Free COVID-19 Self-tests for LEAS from the Federal Government
The US Department of Education, in partnership with the US Department of Health and Human Services, is offering free, rapid, at-home COVID-19 tests to interested LEAs. Public and public charter LEAs may request over-the-counter rapid antigen COVID-19 self-tests free of charge for their students, families, staff, and school communities.

Restorative Justice Professional Development Schedule for the 2024-25 School Year
OSSE, in partnership with RestorativeDC, is excited to announce the restorative justice programming schedule for the 2024-25 school year! Upcoming 2024 Special Education Performance Report (SEPR) Public Release
On Tuesday, Oct. 15, OSSE will publicly post each LEA’s federal fiscal year 2022 (FFY22) Special Education Performance Report (SEPR) on the OSSE SEPR website.
The morning of release, OSSE will email all LEA leaders and Special Education Points of Contact email templates to support SEPR communications with LEA parents and staff.

October LEA Special Education Points of Contact Webinar (reminder)
On Wednesday, Oct. 16, from 10-11 a.m., OSSE will host the quarterly webinar training for all LEA Special Education Points of Contact (LEA SPED POCs). During this training, OSSE will provide important information relevant to your role as the LEA SPED POC. The agenda will include the following:
- Policy reminders and updates;
- Individuals with Disabilities in Education Act (IDEA) monitoring reminders and updates;
- Teaching and Learning reminders and updates;
- Special programs reminders and updates;
- Nonpublic reminders and updates;
- Transportation updates; and
- Reminders and announcements.
All LEA SPED POCs should plan to participate in each scheduled webinar, as well as share the content, updates, and announcements with relevant staff within your LEA. If you have not already signed up for the 2024-25 webinar series, please register here.

FY24 Grants Close Out Schedule (reminder)
The 2024 fiscal year for grants closed on Sept. 30, 2024. To ensure a smooth close out process, please review your grant balances in the Enterprise Grants Management System (EGMS) and complete the following steps:
Oct. 15, 2024 – Apply for liquidation extension on American Rescue Plan-Elementary and Secondary School Emergency Relief (ARP-ESSER) and American Rescue Plan-Homeless Children and Youth (ARP-HCY) federal recovery grants. If you made obligations by the Sept. 30 deadline and would like to continue reimbursing on your federal recovery grants in FY25, your LEA may apply for liquidation extension. Nov. 1, 2024 – Submit FY24 Grant Budget Amendments. This is the deadline to submit grant budget amendments in EGMS. This ensures OSSE can approve your request and allows for sufficient time for you to submit final reimbursement requests by the Dec. 2, 2024 deadline.
Dec. 2, 2024 – Submit FY24 Reimbursement Requests. This is the final deadline to submit reimbursement requests in EGMS for any grant ending in FY24.
Jan. 15, 2025 – Submit FY24 Close Out Reports. This is the last day for you to approve your close out reports in EGMS, which then allows you to access any applications available for continuation funding (i.e., carryover from FY24 into FY25).
Fiscal Year 2025 Due Nov. 15, 2024 (reminder)
The consolidated application for the FY25 Scholarships for Opportunity and Results (SOAR) Formula grants, which includes SOAR Academic Quality and SOAR Early Childhood, is now available in EGMS. The deadline for LEAs to submit applications is Friday, Nov. 15, 2024. The award period for these grants is July 1, 2024, through Sept. 30, 2025.
An optional pre-application webinar will be held at 11 a.m. on Wednesday, Oct. 16 which will provide an overview of the purposes of the SOAR Formula grants, provide information on how to complete the consolidated application in EGMS, and share basics of project budgeting and allowable costs. Please register to attend here. The webinar will also be recorded and posted on the OSSE SOAR Formula webpage along with the FY25 SOAR Formula application guide.
