A Message from the Director

Dear Customers, Colleagues, and Friends,

Spring has officially arrived, bringing with it a renewed sense of momentum across the District. This season always reminds me that growth doesn’t happen all at once—it happens through steady progress, new partnerships, and the collective energy of our community. That spirit of forward movement has been at the center of our work this month.

I recently attended the 12th Annual DMPED March Madness, an event that brings together District agencies, developers, and community partners to preview upcoming projects and investments across DC. It was important for DLCP to be in the room, not only to stay aligned with the District’s economic development priorities but also to help position the businesses we serve to benefit from the growth ahead. This year’s Women Mean Business Summit, I joined an inspiring group of leaders and entrepreneurs. During my remarks, I shared where we are—and where we’re going—in both the federal and local business landscape. It was a moment to highlight the progress we’ve made, the challenges we continue to navigate, and the opportunities emerging for women‑owned businesses across the District. You’ll find more about that below as well.

This month also included the introduction of the Short‑Term Rental Regulation Amendment Act of 2026, which modernizes the District’s short‑term rental rules and expands opportunities for residents. The bill creates a new special event license, clarifies definitions, and streamlines existing requirements. You can read more in our press release here.

Consumer News You Can Use

Spring brings an increase in marketplace activity across the District, and DLCP’s Consumer Protection Unit is sharing important reminders to help residents make informed decisions and avoid deceptive practices. Below are two key advisories now available on our website.

Transparency at Used Car Dealerships 

The District is home to more than 40 licensed used car dealerships, and transparency is essential when purchasing a vehicle. DLCP is reminding consumers and dealerships about required price disclosures, federal “Buyer’s Guide” rules, and District regulations that protect buyers from unfair or deceptive practices.

Beware of Unlicensed Vending During Cherry Blossom Season

Cherry Blossom Season brings many residents and visitors to the Tidal Basin and National Mall, and with the increase in foot traffic, unlicensed vendors often appear in busy areas. These vendors may operate without proper permits, skip required health and safety standards, or engage in deceptive pricing. DLCP encourages consumers to verify licenses, ask for prices upfront, and report illegal vending activity.

DLCP Participates in Key Council Hearings Throughout March

This month, DLCP participated in several public hearings before the Council of the District of Columbia, providing updates, expertise, and testimony on legislation impacting District residents and businesses.

On Monday, March 23, DLCP Director Tiffany Crowe, joined by John McGuire, Chairperson of the Board of Funeral Directors, testified before Councilmember Christina Henderson, Chairperson of the Committee on Health, on:

  • B26‑0047 – Funeral Directors Licensing Reform Amendment Act of 2025

  • B26‑0547 – Green Death Care Options Amendment Act of 2025

On Wednesday, March 25, Andrew Huff, Chairperson of the D.C. Combat Sports Commission, testified before Councilmember Zachary Parker, Chairperson of the Committee on Youth Affairs, on:

  • B26‑0026 – Theatrical Wrestling Regulation Amendment Act of 2025

On Thursday, March 26, Robert Todero, Chairperson of the D.C. Board of Accountancy, and DLCP Legislative Director April Randall testified before Councilmember Brianne K. Nadeau, Chairperson of the Committee on Public Works and Operations, on:

  • B26‑0494 – Accountancy Practices Amendment Act of 2025

Director Crowe Speaks at Women Mean Business Summit

Director Crowe took part in the Women Mean Business Summit on Friday, March 20th at MGM National Harbor, joining a panel of influential women leaders for a conversation on business growth, leadership, and economic opportunity. Hosted by the Women’s Business Enterprise Council (WBEC) Greater DMV, the Summit offered an immersive experience filled with high‑impact networking, strategic introductions, and opportunities for women to learn from one another and build meaningful partnerships.

Her participation carried added importance as the event took place during Women’s History Month, a time dedicated to recognizing women’s achievements and expanding opportunities for future generations. By sharing her experience and perspective, Director Crowe contributed to a broader effort to support women’s advancement in business and public service.


