Chelsy Briggs| Human Resources Manager Office of the Director
Chelsy Briggs joins DLCP as its new Human Resources Manager. Prior to that, she served as Director of Human Resources for the Orr Group, where she was responsible for overseeing the development and implementation of personnel management systems, including performance evaluations, policies and procedures compensation and benefits package, payroll, leave administration and diversity, equity, and inclusion efforts. She led, planned, strategized, and implemented the day-to-day administration of the organization’s human resource programs. Chelsy also spent over a decade at the Americans for the Arts as a Human Resources Director.
Chelsy graduated with a Master of Arts degree in Human Resource Management from the Catholic University of America. She earned a Bachelor of Arts degree in Management Information Systems from the North Carolina Agricultural and Technical State University.
When she's not working, you can usually find Chelsy watching TV, playing video games, or rooting for one of the sports teams in the District.

Ashlee Brown | Supervisory Contract Liaison Office of the Director
Ashlee Brown is a procurement professional who is well-versed in purchasing of administrative, professional, and information technology services. Some of her most noted procurements include high-visibility projects like DC Access System (DCAS) O&M, Vision Zero, Hyperlocal Air Quality, and Lead Safety for Daycare Facilities.
She received her Bachelor of Business Administration from Howard University in International Business. She is currently a candidate in the Master of Science in Organizational Leadership and Master of Business Administration dual degree program at Southern New Hampshire University. When she is not procuring goods and services for the District, Ashlee spends her time supporting improved maternal health outcomes as a full spectrum doula.

It is important to be clear as to our roles when interacting with our customers. Additionally, our email signature establishes and reinforces who we are as an agency. By creating a cohesive email signature for each employee, we’ve created brand recognition in every email we send.

Additionally, staff should upload their headshot as their profile picture in all DLCP and District Government portals and systems such as PeopleSoft, Microsoft Teams, and Microsoft 365, Outlook, etc. If you require assistance uploading your photo, please reach out to the Office of Information Systems (OIS) Helpdesk at helpdesk4@dc.gov.
