Don Tatum

Donald Tatum| Labor and Employee Relations Liaison
Office of the Director

Congratulations are in order for Donald Tatum; after nearly 22 years of service with District government, he is retiring! 

Donald has served as DCRA's Labor and Employee Relations Liaison for nearly 15 years. He worked closely on all issues related to labor relations with DCRA management, the Office of the Attorney General (OAG), the Office of Labor Relations and Collective Bargaining (OLRCB), and the AFGE and AFSCME unions. Prior to joining DCRA, he worked in a similar role for District of Columbia Public Schools (DCPS) for several years. 

Donald's tireless work has provided the agency with valuable guidance and process developments that have aided our labor relations efforts greatly. He will be missed, but we wish him all the best in retirement!


Stepping Into a New Role

Keith Slade

Keith Slade| Program Manager, Support Services and Records
Office of the Director

Keith Slade was recently named the Program Manager for Support Services and Records for DCRA after having served as the interim since April 2022. In his 11 years with DCRA, he has served in many roles, including D.C. presidential inaugural committee program administrator, emergency manager, account manager, and permit services center and file room manager.

Originally from Greensboro, NC, Keith is a former sergeant in the United States Army, and completed Special Operations training from the Joint Chiefs of Staff in the Pentagon, as well as the National Emergency Management Basic Academy. He enjoys travel and attending various entertainment and sporting events.

Antwanette Boone-Murphy

Antwanette Boone-Murphy | Procurement Manager
Office of the Director

Antwanette joins DCRA as an experienced accounting and procurement professional. She started her career in the federal government, but has now worked in District government for over 20 years, serving in various positions including Administrative Officer, Supervisory Contract Specialist, and Budget/Management Analyst. She also served as the Supervisory Contract Specialist/Contracting Officer, leading a team of procurement professionals in acquisition, purchasing, and contracting efforts for the DC Office of Contracting and Procurement (OCP). 

Antwanette is a native of the DMV area, and lives in Upper Marlboro, with her family.  She loves reading, music, traveling, cooking, sports and car racing, but most importantly, she loves spending time with her family and volunteering. 


Nepolina Chhetri

Nepolina Chhetri | Attorney Advisor

Nepolina Chhetri is a skilled litigator with an impressive track record of success focused on representing small businesses and nonprofits in various civil cases ranging from intellectual property protection to complicated bankruptcy proceedings.  She started her career as a six-sigma black belt chemical engineer for companies such as Dow Chemical and Albemarle Corporation in roles ranging from R&D, program manager, and business leader.  Drawing on over a decade of technical and management expertise, Nepolina enjoys working closely with her clients to devise and execute winning strategies and compel effective negotiations. She is licensed to practice law in the District, Virginia, and as a patent attorney at the United States Patent and Trademark Office.

A native of Nepal, Nepolina received her Juris Doctor degree from the University of Maryland. Prior to that, she graduated from Case Western Reserve University with a Master of Science degree in Engineering Management, a Bachelor of Arts degree in Chemistry (Cum Laude), and a Bachelor of Science degree in Chemical Engineering (Magna Cum Laude). 


Kwasi Cook

Kwasi Cook| Engineering Technician
Office of the Zoning Administrator

Kwasi Cook brings a passion for good architecture and urban design to DCRA. his design concepts show a thoughtful connection to African principles and history. His student work for a community center in a converted rail depot was featured in the Montgomery Gazette. Kwasi enjoys keeping his pulse on recent development projects in the Washington, D.C. area, and the effects of development on our communities.

He is a current graduate student in Landscape Architecture at Morgan State University after previously graduating with a Bachelor of Science degree in Architecture and Built Environment Studies.  In his free time, he enjoys outdoor adventures and concerts.


Brandon Daniels

Dr. Brandon Daniels| Chief Performance Officer

Dr. Brandon Daniels joins DCRA as the Chief Performance Officer after serving as the Performance Management Officer at the Department of General Services (DGS), where he lead the performance management, process improvement, and data management efforts for the agency. Before his time with DGS, Dr. Daniels served in the Office of the City Administrator (OCA), advising OCA's Chief Performance Officer on the effectiveness of existing District government performance management initiatives, infrastructure, programs, and policy.

Before joining District government, Dr. Daniels served as Associate Director for Policy Research and Strategy at the American Council on Education, Director of Special Programs at the Association of Governing Boards for Universities and Colleges, and as an Education Research Analyst in the Strategic Planning Group of the U.S. Department of Education's Office of Postsecondary Education. Dr. Daniels also serves as a Professional Lecturer in Program Evaluation at the Georgetown University School of Continuing Studies. He taught previously at American University as a Professional Lecturer in Education, teaching courses in Program Evaluation, Research Methods and Quantitative Assessment.

Dr. Daniels earned his Doctor of Philosophy degree in Educational Leadership and Policy Analysis from the University of Wisconsin-Madison. He completed his Master of Science degree in Educational Leadership and Policy Studies from Florida State University, and his Bachelor of Arts degree in English and Technical Communication from the University of North Texas.