DLCP Joins District Leaders at the 12th Annual DMPED March Madness

The District’s 12th annual DMPED March Madness event took place on Thursday, March 19, at Nationals Park, bringing together District leaders, developers, community partners, and agency teams for a dynamic showcase of upcoming real estate, housing, and workforce initiatives. The strong turnout reflected the city’s momentum as it heads into another year of growth and opportunity.

DLCP leaders and staff were proud to be in attendance, demonstrating the agency’s commitment to supporting the District’s economic development pipeline. Our participation highlights the essential role DLCP plays in helping businesses start, grow, and thrive, a key part of the Mayor’s strategy to strengthen neighborhoods and expand opportunity across all eight wards.

The event opened with remarks from Jason Sinnarajah, President of Business Operations for the Washington Nationals, followed by Deputy Mayor Nina Albert, who outlined the District’s vision for the year ahead. Attendees were then introduced to a series of development opportunities and initiatives designed to drive investment, create jobs, and strengthen all Wards in the District.

DLCP is glad to be part of helping Mayor Muriel Bowser “run through the tape,” pushing forward with determination, collaboration, and a shared commitment to delivering results for residents and businesses.


Connecting With Students at the Washington School for Girls

The Washington School for Girls hosted a special visit on Friday, March 20th, bringing together students and representatives from various DC Professional Licensing Boards, Commission leaders, and DLCP staff. Throughout the day, guests spoke with the girls about the value of education, the confidence it builds, and the many directions their interests and talents can take them.

The students were curious and eager to learn how different careers shape the District. Their questions showed how powerful it is when young people are encouraged to imagine their futures and meet adults who believe in their potential. Supporting girls’ education strengthens communities, and moments like this help spark ideas that stay with students long after the day ends.


DLCP in the Community | Outreach Highlights

Week 3

The outreach events held in recognition of National Weights and Measures Week and National Consumer Protection Week were a great success. DLCP staff connected with residents across the District, setting up informational tables at several grocery stores and engaging shoppers throughout the week.

The Consumer Protection Unit (CPU) and the Office of Weights and Measures (OWM) provided guidance on consumer rights, scam prevention, reporting violations, and the importance of accurate weighing, measuring, and scanning devices. Shoppers also asked questions, and expressed appreciation for DLCP’s presence in their neighborhoods.

These events demonstrated DLCP’s strong dedication to protecting District residents through business licensing enforcement, consumer protection investigations, and marketplace accuracy. We thank the CPU, OWM teams, and all staff who contributed to making this week’s outreach efforts meaningful and effective. 


Apply Now for Sidewalk Vending Near Nationals Park This Baseball Season

Washington Nationals Opening Day will take place on April 3, 2026. DLCP is sharing important information for Class A and Class B sidewalk vendors interested in participating during the 2026 Washington Nationals Baseball Season. 

Available Vending Locations

A total of fourteen sidewalk vending spaces will be available near Nationals Park. These include:

  • Six merchandise vendor locations on Half Street SE
  • Eight food vendor locations on 1st Street SE between M Street and N Street SE

PLEASE NOTE: Vending is permitted exclusively on gamedays only.

Lottery

License and Safety Requirements

All vendors must be fully licensed and in compliance before submitting a lottery application. Required approvals include:

  • A valid DLCP license
  • DC Health approval for food vendors
  • Fire and Emergency Medical Services requirements
  • Micro Enterprise Vendors are not permitted to enter the lottery
  • Ice Cream and Food Trucks are not eligible to participate in the lottery

Vendors who are not compliant may not be able to vend during the season.

Before applying, vendors are encouraged to review the DLCP website for licensing and lottery information and to consult the Nationals Park map to view approved vending locations.

What You Need to Know | 2026 License Renewals

DLCP reminds licensees across multiple Boards and Commissions to review upcoming renewal deadlines and requirements for the 2026 cycle. Please see the summaries below to support timely submission of your renewal application.

