful context to other licensees involved in a transaction? Are you present for and attentive to each major event in the transaction? Do you periodically provide summaries, seek feedback, and probe for unanswered questions?

If we as licensees want to avoid complaints that are unnecessary, time-consuming, and stressful, we need to stay focused on the needs of the public we serve. This means being mindful and thorough in our communications with all parties involved.

Regulatory Updates and Rule Changes

The Commission updated the Seller Disclosure Form as set forth in 17 DCMR § 2708, on November 28, 2025. The amendments include updating terms to align with the Omnibus Domestic Partnership Equality Amendment Act of 2008.

It served to recognize that property owners within condominiums must disclose all known defects and aspects of the common elements of real property.

Additionally, the Seller Disclosure Form was amended to inquire about known instances of flooding or water intrusion on the property and remove duplicative questions. Given the number of flooding incidents in the District over the years, inquiring about instances of flooding on the property is critical.

Meet The New Commission Members

David Bediz

A North Carolina native, David graduated from Duke University. He is an entrepreneur with an eye for detail, a strong work ethic and is founder of the Bediz Group, a real estate brokerage firm.

David was elected for two terms to the Board of Directors of Greater Capital Area Association, GCAAR and he was elected for two terms to the Board of Directors for DC Association of Realtors, DCAR. He is proud to be involved in both organizations, which are the only organizations that exist to advocate on behalf of homeowners in Washington at the local and national level.

His real estate experience began in 2000 as a real estate investor and then continued in real estate sales and consulting for clients beginning in 2004. With five years of professional web design and photography experience, he brings a unique and personal marketing perspective to sellers and the first-hand knowledge necessary for buyers.

Owning many rental properties, David understands the needs of commercial and landlord clients and has direct knowledge of local laws and processes necessary to operate a successful rental housing endeavor.

David is certified as an e-Agent, and is authorized for commercial, residential and rental real estate transactions. He is licensed to practice real estate in Washington, DC, Maryland and Virginia.

Carol Calomiris

Serves as the Managing Attorney at a local title company in Washington, DC and Carol has over 30 years of experience in real estate and law.

A native of Bethesda, MD, she received her Juris Doctor degree from Georgetown University Law Center in 1992 and earned the International Academy of Trial Lawyers Advocacy Award for her work in the Criminal Justice Clinic.

Carol began her career in real estate law in 1993 and founded her own firm, Calomiris & Calomiris PA (Professional Association) which serves the real estate community with a broad range of legal services. She was admitted to the bars of Montgomery County, Maryland, the District of Columbia, and the U.S. Supreme Court. She is an active member of the Maryland, DC, and Virginia land title associations.

In her present position, Carol handles residential and commercial settlements across Maryland, DC, and Virginia. She also plays an active role in advocacy as a member of the Public Policy Committees for both GCAAR and DCAR, where she helps draft legislation and lobbies on behalf of the realtor community.

Damayra Moses Perez

With over 17 years of residential leasing and property management experience under her belt, Damayra loves serving the DC community. She is well versed in rental property compliance matters and is very active in the DC real estate community. Damayra also serves on the DCAR Public Policy Committee and the GCAAR Property Management Advisory Committees.

A. No, the DC Real Estate application must be submitted in the name that appears on the Government Issued ID.

Letter of Certification Request

You can now complete a Letter of Certification application request from your DC Access email account.
You will first need to login to your DC Access account.
Once you are in the account, you will see the column heading labeled: “Letter of Certification”
CLICK on: “Letter of Certification” and respond to the questions on the application and submit and pay for the application. The fee is $30.00.
Acceptable forms of payment, include Credit and Debit cards.
Your application will be reviewed, and the Letter of Certification request will be processed in 14 business days.