In his spare time, Dr. Daniels is a food and wine enthusiast, and is currently completing his Level 3 Award in Wines from the Wine and Spirit Education Trust. He is also a diehard fan of the Dallas Cowboys.


Kristen Ford

Kristen Ford | Program Analyst, Agency Performance

Kristen Ford joins DCRA as a Program Analyst most recently having served as a Project Analyst for the US Department of Defense. Earlier in her career, Kristen was worked in finance as an underwriter and mortgage loan processor.

Originally from Baltimore, MD, Kristen relocated to Petersburg, VA, and earned a Bachelor of Arts degree in Mass Communication with a concentration in Public Relations from Virginia State University. In her free time, Kristen enjoys socializing with friends and family, going shopping, and trying new restaurants.


Donna Herrod

Donna Harrod| Program Manager, Security
Occupational and Professional Licensing  (OPL)

Donna Harrod joins DCRA as the Security Program Manager in the Occupational and Professional Licensing Administration (OPLA). She comes to DCRA with over 25 years of experience serving as a program and project manager responsible for identifying business, functional, and technical requirements, in addition to development and implementation of several government and private industry contracts.

Donna is a native Washingtonian, and attended the University of Maryland University College, where she studied Computer and Information Systems Technology. Donna's spare time is spent enjoying serving in her church and local community, in addition to spending time with family and friends.


Tracey Leonard

Tracey Leonard| Labor and Employee Relations Specialist

Tracey Leonard joins DCRA after having most recently served as a Human Resources Specialist with the District of Columbia Department of Human Services (DHS). Her main areas of expertise include employee relations, labor relations, ADA, FMLA, benefits, performance management, and human resources consulting on employee matters.  Tracey has spent over 15 years working in human resources between her time with District government and in the private sector.

Tracey obtained her Master of Arts degree with a concentration in Employment and Labor Relations from Indiana University of Pennsylvania, and previously earned her Bachelor of Science in Human Resource Management. She relocated to Washington, DC from Pittsburgh, PA, although she remains a dedicated and loyal member of Steeler Nation. She enjoys bike rides, traveling, attending sporting events, and exploring all of the District's wonderful cuisine.


Tamara Mooney

Tamara Mooney| Program Manager, Code Enforcement and Residential Inspections
Inspection and Compliance Division

Tamara joins DCRA after spending the past eight years at the Department of Human Services (DHS). During her tenure as Program Manager at DHS, she managed the opening of over 10 transitional housing programs, five shelters, three drop-in centers, and spearheaded the new program of extended transitional housing. Prior to DHS, Tamara served 10 years in the United States Navy, worked as a trauma therapist.

Tamara previously earned a Master of Science degree in Mental Health Counseling from Capella University after finishing her Bachelor of Science in Psychology at Columbia College. Originally from Dallas, TX, she is a big Dallas Cowboys fan, and enjoys living in DC with her daughter and two grandchildren. 


Mary Morgan

Mary Morgan| Program Manager, Customer Service and Account Management

Mary Morgan brings a clear process management focus to DCRA.  She previously served as a Program Manager in the District of Columbia Child and Family Services Agency (CFSA).  Prior to that, Mary also served as a supervisor in the District of Columbia Office of Unified Communications (OUC).

Originally from New Jersey, Mary attended the University of Maryland's Francis King Carey School of Law, earning a Masters of Science degree in Health Care Law. She attended Drew University as an undergraduate and studied liberal arts. In her free time, Mary is an avid card player who also enjoys attending concerts, plays, and mentoring others.


Shane Owen

Shane Owen joins DCRA following five years as a police officer with the Colorado Springs, CO Police Department. Prior to that, Shane served in the Australian Federal Police and the Australian Army.

Originally from Australia, Shane immigrated to the United States almost a decade ago and recently moved to Reston, VA with his family. Shane is finishing his final semester to earn a Master's degree in Legal Studies from American Public University. He previously completed a Bachelor's degree in Criminal Justice Administration from Columbia Southern University. In his spare time, he enjoys spending time with family, reading, and exercising.


Mamadou Samba

Mamadou Samba| Chief Operations Officer

Mamadou Samba served as Deputy Director for the District of Columbia’s Office of Human Rights where he drove the administration of the agency’s $10 million annual budget across six organizational units including Communications & Engagement, Special Equity Programs, Enforcement Units, Commission on Human Rights, and Office of the General Counsel. Mamadou also lead the agency’s strategic planning, performance management, and oversight of high-level agency projects. 

Previously, Mamadou served as Chief of Staff for the Office of Labor Relations and Collective Bargaining, where he directed daily agency operations with a combined annual budget of $3M.  Mamadou successfully led the development of a city-wide labor strategy and managed external affairs engagement initiatives to labor partners and over 15,000 union members in the District.