Architecture License Renewal

Opens: February 1, 2026 Deadline: April 30, 2026

  • Renew online through Access DC (Sign Up required for new users).

  • CE Requirement: 24 hours of Health, Safety, and Welfare (HSW) approved by AIA or NCARB, unless this is your first renewal by examination.

  • Licenses not renewed by June 30, 2026 convert to Inactive – Reinstatement Eligible.

  • More information available at dlcp.dc.gov.

Industrial Trades License Renewal

Deadline: March 31, 2026

  • Renew online through Access DC (Sign Up and email verification required).

  • Approved licensees may view and download their digital license through the My Licenses tab in Access DC.

  • Important for Plumbers:

    • Master Plumbers designated to a Plumber Contractor company must submit:

      • $5,000 bond for the Master Plumber, and

      • $5,000 bond for the contracting company.

  • Licenses not renewed by March 31, 2026 convert to Inactive.

  • More information available at dcra.dc.gov/industrial-trade.

Combat Sports License Renewal

Deadline: March 31, 2026

  • Renew online through Access DC (Sign Up and email verification required).

  • Licensees are encouraged to renew early to avoid additional fees.

  • Licenses not renewed by March 31, 2026 require reinstatement.

  • Reinstatement is allowed for up to five years; after that, applicants must reapply as first‑time licensees.

  • Approved licensees may view and download their digital license through Access DC.

  • More information available at dlcp.dc.gov.

Barber and Cosmetology License Renewal

Opened: January 15, 2026 Deadline: April 15, 2026

  • Renew online through Access DC (Sign Up required for new users).

  • CE Requirement: 6 hours total, including

    • 2 hours Health, Safety, and Welfare, and

    • 4 hours General Electives

    • CE is waived for first‑time renewals and owner license renewals.

  • All licenses in this category expire April 15 of even‑numbered years.

  • Licenses not renewed by June 15, 2026 convert to Inactive – Reinstatement Eligible.

  • More information and approved CE providers available at dlcp.dc.gov.


Legislative Updates | In Case You Missed It

On March 23, 2026, the Committee on Health, chaired by Councilmember Christina Henderson, held a hearing on the following related to the Board of Funeral Directors:

  • The Funeral Directors Licensing Reform Amendment Act of 2025 (B26-0047) to create an embalmers license, update the funeral director’s license given the creation of an embalmers license, and establish requirements for a funeral directing and embalming internship;
  • The Green Death Care Option Amendment Act of 2025 (B26- 0547) to (i) allow funeral services establishments to use reduction by alkaline hydrolysis in addition to burial and cremation and (ii) expand the Board of Funeral Directors by one consumer member and one member with expertise in cremation or alkaline hydrolysis; and
  • Oversight of the Board of Funeral Directors to review its Fiscal Year 2025 performance.

DLCP and the Board of Funeral Directors testified about B26-0047 and B26-0547. They also testified about the accomplishments of the Board during Fiscal Year 2025 and the Board’s priorities for the remainder of Fiscal Year 2026. On March 25, 2026, the Committee on Youth Affairs, chaired by Councilmember Zachary Parker, held a hearing on the Theatrical Wrestling Regulation Amendment Act of 2025 (B26-0026). The bill would update the combat sports that are exempt from the authority of the Combat Sports Commission to include theatrical wrestling. Combat Sports Commission Chairperson Andrew Huff testified about the health and safety importance of regulating combat sports and the impact of the bill on wrestling events. On March 26, 2026, the Committee on Public Works and Operations, chaired by Councilmember Brianne Nadeau, held a hearing on the Accountancy Practice Amendment Act of 2025 (B26-0494)The bill would revise both the eligibility requirements for accountancy licensure and the mobility requirements for accountants who are licensed in another jurisdiction and want to practice in the District. DLCP and the Board of Accountancy testified about the bill and the opportunity to expand licensure pathways for accountants.
