The District of Columbia Board of
Professional Engineers has had a very busy and productive year. The board exists because “engineers, in the
fulfillment of their professional duties, shall hold paramount the safety,
health, and welfare of the public.” We
truly believe that we are not here to promote the profession, we are here to
safeguard the public. To that end, we have proposed instituting a Continuing Professional Competency requirement starting with the next renewal cycle, which begins September 1st, 2018. We especially believe that the specific
requirement of ethics professional competency will reduce the likelihood of
professional engineers unknowingly exhibiting unethical behavior.
We believe that by joining the 40
jurisdictions across the country with continuing education requirements we will be part of a movement to ensure that the profession maintains its high public
standing as a trustworthy profession in the minds of the public.
The 2018 - 2020 renewal cycle for Engineers and Land Surveyors began on July 1, 2018. We want to encourage each of you to process your renewals in a timely manner. This will be our first renewal utilizing the newly automated licensing system. We have included some instructional guidelines to help you with the online renewal process. We hope you find the new online process to be more efficient, especially the "look" of the new license includes your photo.
The last 2018 Professional Engineer examination will take place in October, 2018 - so we've included important timelines for your test taking preparation.
In closing, as we adjust and make changes in industry practices, the implementation of the Continuing Professional Compentency requirement supports our pursuit to protect the health and welfare of the consuming public.
To ensure that the engineering and surveying services received by District of Columbia citizens are provided only by persons licensed by the Board.

DC Mayor Muriel Bowser recently appointed one new member to the DC Board of Professional Engineers. The board's newest member is:
 Roland Carter, Consumer Member
Roland
Carter is a DC native and attended the Washington, DC public schools. While
growing up, Mr. Carter was a member of the Metropolitan Police Boys and Girls Club
and played sports which provided a foundation of discipline, dedication and
leadership. He grew up in a family of electrical workers. Mr. Carter was taught how
to fix what may have been broken or enhance what was already working.
In
1999, Mr. Carter inquired how he could
get a job with Pepco. The manager provided him with the information and two
weeks later Carter was on one of the newest members of the IBEW Local 70 and
W.A. Chester, LLC.
In 2006, Mr. Carter was elected to the Executive
Board of the IBEW – Local 70. Currently, Mr. Carter works to promote the
apprenticeship program where young
men and women can take the steps required to lay a positive foundation for
their future.
“I
didn’t come to beautify, I came to electrify”, is one of the most popular
sayings that many have heard Mr. Carter proclaim. He is a devoted husband and
father to three beautiful children and resides in the District.

The Occupational and Professional Licensing Administration is excited to introduce a brand new license management system that will fully digitize the licensing process. This new platform is now available and it is designed to improve your overall customer service experience.
We are pleased to invite you to utilize the new license management system.
To submit an application through our online portal follow the steps below:
1. Visit the Board’s website: https://www.dcopla.com/bpe
2. If this is your first time accessing the system, you will need to register for an account.
3. Under “Licensing Services,” a link is provided to access the online portal.
4. On the next page, select “New Individual” and "Register Now" to register for an account.
OR
If you are Reinstating or Renewing Your License:
1. If you had an account in our previous portal, click on: Already Registered.
2. Click: Forgot Password.
3. Follow the prompts: To re-activate your account in the new portal.
4. Once logged in: Scroll down to your license type.
5. Click: “Begin” to start the application.
6. Answer the screening questions and follow the prompts to upload documents and make payment.
Current system capabilities allow you to:
- Activate your account.
- Change your email and mailing address.
- Change your phone number(s).
1. Log in to the system using your e-mail and new password.
2. Once logged in, follow the prompts to view your account or make changes to your email address or phone number(s).
Please ensure that you provide the Board with an accurate and current email address, as renewals and announcements are sent via email.

Photo Required on New License
One major change with the new license and renewal applications is that a photo will be required for the next issuance of your license. The photo you upload to appear on your license must be on a "plain white background" and be a front-facing, “passport-style” photo of only yourself (do not submit a photo of your passport or other photo). The renewal period began on July 1st, 2018.
1. Log in to the system using your e-mail and new password.
2. Once logged in, follow the prompts to view your account, upload your photo, or make changes to your email address or phone number.

The October
2018 Principles and Practice of Engineering (PE) or Professional Engineer examination
will take place on Friday, October 26, 2018 and Saturday, October 27, 2018.

Dates:
The
National
Council of Examiners for Engineering and Surveying (NCEES) online registration
opens for the October
PE examinations.
New
applicants’ deadline to submit completed
online application. A complete
application includes
the application and all supporting documents (2x2 photo, government issued
identification, references, documentation of experience, and verification of Fundamentals
of Engineering (FE) exam completion). All formal
transcripts must be sent from the educational institution to the Board. Log on to www.dcopla.com/bpe
to complete an application.
Deadline
for the Board to review/approve all new applications for the October 2018 PE
examination.
Re-examination
applicants’ deadline to submit a complete online reexamination application. Applicants interested in re-examination must contact the Exam Unit, OPLA, at 202-442-4320.
- August
30, 2018; 3:00PM EST
Registration
closes for the October
2018 PE examination. Failure to register with NCEES before the deadline will
preclude applicants from being able to take the examination.
All requests for testing accommodations must be submitted to NCEES by 3PM
on this date. This includes accommodations under the Americans with Disabilities
Act, religious purposes, and/or for active duty military service. More
information about special accommodations can be found on the NCEES website.

- Summarily suspended license. Mr. Preddie's Professional Engineering license was suspended pursuant to Title 47, Section 2853.18 due to the imminent danger to the health and safety of persons in the District.

17 DCMR Section 1517 - Professional Conduct
17 DCMR Section 1517.5 - The
licensee shall perform services only in areas of the licensee's competence and:
(b) May accept an assignment or project
requiring education or experience outside of the licensee's own field of
competence, but only to the extent that the services are restricted to those
portions or disciplines of the project in which the licensee is qualified. All
other portions or disciplines of such project shall be performed by associates,
consultants, or employees who are licensed and competent in those portions or
disciplines.

Foxx, Legislative Committee Chairman, American Council of Engineering Companies
(ACEC) gave a presentation on challenges that the Professional Engineering
industry is facing -- specifically the threat to eliminate professional
licensure requirements. ACEC supports the need for professional licensure to
conduct engineering work as a safeguard to protect the health, safety and
welfare of the general public. There is a growing trend toward reexamining the
purpose and extent of occupational licensing as states seek to reduce
regulatory burdens of licensing.
According to the National Society of Professional Engineers, 26 states have
introduced, enacted, or issued legislation, executive orders, or regulations to
review, analyze, or eliminate certain licensing requirements in the period
between 2015-present.

The DC Board of Professional Engineers will join other state boards to require that licensed Professional Engineers and Land Surveyors meet a Continuing Professional Competency (CPC) requirement to renew their license.
New regulations for Continuing Education requirements are in Rulemaking progress. The number of hours that are being proposed as a requirement are:
- Professional Engineers 20 Hours
- Land Surveyors 12 Hours
Once the Rulemaking is published as "Final" -- the start date of the requirement will become effective September 1, 2018.
