What a year! This year has been full of opportunities and challenges, and as we close out 2025, I am proud of all that we have accomplished, and excited about what's to come. This year, DLCP strengthened partnerships with community organizations, sister agencies and other stakeholders, expanded resources to help customers launch and grow their businesses in the District, and shared timely, impactful stories through our DLCP Hub. Each of these efforts reflects our ongoing commitment to supporting the Mayor’s Growth Agenda and building a stronger, more resilient economy.
I am excited about the opportunities that 2026 will bring. At DLCP, we do not rest on our laurels. We are always open to opportunities that will allow us to build on our success, delivering exceptional services, and exceeding your expectations.

Here's a look at a few of the DLCP's highlights and accomplishments for 2025.

BEST Act Implementation: Launched on October 1, 2025, the Business and Entrepreneurship Support to Thrive (BEST) Act is transforming business licensing in DC. The law streamlines the business licensing process by reducing the license and endorsement categories from over 100 to 10, lowering fees to $99 for two years or $49 for six months, and waiving fees for businesses earning under $10,000 annually. It also reduces the penalties for expired and lapsed licenses.

BRC Community Outreach: DLCP’s Business Resource Center hosted approximately 20 workshops at Sycamore & Oak, General Business License Bootcamps with the Marshall Heights Community Development Organization, and Financial Literacy Speed Coaching events. These efforts provided small business owners with practical guidance and direct access to resources.

CorpOnline Modernization | 100% Digital Filings Now Live: On December 8, 2025, DLCP achieved a major milestone with the launch of the enhanced CorpOnline system, enabling 100% of corporate registration filings to be completed online. The new platform features guided workflows, expanded functionality, and improved navigation—making business registration easier than ever. This modernization effort was the result of extensive engagement with key stakeholders, including the Office of Tax and Revenue (OTR), DC Bar, and the Washington DC Economic Partnership (WDCEP), ensuring a seamless rollout that positions the District as a leader in corporate registry innovation. The new system simplifies the process for businesses to start and maintain their entities, directly supporting the Mayor's Growth Agenda and economic vitality.

Early results show significant impact: reduced customer rejections, fewer filing errors, and improved operational efficiency for both DLCP and the business community. Since launch, 4,205 users have registered and 3,156 filings have been submitted, marking a strong start to this transformative initiative.

Customer Service Center Reopening: On September 15, 2025, DLCP celebrated the grand reopening of its Customer Service Center, now permanently located on the second floor of headquarters. The modernized space consolidates core services — including licensing support, consumer complaint resolution, and professional guidance — to better serve residents and businesses.

Data Team Powers DLCP’s Digital Transformation: 13+ mission systems integrated into a single cloud-based platform: This year, DLCP’s Data Unit led a major modernization effort by transitioning to a cloud-based data lake and analytics platform. This initiative integrated data from across DLCP’s mission systems, enabling near real-time insights into agency performance and operations. The platform also supports secure data sharing with DC partner agencies, advancing a unified, District-wide approach to service delivery. With this foundation in place, DLCP is positioned to leverage advanced AI technologies for continuous improvement and enhanced customer experience.

Enforcement Division: Building Stronger Operations and Driving Results: FY25 Highlights – 1,461 NOIs Issued | $818,145 in NOI Revenue: In 2025, DLCP’s Enforcement Division focused on strengthening operations and improving consistency across compliance workflows. By tightening Civil Infraction processes and enhancing coordination between the Division and the Office of General Counsel, we improved how Notices of Infraction (NOIs) are documented, tracked, and resolved. The goal was simple: make it easier for staff to deliver exceptional work, protect case outcomes, and advance DLCP’s mission. These improvements have streamlined enforcement activities and reinforced the agency’s reputation for fairness and accountability. Looking ahead, the Division plans to deepen collaboration across departments, identify opportunities for alignment, and continue building strong relationships to ensure enforcement efforts support DLCP’s broader objectives.

