Mayor Bowser Announces 2022 Leave Policies
Restored Leave Remains Available through April 2024 On October 14, 2022, Mayor Bowser announced that employees have two years to use leave restored due to COVID-19 from the date the public health emergency ended, which was April 2022. Therefore, excess annual and universal leave that accrued in 2020 and 2021 will be available for employees’ use through the end of April 2024.
Employees who will have excess annual leave at the end of the leave year because they used their restored leave from 2020-21 instead of their annual leave, will have those restored leave hours returned. Employees will have until April 2024 to use those hours.
2022 Use or Lose Leave As we approach the end of 2022, many employees will have accrued more annual or universal leave from 2022 than can be typically carried into the new year. This excess leave is considered “use or lose” leave. Any “use or lose” leave that is not taken by December 31, 2022, will be lost. If you are fortunate enough to have “use or lose” leave, we encourage you to donate your excess hours to the annual leave bank to support your colleagues.
Make a Donation to the Annual Leave Bank The District’s Annual Leave Bank Program allows employees to contribute unused, accrued “use or lose” leave to bank members who are experiencing a personal or family medical emergency and who have exhausted their personal leave. Employees may donate annual leave by completing the DCSF No. ALB-01 "Application to Donate Leave to the Leave Bank form. Employees who wish to donate must complete and submit their form to Jeanette Pinnix by Sunday, December 4, 2022.
For additional information, please refer to Issuance 2022-15, Use or Lose (2022) or contact the DCHR Policy and Compliance Administration at DCHR.Policy@dc.gov.
2023 Employee Benefits
Open enrollment for your 2023 employee benefits begins Monday, November 14 and ends on Monday, December 12, 2022. This is your annual opportunity to review your current benefit elections and make any necessary changes.
Please note: If you need a Flexible Spending Account (FSA) for 2023, you must re-enroll with a new annual pledge for healthcare and dependent care programs. Current annual pledges do not carry forward into the new plan year.

Heathcliff and Friends...The Last Episode |
|
A short story by Tonya Miller...
The humans took him home after completing the paperwork.
Heathcliff was placed in the back of a very large truck. The woman clamped the smaller humans in seats directly in front of him. He laid down to see what this was all about.
He dozed off on the drive and when they arrived at their destination, the humans put him on the leash.
He and the male human, also known as Antony, walked around the very large park area. “This is your new home, boy. This is the yard where you can lay in the sun and play.”
Heathcliff wagged his tail. This seemed to make the human happy. After spending a bit of time outside, they went into the square box.
Heathcliff was led to something large and squishy on the floor next to a fire. He backed away from it, remembering the fires he had seen. The woman reassured him that it was okay. She sat on the squishy thing waiting for him to come over to her.
He walked around the room sniffing the strange new scents. Something definitely smelled like a cat. Heathcliff had only one run-in with a cat. It did not go well.
He walked into the kitchen smelling something strong. He went to the trash can and tried to open it. He knocked it over instead. The smell was in there. It smelled delicious and he wanted it. Heathcliff let out an annoyed woof.
“No,” the man said. “No, trash.”
“Good thing we got the locking trashcan. We thought it would be for Ryan, but clearly it will be for Maxwell.”
Maxwell? Heathcliff thought. Who was Maxwell? He woofed again and the man gently moved him out of the kitchen with his legs. Heathcliff was getting sleepy. He went over to the squishy thing and laid down near the woman who was still sitting there. He closed his eyes and went to sleep.
Now, he knew what happened to the dogs that left with the humans. He got a new bed, a new family, and a new home. The end...
Thank you for reading Heathcliff and Friends!
