A Message From The Director

Spring in DC is a season of momentum, which at DOB is showing up in the work we do every day to move projects forward, strengthen communities, and deliver results residents and businesses can see and feel. 

While we focus on building safety every day, “Building Safety Month” is commemorated every May to raise awareness among the public. At DOB, we’ll give you a closer look at the people and processes behind the work—from inspections, permitting, and enforcement—that keep our city safe, green, and moving. We’re also looking forward to connecting directly with residents through initiatives like our upcoming Build with Confidence workshop. 

Across the District, Team DOB continues to show up, engaging with community members, supporting small businesses, and helping residents navigate the building process with greater clarity and confidence. These efforts reflect our commitment to service, accountability, and partnership in every ward. 

At the same time, we remain focused on what’s ahead. As part of the Mayor’s Fiscal Year 2027 Grow DC budget, DOB is continuing to strengthen enforcement, improve customer experience, and reduce barriers to development. I look forward to testifying before the Council on how these investments are helping us deliver results today while preparing the District for continued growth. 

We’re proud of the progress we’re making, and even more focused on what’s next.

Building Safety Month Is Almost Here

It’s the most wonderful time of the year... Building Safety Month!  

Each year, we join communities across the country to spotlight what makes our city’s buildings safe, sustainable, and built to last. This May, we’re taking you behind the scenes: from the inspectors in the field to the preservation efforts keeping our history standing strong. 

Every permit reviewed, every inspection completed, every code upheld; it’s all part of our commitment to keeping DC safe, green, and moving. 

Follow us on social media all month long for stories, resources, a closer look at the people and work that make DC’s built environment one to be proud of—and a special acknowledgement from Mayor Bowser.

Homeowners and Tenants: You’re Invited to Our Build with Confidence Workshop

Thinking about a home project? Managing a property? DOB is here to help! 

As part of Building Safety Month, we’re inviting homeowners and tenants to our upcoming Build with Confidence Workshop on Tuesday, May 19, 2026, from 12:00 p.m. to 3:30 p.m. Led by DOB subject matter experts, this interactive workshop will break down two of the most important parts of the building process—inspections and permitting— and provide practical guidance on how to move projects forward while staying compliant.

DOB Joins National Conversation on Building Innovation 

Director Hanlon had the privilege of joining national leaders at the U.S. Construction & Manufacturing Summit at the Institute of Architects to discuss the future of construction.

As part of a panel on resilient materials and building practices, Director Hanlon highlighted how innovation, from advanced materials to sustainable technologies, is shaping the way we build in DC. He also emphasized DOB’s role in accelerating the adoption of modern building standards that improve safety, performance, and long-term resilience.

Vacant to Vibrant: Engaging Stakeholders on Property Revitalization

Strategic Enforcement Administrator Keith Parsons joined the DC Association of Realtors to share updates on DOB’s implementation of the District’s Vacant to Vibrant legislation, which took effect on October 1, 2025. 

During the discussion, Parsons highlighted key changes, including expanded exemption timeframes and new tools designed to help property owners bring vacant buildings back into productive use. He also heard directly from stakeholders about challenges in marketing vacant properties and shared practical guidance on navigating DOB processes. 

As a reminder, stakeholders can access the latest information, including updated vacant building exemption flyers and resources, on DOB’s website.

Strengthening Global Partnerships for DC’s Growth 

Director Hanlon recently joined international partners from Ireland and business leaders in the District to highlight the city’s growing role in the global economy.

Through these conversations, he spotlighted major initiatives like the RFK Campus redevelopment and shared how DC is working to attract international investment, including partnerships supporting Irish companies expanding into the U.S. market. These efforts help bring new opportunities, jobs, and long-term growth to communities across the city.

Where Small Businesses Bloom: DLCP Financial Literacy Coaching

Every Wednesday, DOB Ward 7 and 8 Community Affairs Liaison Dellannea Hutchinson and Zoning Technician Daniel Calhoun roll up their sleeves to support DC’s small business community, answering questions and helping entrepreneurs navigate DOB services. 

This month’s gathering—hosted by our sister agency, the DC Department of Licensing and Consumer Protection—brought an extra spark with the Spring Bloom Financial Literacy Speed Coaching event. 

During rapid-fire, one-on-one conversations, small business owners connected directly with District agencies and financial partners to get tailored guidance and real-time advice. Team DOB was on hand to demystify Certificates of Occupancy (C of Os), Home Occupation Permits, and other essential steps that help transform great ideas into thriving businesses.

