Aaron Eastlack | Operations Manager, Agency Performance and Data Team Office of the Director
Aaron Eastlack is stepping into the role of Operations Manager with the Agency Performance and Data Team here at DCRA. Aaron first joined DCRA in 2020 with over ten years of experience in workflow process and data management. In his new role, he will manage the reporting of the agency’s Key Performance Indicators (KPIs), Strategic Initiatives, and Standard Operating Procedures (SOPs), in addition to several other duties.
Before joining DCRA, Aaron gained private-sector experience working at CoStar Group, a commercial real estate research company. He also developed management and business process improvement skills at a risk management consulting firm, where he led team projects for dozens of clients. Aaron also worked in data management for the Institute for International Education, where he handled data management duties for initiatives such as the Fulbright U.S. Scholar Program. Aaron has earned a Certificate in Project Management from the Georgetown University School of Continuing Studies. He previously completed a Bachelor of Arts in Interdisciplinary Studies: Communication, Legal Institutions, Economics, and Government (CLEG) degree from American University.
Aaron hails from Maryland originally, but he now considers the District his home, along with his wife, daughter, and English Labrador Retriever. When he’s not working, Aaron is an avid DC sports fan.

Anthony Prather | Interim Program Manager Business Licensing Division
We are happy to announce that Anthony Prather will be stepping into a new role as the Interim Program Manager, Business Licensing within the Business and Professional Licensing Administration (BLPA). Anthony has served as the Business License Center Supervisory Manager since June 2017, and has over 30 years of experience with DCRA.
Anthony earned a Bachelor of Arts in Business Management degree from the University of the District of Columbia. Outside of work, he enjoys spending time with family, and is also a motorcycle enthusiast.

Victoria Cooke | Public Affairs Specialist Office of the Director
Victoria Cooke comes to DCRA as a Public Affairs Specialist after serving in the same role at the Department of General Services (DGS). At DGS, she coordinated with the Public Information Officer to provide accurate and timely information to the media, Executive Office of the Mayor (EOM), Councilmembers, and District residents. Victoria began her time with District government as a communications strategist contractor. Prior to this, Victoria served as the Director of Marketing & Communications at QLB Consulting. She managed all marketing projects, creating communication strategies that allowed businesses to amplify their revenue and followers on digital platforms. Victoria also has experience as a consultant and project assistant for ADC Management Solutions.
Victoria received her Associate of Arts in Mass Communications degree from Prince George's Community College. She has studied Strategic Legal Management Communications at Howard University, and is currently studying Communications at the University of Maryland, College Park.

Kendra Covington | Program Support Specialist Occupational and Professional Licensing Administration (OLPA)
Kendra Covington joins DCRA coming from the Copyright Office of the Library of Congress, where her role was to explain and apply copyright law and policy to various stakeholders.
A native Washingtonian, Kendra attended Woodrow Wilson Senior High School. She also attended Pennsylvania State University. Kendra is well-traveled, having served in mission field work internationally. She enjoys singing, volunteering with her Sunday school students, and appreciating the arts and sports.

Loria Dickens | Program Analyst Office of the Director
Loria Dickens joins DCRA as a Program Analyst, having previously served for three years as a Budget Analyst in the Department of Healthcare Finance (DCHF), a division of the Office of the Chief Financial Officer (OCFO). Earlier in her career, she worked in telecommunications, serving as a senior accountant and financial analyst.
Loria earned her Master of Business Administration degree from Webster University after completing a Bachelor of Science in Finance degree at the University of Central Florida. In her free time, she enjoys reading, working out, and travelling.

Kolas Elion | Project Manager Permitting Operations Division
Kolas Elion joins the agency as a Project Manager with over twenty years of experience in project management for architecture and general contracting companies. Kolas has managed projects ranging from new construction of corporate and retail buildings to remodels and additions of various sizes.
Kolas is originally from Seattle, WA, and obtained his Bachelor of Architecture degree from Hampton University. He enjoys spending time with his family and friends, and particularly likes watching his children play soccer.

John Fiorentine | Program Manager Alternative Resolution Team
John Fiorentine joins DCRA as the Alternative Resolution Team (ART) Program Manager within the Office of the General Counsel (OGC), after having most recently served as a Supervisory Investigator with the District of Columbia's Alcoholic Beverage Regulation Administration (ABRA). Prior to this, John worked as a Program Analyst in the Internal Affairs Bureau of the Metropolitan Police Department (MPD). He also brings several years of experience as a Program Manager from his time on active duty with the United States Coast Guard.
Originally from Long Island, NY, John is currently completing a Master of Professional Studies in Homeland Security degree at George Washington University. John completed a Master of Science in Administration degree with a focus in Leadership from Central Michigan University, in addition to a Graduate Certificate in Homeland Security and Emergency Management from Florida International University. He graduated from the US Coast Guard Academy with a Bachelor of Science in Government degree. In his free time, John enjoys cooking, traveling, and spending time with his dog.

