As the District of Columbia government continues to operate under a public health emergency due to COVID-19, the Department of For-Hire Vehicles (DFHV) remains committed to protecting the health and safety of residents. In furtherance of this commitment, DFH has distributed over 10,000 individual personal protective equipment (PPE) to the for-hire vehicle industry and over 2,000 PPE to staff.
DFHV is also very concerned about the impact on operators and the local for-hire industry during this public health emergency. As a result, DFHV launched the Operator Wellness Project. DFHV staff members engage in daily calls to taxi operators to inquire about their wellbeing and provide important information on available resources.
DFHV has reached over 1,000 operators since August and received overwhelmingly positive feedback. Ninety-six percent of operators have reported they are "very good" or "good" while 4% reported as "fair" or "not so good." During this public health emergency, DFHV continues to extend its gratitude to operators for continuing to be available and serving residents.
DFHV has online scheduling to enable in-person appointments to be made with DFHV Client Services. Safety protocols are in place including a face covering/mask requirement, protective shields and complimentary hand sanitizer. DFHV is open from 8:30 am to 4:30 pm, Monday through Friday (except holidays). Appointments are required first before appearing in-person at the agency.

Emergency Rulemaking on Partitions
Mayor Bowser, through DFHV, has issued an emergency regulation to ensure that the District's taxicab operators and passengers have a safe riding experience during the COVID-19 public health emergency. Effective October 19, 2020, each taxicab registered in the District is to be equipped with a safety partition between the front and rear seats.
The emergency regulation, Title 31, Section 601.9, notes that this requirement is to help minimize the spread of infectious diseases such as COVID-19. The partition may be temporary or permanent and can be hard or flexible. DFHV has distributed 1000 partitions to taxi operators to date.
