Draft Fiscal Year (FY) 2023 Consolidated Annual Performance and Evaluation and Report (CAPER)

The DC Department of Housing and Community Development (DHCD) wants feedback on the District's FY 23 Consolidated Annual Performance and Evaluation Report (CAPER). The FY 2023 CAPER will report to the U.S. Department of Housing and Urban Development (HUD) how the District spent its federal funds on the following activities:

  • affordable housing, 
  • homelessness, 
  • community development, 
  • economic development, and 
  • housing and supportive services for persons and families living with AIDS/HIV.

The CAPER details how the District spent federal funds for affordable housing and the progress made against goals. To read the draft document:

District stakeholders will have an opportunity to discuss the CAPER during a hybrid public hearing before the CAPER is submitted to HUD. DHCD will hold a public hearing on this document following the District’s Citizen Participation Plan. The public hearing will be held at 6:30 pm on Monday, January 22, 2024, at DHCD's Housing Resource Center, 1800 Martin Luther King Jr. Avenue SE, Washington, DC 20020. District stakeholders may participate in the public hearing in person or online; details are below. CLICK HERE to participate in the public hearing.

If you are unable to attend in-person, the virtual public hearing will be available via Zoom; please register to confirm you participation in order to receive the link.

 

  • Public Comment Period: The public comment period is from December 6, 2023 to February 9, 2024.

 

  • Written Statements: DHCD will accept written statements via the United States Postal Service (USPS) addressed to Ms. Colleen Green, Director, DHCD, 1800 Martin Luther King Jr., Avenue SE, Washington, DC 20020, or via email to opm.questions@dc.gov. DHCD must receive written statements by 5:00 pm on February 9, 2024. 

 

  • Language and Translation Services: English, Spanish, and American Sign Language (ASL) interpretations will be available. Residents needing language interpretation in Vietnamese, Chinese-Mandarin/Cantonese, Amharic, or French must notify Tilla Hall at (202) 442-7239 or by email to OPM.questions@dc.gov by 5:00 pm on Tuesday, January 16, 2024.
