Q. The Mayor’s Order provides that “Drivers of ride-sharing vehicles may not have more than two (2) other persons in their vehicle at any time.” Can members of the same household ride together in a for-hire vehicle?
A: Yes, a family or members of the same household living together can ride together in a ride-share vehicle even if there are more than two people. Additionally, it may be possible for a couple not living together to share a ride or have those two individuals include a caregiver or a nanny.
Q. Does the Mayor’s Stay at Home Order define taxi and ridesharing drivers as “essential”?
A: Yes. Mayor’s Order 2020-053, issued on March 24, 2020, states that “Taxis, ride-sharing companies, and other private transportation providers providing transportation services necessary for Essential Businesses or Essential Governmental Functions and other purposes expressly authorized in this Order;” are essential services.
Q. Does the Mayor’s Order require drivers and riders to wear a mask?
A. Yes. Mayor’s Order 2020-063, issued on April 15, 2020 states that “the following individuals are required to wear a mask or face covering: employees, customers, and visitors of hotels, retail food sellers, taxis, ride-sharing companies, or other private transportation providers.”
Requirements For DFHV Grant Program Operators Through the Duration of the Public Health Emergency
1. All DFHV grantees must instruct drivers and operators not to work if they are sick, received a diagnosis of COVID -19, have been told to quarantine, or has come in contact with anyone who has tested positive for COVID-19.
2. If a passenger is known to have been tested for COVID-19, is in quarantine, or has been diagnosed with COVID-19, the vehicle the passenger rode in must be taken immediately out of service for deep cleaning and only returned to service after cleaning is completed.
3. Drivers, vehicle owners and operators providing DFHV grant program service, must clean their vehicles at least daily:
a. Standard cleaning and disinfection products must be used (e.g. Clorox, Peroxide multi-purpose cleaner); and
b. Surfaces and objects that are touched often, such as door handles, arm rests, and seat-belts, in the vehicle, must be disinfected at least daily, and after every passenger who showed signs of illness.
