Taking on a New Role

Harriett Broadie

Harriett Broadie

Deputy Associate Administrator | Business and Professional Licensing Administration

We are proud to announce that Harriett Broadie will be stepping up her role with DCRA as the Deputy Associate Administrator for the Business and Professional Licensing Administration (BPLA). Over the past nine years as Business Licensing Program Manager within BPLA, Harriett has demonstrated tremendous leadership with an ability to motivate her team and champion work improvements within her area. We look forward to her working with Jon Kuhl, BPLA Administrator, to strengthen the team and further improve the division’s capability and performance.

Prior to joining the agency and District government, Harriett was a case management professional with the Alexandria, VA public schools where she managed cases, assessed goals and oversaw delivery of services to special needs students – skills that she has brought DCRA. She also worked for District of Columbia Public Schools, and in the mental health field. Harriett earned a Master of Arts degree in Special Education from Virginia State University, a Master of Arts in Counseling Psychology from Bowie State University, and two Bachelor of Science degrees, in Social Work and Psychology respectively, from the University of Maryland, Baltimore County.

Angela Barnes

Contact Agent | Occupational and Professional Licensing Administration

Angela Barnes joins DCRA, and specifically the Occupational and Professional Administration (OPLA), with experience as an internal auditor with Colonial Parking. Earlier in her career, she served as a legal assistant and debt collector with a law firm in Rockville, MD.

Originally from Wilson, NC, Angela relocated to the District of Columbia prior to graduating from high school. She enjoys reading, serving our elderly through programs connected to her church. She also enjoys watching the Washington Commanders and is a fan of HGTV programming.


Nathan Bell

Nathan Bell

Legislative Affairs Specialist | Policy and Legislative Affairs

Nate Bell is a District native with more than 15 years of public policy experience in both the government and private sectors. His career includes service in the House of Representatives as a Senior Legislative Assistant, as a Regulatory Analyst at Bloomberg Law, and most recently, as Deputy Chief of Staff for Councilmember Anita Bonds.

Nate earned a Juris Doctor degree from the Duquesne University School of Law and a Bachelor of Science degree in Criminal Justice from the Pennsylvania State University. He lives with his wife and dog in the Capitol Hill East neighborhood. In his personal time, Nate enjoys cooking, traveling, cycling, and all things DC.


Taija Chase

Taija Chase

Program Analyst | Business and Professional Licensing Administration

Taija Chase joins DCRA having previously served as an analyst for the Federal Aviation Administration. Earlier in her career, she worked as an analyst for The Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) and the 9/11 Victim’s Compensation Fund.

Taija is a native Washingtonian and earned a Bachelor of Science degree in Psychology from Delaware State University. She enjoys spending time with family, traveling, and watching Hallmark movies.


Monea Grier

Intern| Permit Operations

Monea Grier joins DCRA as an intern in the Permitting Operations Division (POD) through a partnership with the DC Sustainable Energy Utility.

Born and raised in the District, Monea earned a Bachelor of Science degree in Mechanical Engineering from The University of Alabama. She enjoys spending time with family, watching movies and taking cross-country road trips.


Sheila Jamison

Contact Representative | Customer Service

Sheila Jamison brings her skills and experience to the Customer Service team here at DCRA, having previously served as a contractor with the Inspections and Compliance Administration boiler division. 

Born and raised in Washington, DC, Sheila is now studying Business Management at the University of District of Columbia. She enjoys spending time with family, laughing, eating a good meal, and her newfound skill – shaping and grooming eyebrows.


Shameka Jones

Shameka Jones

Program Analyst | Agency Performance 

Shameka Jones joins DCRA as a Program Analyst. She has previously served two state government institutions and brings over 15 years of experience in procurement, program management and space planning/design.

She earned her Master of Organizational Development and Knowledge Management degree from George Mason University, and a Bachelor of Business Management and Entrepreneurship degree from Virginia Commonwealth University. She currently lives in Stafford County, VA. She is married, has two daughters and two small dogs. Shameka enjoys a good Netflix binge, trying new recipes and traveling, both near and far.


Melvin Kinnard

Intern | Permit Operations

Melvin Kinnard joins the agency with eight years of experience as a mechanical engineer, specializing in manufacturing and design across a range of industries.

A DC native and graduate of the University of the District of Columbia, he earned both a Bachelor of Arts degree in English Language Arts and a Bachelor of Science degree in Mechanical Engineering. In his spare time, he enjoys hiking, rock climbing, and writing.

Contact Agent | Occupational and Professional Licensing Administration

Taita Kitt joins the agency as a Contact Agent supporting occupational and professional licensing.  She takes great pride in supporting customers as helping people is a passion of hers. Her professional experience ranges from working as a prep chef at the iconic downtown DC restaurant Georgia Brown's, to her work as a precinct worker and call center supervisor with the DC Board of Elections.