Legislative Affairs: DLCP's Legislative Affairs Division continued its efforts to move the agency’s legislative and policy initiatives forward in alignment with Mayor Bowser’s Growth Agenda. They achieved this by introducing legislation and promulgating regulations that would spur economic growth, support business development, and increase employment opportunities by removing barriers to obtaining occupational and professional licenses. Specifically, the agency drafted seven bills, including a Fiscal Year 2027 Budget Support Act of 2025 subtitle, and nine regulations. The division also increased its Council engagement by submitting 11 oral and/or written testimony on matters that impacted DLCP and the customers it serves. Finally, the division was successful in securing funding for the Farmers Market Support Amendment Act of 2025.

Professional Licensing Growth: This year, due to the OPL team’s meticulous data collection and unwavering commitment to excellence, we demonstrated clear improvement in this year’s audit and received an EXCELLENT rating! As a result, DC is now among only 13 jurisdictions to achieve this prestigious recognition, a feat that speaks volumes about the caliber of our team’s efforts.

Professional Licensing Reforms: DLCP advanced reforms across several industries to prepare for the BEST Act. For accountancy, updates aligned CPA requirements with NASBA standards, extended exam timelines, and clarified reciprocity. In barbering and cosmetology, changes introduced inclusive license classes, reduced training hours, eliminated the manager license requirement, and created a new pathway for instructor licensing. These reforms modernize professional standards and lower barriers for District workers.

Risk Management & Support Services: Building Resilience and Modernizing Spaces: In 2025, DLCP’s Risk Management and Support Services Division completed a multi-phase headquarters renovation, delivering a modernized workspace that includes a new public Welcome Center and an enhanced experience for both staff and customers—all while maintaining continuity of operations throughout construction. The Division also strengthened agency preparedness by implementing the Continuity of Operations Plan (COOP) and Emergency Response Plan (ERP), establishing and training a Building Emergency Response Team (BERT), and providing agency-wide training in Hands-Only CPR (“Hands on Hearts”), evacuation chair use, and emergency response protocols. Due to the advanced readiness of DLCP’s BERT program, the agency was offered exclusive certified CPR training for BERT members and interested participants. Together, these efforts reinforce DLCP’s commitment to a systems-driven culture that prioritizes safety, clear processes, and shared expectations for DLCP staff and the public.

Security Division: A Year of Growth, Innovation, and Collaboration: 13,511 applications processed | 12% growth | Top 2 revenue driver: DLCP’s Security Division achieved record growth, with licensing applications increasing by approximately 12% over the prior year. The team processed 13,511 applications, including new issuances, transfers, and renewals—underscoring the growing demand for regulatory oversight and the Division’s critical role in safeguarding compliance across the District.

Driving Financial Impact: The Security Program ranked among DLCP’s top two revenue-generating disciplines, outpacing forecasts and fueling overall program growth while strengthening our market position.

Short Term Rental: DLCP’s Short-Term Rental (STR) program continues to deliver strong results through a customer-centric approach. By proactively engaging residents and educating them on legal lodging options, the program has increased compliance, generated revenue, and reduced enforcement referrals. This success reflects collaboration across the agency—STR specialists, OIS, and community partners worked together to streamline processes and enhance the resident experience. In the first quarter of FY26, DLCP issued 297 STR licenses, a 14.7% increase over the same period last year. Compliance outreach also expanded, with letters sent to residents in multiple wards to encourage compliance.

Strengthening Youth Opportunities Through Interagency Collaboration: One of DLCP’s key accomplishments in 2025 was the successful partnership between the Office of Professional Licensing’s Combat Sports Commission and the Department of Parks and Recreation (DPR). DLCP worked with DPR to disperse a $100,000 grant dedicated to supporting youth combat sports initiatives at community centers across the District. This funding will expand access to safe, structured programs that promote discipline, confidence, and physical fitness for young athletes. The collaboration reflects DLCP’s commitment to fostering community engagement and creating pathways for youth development through innovative partnerships. Additionally, the Commission partnered with DC Events and Monumental Sports to host a televised Lamont Roach Promotions event at CareFirst Arena and supported and regulated three major WWE events, including John Cena's farewell match at Capital One Arena on December 13, 2025.