DOB Engages at ICC Leadership Week

Team DOB had the pleasure of participating in the 2026 ICC Leadership Week and Spring Hearings in Hartford, Connecticut, joining code officials and industry leaders from across the country. 

During the week, staff connected with the ICC Chapter Leadership Academy and Membership Councils, gaining valuable insights to support DOB’s ongoing code initiatives and engagement with the DC Code Officials Association. They also exchanged ideas with peer jurisdictions on solutions to common challenges and emerging best practices. 

DOB’s Chief Inspections Official Peter Nyabagosi also represented in voting on the 2027 International Codes, helping shape the standards that guide safe and sustainable best practices nationwide.

Connecting with Local Makers at DSLBD Made in DC Event

Team DOB was on the ground supporting DC’s small business community at the Made in DC Maker Meet Up, hosted by the DC Department of Small and Local Business Development. 

The event brought together local makers and District partners to share resources, build relationships, and explore opportunities for business growth. DOB’s Program Manager Will Johnson (pictured center) and Program Support Specialist John McFarland engaged directly with attendees, providing guidance on key services such as C of Os, Pop-Up Permits, and other resources that support small businesses in navigating the building and permitting process. 

Engaging Ward 2 Residents at Community Meeting 

DOB Ward 2 Community Affairs Liaison Jerrod Allen participated in a community meeting at the Simpson-Hamline UMC Fellowship Hall, where residents, community leaders, and agency partners gathered to discuss neighborhood concerns, including property conditions, building security, and ongoing maintenance issues. 

Program Support Specialist Michael Hill also attended, offering key updates on the Rashid Salem/Petra Development case and addressing questions related to associated violations. 

By engaging directly with residents and partners, DOB continues to strengthen community relationships and support efforts that improve housing conditions and quality of life across the city. 


Mayor Bowser Presents Fiscal Year 2027 Grow DC Budget

Mayor Muriel Bowser has released her Fiscal Year (FY) 2027 Grow DC budget, a strategic plan focused on driving economic growth, supporting residents, and creating a strong environment for business and investment. 

At a pivotal moment for DC, the proposal takes a thoughtful approach to sustaining progress, recognizing shifting federal resources and economic pressures, while building on DC’s strong financial foundation. The budget prioritizes targeted investments that will continue to grow the economy and deliver the high-quality services residents rely on. 

DOB plays an important role in advancing this vision, helping move projects forward safely and efficiently while supporting growth across all eight wards.  


📆 SAVE THE DATE: DOB Budget Oversight Hearing

As part of FY27 budget planning, Director Hanlon will testify before the Council’s Committee of the Whole on the new date of Wednesday, May 6, 2026, at 10:30 a.m. 

During the hearing, Director Hanlon will highlight how DOB is advancing the city’s growth, strengthening enforcement to protect tenants, accelerating permitting to support economic development, and investing in technology to improve customer service. He will also outline DOB’s efforts to reduce barriers for residents and businesses, including proposed reductions to C of O fees. 

Stakeholders are encouraged to tune in to learn more about DOB’s priorities and ongoing work to support a stronger, more resilient DC. 


Keep Cool: AC Season Is Around the Corner

As temperatures begin to rise, it’s important to remember that air conditioning (AC) season in DC runs from May 15 through September 15. While air conditioning is not required, any building that provides AC must ensure it is working properly. 

For properties with AC, indoor temperatures must be 78°F or lower, or at least 15°F cooler than the outside temperature, whichever provides the most relief. For buildings with two-pipe systems, landlords may get an additional 15 days to change over and must cool between June 15 through September 15. 

DOB responds to complaints and helps ensure these standards are met. If AC isn’t working when it should be, tenants should contact their landlord first. If not resolved, they can report the issue to DOB. 


Build Faster and Smarter with the Accelerated Plan Review Program

Navigating the permitting process just got easier. 

DOB’s Accelerated Plan Review (APR) Program offers customers a more streamlined, personalized path to getting projects reviewed and approved, helping move plans to permits faster while maintaining the highest safety and code standards. 

To support customers every step of the way, DOB has released two new resources: an APR Program Guide and an APR Plan Submission Checklist Guide. These tools provide clear, step-by-step guidance on preparing complete applications, understanding requirements and avoiding common delays, making it easier to keep projects on track.