Between 2015 – 2019, Mamadou served as Executive Director of the Mayor’s Office of African Affairs and led significant achievements directly impacting the African community. During this period, Mamadou established the first-ever African Community Liaison Unit within the Police Department, initiated the African Diaspora Coding Academy in partnership with OCTO, DCHR, and DSBLD to provide web and mobile application training to over 200 residents in order to bridge the technology divides, and produced and screened Diaspora in Dialogue film to promote multicultural awareness. In 2016, Mamadou received Congressional Recognition from Rep. Eleanor Holmes Norton and in 2017 he received the Nelson Mandela Award for Social Justice from the UNESCO Center for Peace and the Visionary Leadership Award from the African Studies Association. 

Mamadou earned a Master of Public Administration degree from Kennesaw State University and a bachelor’s degree in political science from the University of South Carolina Aiken. He is a Certified Public Manager from the Center for Excellence in Public Leadership at George Washington University. 


Tariku Wakene

Tariku Wakene joins DCRA after working as a project manager providing structural design and analysis, construction administration services, and client and project management services. He is a registered professional engineer with over 15 years of experience and proficiency in multiple software platforms.

Tariku has been living in the DMV area since 2004 after immigrating from Ethiopia. He holds an Master of Science degree from Howard University in Structural Engineering, and a Bachelor of Science degree from Arba Minch University, Ethiopia in Civil Engineering. He is a family man who enjoys spending time with his two young daughters.


Lamir Whetstone

Lamir Whetstone| Program Manager

Lamir Whetstone returns to DCRA after most recently recently serving as the Supervisory Solid Waste Inspection Officer for the Department of Public Works (DPW). He previously served as a Program Support Specialist for DCRA. Prior to joining District government, Lamir was an assistant store manager for a grocery chain.

Lamir is originally from Trenton, NJ. He previously earned a Bachelor of Science degree in Business Administration from the University of Maine. In his free time, Lamir enjoys spending time with family and friends, watching sports, and playing golf.


Jacqueline Williams

Jacqueline Williams| Attorney Advisor

Jacqueline Williams, Esq. is a native of Oakland, California, and was most recently the principal attorney at the Law Office of Jacqueline Williams, a boutique firm in Washington, DC. Licensed to practice law in New York and the District of Columbia, Jacqueline brings a wealth of legal experience to DCRA, including prior service as an Assistant District Attorney in Brooklyn, New York, an Administrative Hearing Officer for the University of Maryland, College Park, an Assistant General Counsel for the New York City Taxi and Limousine Commission, and an Equal Employment Opportunity (EEO) contractor for the United States Department of Agriculture.   

Jacqueline  proudly serves as an Ambassador and 2015 Society member for the Smithsonian’s National Museum of African American History and Culture. She previously served two terms as a Commissioner for the District of Columbia’s Commission on Reentry and Returning Citizens Affairs. She also served as a volunteer attorney for former President Barack Obama and former Attorney General Eric Holder’s Clemency Project, and in 2017 she was awarded the Rising Star Award by the National Bar Association’s Greater Washington Area Chapter (Women Lawyers Division).

She is a proud honors graduate of the Southern University Law Center, where she received her Juris Doctor and was a member of the Law Review. She completed her Bachelor of Arts degree in Criminal Justice at Grambling State University, and is a proud member of Alpha Kappa Alpha Sorority, Incorporated.  In her spare time, she enjoys golfing, listening to live music, learning to play the bass guitar, and spending time with her family.  


Donna Lee Wray

Donna-Lee Wray| Business Analyst, Agency Performance

Donna-Lee Wray joins DCRA having most recently served as a Regional Supervisor for Stryker. She also previously worked as a Senior Analyst for the U.S. Department of Homeland Security. Earlier in her career, she held several notable roles with General Electric, PepsiCo, Standard & Poors and AstraZeneca to name a few.

Originally from the island of Jamaica, Donna-Lee migrated to the United States and has earned a Master of Science degree in Business Administration and Strategic Management and Finance from Hofstra University and a Bachelor of Science degree in Business Administration and Finance from Franklin University. She enjoys spending time with family, traveling, reading, singing, and helping others.

During the pandemic, DCRA experienced many changes. Among them is the addition of new members to the team, and those who have stepped into new roles.

To ensure that we are presenting our team in the best possible light, we are offering the opportunity for team members to be photographed, ensuring that we have a recent professional photograph of you available for when the need arises to talk about your work.

Appointments are now available semi-weekly on Tuesday afternoons for all staff.

It is important to be clear as to our roles when interacting with our customers.  Additionally, our email signature establishes and reinforces who we are as an agency. By creating a cohesive email signature for each employee, we’ve created brand recognition in every email we send.

Please follow the steps to set up your email signature in the Setting Up Your Computers and Mobile Devices Guide.

Additionally, staff should upload their headshot as their profile picture in all DCRA and District Government portals and systems such as PeopleSoft, Microsoft Teams, and Microsoft 365, Outlook, etc. If you require assistance uploading your photo, please reach out to the Office of Information Systems (OIS) Helpdesk at helpdesk4@dc.gov.