Vending Program: Streamlined Processes and Steady Growth: In 2025, DLCP’s Vending Program achieved significant progress, processing 343 vending licenses and 75 permits—a steady increase over FY24. This growth reflects both rising demand and the program’s improved internal efficiency. Throughout the year, the team introduced much-needed structure and streamlined several steps in the licensing process, making it easier for vendors to navigate and for staff to manage. These operational improvements have strengthened customer service and reduced complexity for the vending community. The program also implemented key reforms to the vending lottery system, increasing transparency, strengthening fairness, and rebuilding trust—critical steps toward long-term stability. Outreach and communication efforts further enhanced relationships with vendors and clarified expectations across the board.
- Looking ahead, current FY26 application numbers indicate vending is trending forward and is on track to exceed FY25 totals, setting the stage for continued growth and modernization in the year ahead.

The DC Board of Architecture license renewal applications will go live on February 1, 2026 and must be submitted by April 30, 2026.
Licenses can be renewed online through Access DC. If you do not already have an account, you will first need to create one by clicking the Sign Up Link.
Pursuant to 17 DCMR § 3414, the District of Columbia Board of Architecture, Interior Design and Landscape Architecture requires a total of 24 hours of Health, Safety, and Welfare continuing education hours approved by AIA or NCARB to renew your license, unless this is your first renewal by examination.

Important Reminder: Licenses not renewed before June 30, 2026 will convert to Inactive – Reinstatement Eligible status and will require reinstatement after Board review.
DC Mayor Bowser and the DC Department of Parks and Recreation (DPR) invite residents to kick off the New Year strong by joining the 12th Annual FITDC Fresh Start 5K. This free, family‑friendly tradition will take place on Thursday, January 1, 2026, at the Frederick Douglass Memorial Bridge. See the flyer for details.
Sponsored by Aetna, the event will feature a Kids Dash, a pre‑race festival with refreshments, music, and vendor booths, making it a celebration for people of all ages and abilities.
Participants who register will receive a commemorative T‑shirt, timed runner’s bib, and medal while supplies last. Same‑day registration will open at 9:00 am, followed by the Kids Dash at 10:15 am and the 5K at 11:00 am. Residents are encouraged to come out, “run through the tape,” and start 2026 with energy, community, and fun.

DLCP Rulemaking Updates: On December 19, 2025, DLCP published two items in the D.C. Register. The first was the Short‑Term Rental Fees Notice of Final Rulemaking, lowering licensing fees for short‑term rentals from $104.50 to the $99.00 basic business licensing fee. This change aligns with the Business and Entrepreneurship Support to Thrive Amendment Act of 2022 (BEST Act), making business operations more affordable and facilitating licensure. The second item was the 2026 Schedule of Fines, which updates fines effective January 1, 2026, for violations in areas including business and professional licensing and corporations.

Glazier Licensing Standards and Certification Act of 2025: On December 17, 2025, the Council’s Committee on Public Works and Operations, chaired by Council Member Brianne Nadeau, held a public hearing on the Glazier Licensing Standards and Certification Act of 2025 (B26‑0422). The bill would establish licensing standards and certification requirements for glaziers—those who install and maintain the glass and metal systems that shape District buildings—and glazing contractors. The Board of Industrial Trades would oversee licensure, with two new members added to represent glaziers and glazing contractors. DLCP Legislative Affairs Director April Randall testified at the hearing, highlighting the bill’s potential impact on economic growth and employment opportunities in the District.

Official Sports Capital of the United States Designation Act of 2025: On December 11, 2025, the Official Sports Capital of the United States Designation Act of 2025 passed Congressional review and became law. The legislation designates the District as the “Official Sports Capital of the United States” and requires development of a plan to promote the District under this designation, boosting tourism and economic development. The Combat Sports Commission submitted written comments on the bill during its March 20, 2025 hearing.

Accountancy Practice Amendment Act of 2025: On November 20, 2025, Council Chairman Phil Mendelson, on behalf of Mayor Muriel Bowser, introduced the Accountancy Practice Amendment Act of 2025 (B26‑0494). Drafted by DLCP with the assistance of the Board of Accountancy, the bill would facilitate the practice of accounting in the District by establishing an alternate pathway to licensure. This pathway would allow individuals with a baccalaureate degree, two years of work experience, and successful completion of the CPA examination to obtain a license. The bill also updates requirements for accountants licensed in other states who wish to practice in the District, supporting mobility across jurisdictions. The legislation has been referred to the Committee on Public Works and Operations, with comments from the Committee on Business and Economic Development, and is awaiting a hearing.
