The Board protects the public health, safety, and welfare of the citizens of the District by ensuring that individuals engaged in these trades have the specialized skills and training required to perform such services for the public. In Memoriam
Former chair, community activist and friend, Robert L. Smith, Jr. passed away on March 4, 2019. Smith served as member of the Board for over 17 years. Our thoughts and prayers are with the Smith family.
Announcements
Asbestos
Notice of Final Rulemaking for Asbestos Abatement Workers and Supervisors became effective, governing the requirements and processes for licensure of asbestos abatement workers and supervisors in the District of Columbia. The official notice can be found here.
Board Members
At its March meeting, the Board voted unanimously to elect Brian Cooper as chair and Richard Jackson as vice-chair. The Board thanks Alvin D. Venson for his service as chair and is pleased he will continue his work as a member.
The Board would like to welcome its newest members: Courtney Braxton (asbestos supervisor) and Shawn Ellis (class 1, steam engineer).
Administrative
Waiting periods for re-examination for Steam and Operating Engineer licenses (Classes 1-8) have been changed to 30 days.
Reinstatement applications no longer require uploaded copies of licenses held in other jurisdictions.
Upcoming License Renewals
- Electrical
- Licenses expire: November 30, 2019
- Elevator Maintenance
- Licenses expire: November 30, 2019
The 2-year license renewal deadline for electrical and elevator maintenance is November 30. Beginning September 1, licensees will be able to renew online at www.dcopla.com/trades. Please note: if you renew your license after November 30, 2019, you will be charged a late fee of $50.00. After February 1, 2020, you will be required to reinstate your license.
Disciplinary Matters
Respondent: Ralph Threatt (DM665)
Violations:
DC Official Cole §47.2853.17(a): Sections (3) fraudulent or deceptively use of a license; (13) Willfully practices an occupation or profession with an unauthorized person or aids an unauthorized person in the practice of an occupation or profession; (19) Violates any District or federal law, regulation, or rule related to the practice of the occupation or profession; 22) Demonstrates a willful or careless disregard for the health, welfare, or safety of any client or member of the public in the practice of the occupation or profession, regardless of whether such person sustains actual injury as a result;
Title 17 DCMR 203.3: In making an installation, no licensee shall create a violation of any other regulation. 203.6 No person shall employ an unlicensed person to perform electrical work as such, except as provided for in §207.
Board Action: Summarily suspended and revoked the electrical master license of Ralph Threat effective February 6, 2019
The Board would like to thank all those who attended the free 8-Hour EPA/AHERA Supervisor Refresher course at the DCRA offices on Monday, August 19.
The National Association of State Contractors Licensing Agencies (NASCLA) will be hosting its 57th Annual Conference on August 26 - 29, 2019 at the Hyatt Regency Baltimore Inner Harbor Hotel.