Daniel Garay | Public Affairs Specialist Office of the Director
Daniel Garay joins DCRA as a Public Affairs Specialist, having most recently served in local government as the confidential aide to the director of the Montgomery County, MD Office of Consumer Protection. Prior to that role, Daniel was a communications and technology manager for a midsize public accounting firm.
Daniel was born and raised in Gaithersburg, MD and earned a Bachelor of Arts in International Studies from American University. When he's not working, Daniel enjoys sports of all shapes and sizes, playing guitar, and trying to find his way through jigsaw puzzles.

Sherandan Gray | Contact Representative Customer Service
Sherandan Gray joins the agency as a Contact Representative, bringing over eight years of cumulative experience in human services with District, Arlington County, and Montgomery County governments. She enjoys learning about new resources to help people and providing insight to residents, businesses, and visitors regarding happenings in DC.
Sherandan graduated from Bowie State University with a Bachelor of Arts in Sociology degree. In her free time, she enjoys cooking, reading, and being by the water in nature.

Ramon Labrador | Deputy Surveyor Office of the Surveyor
Ramon Labrador joins DCRA as the Deputy Surveyor for the Office of the Surveyor with extensive experience as a Professional Land Surveyor (PLS) in the private sector. Ramon has served as a field-to-finish surveyor, project surveyor, and survey manager for various engineering firms. His experience includes land development projects such as residential and commercial construction, development of highways and bridges, and government projects. Ramon started his career as a Survey Technician with A. Morton Thomas and Associates.
Ramon received a Bachelor of Science in Land Surveying and Topography degree from the University of Puerto Rico at Mayaguez. Originally from Aibonito, PR, Ramon relocated to Maryland in 2008, where he became licensed as a Professional Land Surveyor in Maryland and as a Registered Land Surveyor in Washington, DC. In his free time, Ramon enjoys spending time with family, playing golf, and working out.

Yoselin Lizama | Contact Representative Customer Service
Yoselin Lizama joins DCRA as a Contact Representative having previously been employed as an administrative technician with the Arlington County Department of Human Services. Prior to that role, Yoselin worked with the public in several fields, including insurance and public charter school education. She enjoys assisting the public through detailed and courteous customer service.
Yoselin was born and raised in the District of Columbia, and loves to spend quality time with family and friends.

Briana Reynolds | Contact Representative Permitting Operations Division
Briana Reynolds joins DCRA as a Contact Representative with previous experience as a customer service and health care professional providing patient care in various specialty medical practices. Most recently, Briana worked with Medstar Georgetown University Hospital, where she assisted the hepatology, internal medicine, and neurology departments. Briana prides herself on being a team player and having a positive attitude.
Briana plans to complete her Bachelor of Arts in Criminal Justice degree in the future. In her personal time, she enjoys cooking, traveling, and spending time with family.

Ricardo Robinson | Program Support Specialist Occupational and Professional Licensing Administration (OLPA)
Ricardo Robinson joins DCRA as a Program Support Specialist with 18 years of experience with the United States military and four years of government contracting experience. He has served in a variety of operations and human resources leadership roles in support of the Military Entrance Processing Station (MEPS) in Fort Jackson, SC, and the District of Columbia National Guard.
Ricardo earned his Bachelor of Psychology degree from South Carolina State University. In his free time, Ricardo enjoys spending time with his family, organizing community service events, cycling, and watching football.

Amanda Ware | Deputy Chief Information Officer Office of Information Services
Amanda arrives at the agency having previously worked at the District Department of Transportation (DDOT), the United States Department of Homeland Security, and the Executive Office of former Mayor Anthony Williams.
She earned Master of Business Administration and Master of Science in Information Systems degrees from the University of Maryland, Global College, in addition to a Bachelor of Arts in Political Science degree from South Carolina State University. In her free time, Amanda enjoys traveling, attending sporting events, following politics, supporting her sorority, Delta Sigma Theta, in their community outreach efforts, and spending time with her husband and two daughters.

Angela White | Program Support Specialist Consumer Protection Unit
Angela White joins DCRA as a Program Support Specialist with over 13 years of District government experience. She most recently worked as a Community Service Program Assistant for the Department of Behavioral Health (DBH), and previously served in other varied roles within DC Fire and Emergency Medical Services (FEMS). Prior to joining District government, she worked in several roles encompassing records management, human resources, billing management, and data entry.
A native Washingtonian, Angela graduated from the University of the District of Columbia with a Bachelor of Arts in Business Administration degree. She enjoys walking, reading, dancing, attending church, and spending time with loved ones and friends.

During the pandemic, DCRA experienced many changes. Among them is the addition of new members to the team, and those who have stepped into new roles.
To ensure that we are presenting our team in the best possible light, we are offering the opportunity for team members to be photographed, ensuring that we have a recent professional photograph of you available for when the need arises to talk about your work.
Appointments are now available semi-weekly on Tuesday afternoons for all staff.

It is important to be clear as to our roles when interacting with our customers. Additionally, our email signature establishes and reinforces who we are as an agency. By creating a cohesive email signature for each employee, we’ve created brand recognition in every email we send.

Additionally, staff should upload their headshot as their profile picture in all DCRA and District Government portals and systems such as PeopleSoft, Microsoft Teams, and Microsoft 365, Outlook, etc. If you require assistance uploading your photo, please reach out to the Office of Information Systems (OIS) Helpdesk at helpdesk4@dc.gov.