Born and raised in the District, Taita earned a Bachelor of Hospitality Management degree after earning her Associate of Applied Science in Culinary Arts degree, both from Stratford University. A mother of two beautiful teens, Taita has a love for cooking, traveling with family, and is a self-described shopaholic. She takes great pride in her volunteer work through her church during the holiday season.


James Lawhorn

James Lawhorn

Housing Code Inspector | Inspections and Compliance Administration

James Lawhorn joins DCRA with experience as a housing code inspector in Washington, DC with DCRA's Resident Inspector program. Previously, he enjoyed his work as a real estate investor, specializing in inspections and acquisitions.

Originally from Washington, DC, James attended Antioch College and Morehouse College, the latter from which he earned his Bachelor of Science degree in Political Science. He enjoys spending time with friends and family, teaching and playing tennis, and playing guitar in his blues band in his free time.


Sydney Miles

Sydney Miles

Program Analyst | Agency Performance

Sydney Miles joins DCRA with strong experience as a manager for a number of retail companies such as UNIQLO, ZARA and Old Navy.

Born and raised in the DMV, Sydney earned a Master of Professional Studies degree from LIM College in New York, NY and a Bachelor of Science degree in Fashion Merchandising with a minor in Marketing from Johnson & Wales University in Charlotte, NC. She is currently working on a Master of Fine Arts degree in Product Development from Academy of Art University in San Francisco, CA. In her free time, Sydney enjoys spending time with family, cooking/baking, traveling, and event planning.


Kimberly Rispus

Kimberly Rispus

Contact Agent | Customer Service

Kimberly Rispus is starting a new role with DCRA as Contact Agent with the Customer Service team. A seasoned veteran in this area, Kim has 25 years of experience in customer service and more than 20 years in the finance industry. Previously, she served with two of the world's largest firms as an Operations Manager and is also a former employee of the Office of Tax and Revenue. 

Kim is a DC Native, born and raised, receiving her high school diploma from Eastern Senior High School, right here in the District. She is currently pursuing her undergraduate degree in Human Resources from the University of Phoenix. In her downtime Kim loves spending time with her family, baking and traveling. 


Ian Roberts

Intern | Permit Operations

Ian Roberts joins DCRA with previous experience as a Business Analyst for Toyota and as a project management intern for LBX Company, which manufactures Link-Belt excavators.

Originally from Louisville Kentucky, Ian relocated to the District in August in search of new opportunities. He earned his Bachelor of Arts degree in Criminology, Psychology, and Sociology from the University of Kentucky.

Contact Agent | Occupational and Professional Licensing Administration

Shari Thomas joins DCRA as a Contact Agent supporting the Occupational and Professional Licensing Administration bringing her prior private sector experience as an Office Administrator and Business Manager.

Shari earned an Associate of Science degree in Criminal Justice. She enjoys travel, sports and music.


Kimberly Troxler

Kimberly Troxler

Program Support Specialist | Occupational and Professional Licensing Administration

Kimberly Troxler comes to DCRA as an experienced account management and administrative professional. In a previous role, she served as an Executive Account Manager for Major Accounts at the Washington Post. There, she specialized in developing marketing strategies and building strong relationships with local colleges, universities and ad agencies who looked to attract qualified professionals.

Kimberly is a native Washingtonian. Before pausing her studies to focus on raising her children, she attended the University of the District of Columbia and the University of Maryland Global Campus to study Computer Science. Kimberly enjoys traveling and spending time with her family.

During the pandemic, DCRA experienced many changes. Among them is the addition of new members to the team, and those who have stepped into new roles.

To ensure that we are presenting our team in the best possible light, we are offering the opportunity for team members to be photographed, ensuring that we have a recent professional photograph of you available for when the need arises to talk about your work.

Appointments are now available semi-weekly on Tuesday afternoons for all staff.

Establishing Your Identity | Setting Up Your Computers and Mobile Devices

It is important to be clear as to our roles when interacting with our customers.  Additionally, our email signature establishes and reinforces who we are as an agency. By creating a cohesive email signature for each employee, we’ve created brand recognition in every email we send.

Please follow the steps to set up your email signature in the Setting Up Your Computers and Mobile Devices Guide.

Additionally, staff should upload their headshot as their profile picture in all DCRA and District Government portals and systems such as PeopleSoft, Microsoft Teams, and Microsoft 365, Outlook, etc. If you require assistance uploading your photo, please reach out to the Office of Information Systems (OIS) Helpdesk at helpdesk4@dc.gov.
