Presentations/Discussion/Announcements
-
Southface Vail Housing Development Update
- Staff gave an update on Southface Vail, which is 34% complete. The original finish package was value-engineered to protect the contingency against early construction risks. Those risks are now substantially reduced and only $160,673 of the $5.45 million general contingency has been used. The Vail Local Housing Authority and town staff are recommending approximately $1.152 million in interior and common-area betterments, funded from that existing project contingency. No new town funds are requested, the contract time would not change, and about $3.86 million in contingency would remain for the final two years of construction. Council was generally supportive, with some members expressing concerns with the return on investment on common area improvements versus in-unit upgrades. Council is also hoping to be able to revisit rental rates in the future.
-
Resiliency Plan Update
- Vail Police Chief Ryan Kenney, on behalf of the town’s leadership team, is requesting approval to issue a request for proposals for a resiliency plan. The intended outcome would be to organize all departmental emergency operation plans in one place, while also strengthening the town’s pre-planning and post disaster plans. While the concept of resiliency encompasses larger parameters, the focus during this stage of the project would be on preplanning (40%) response planning (20%) and community stabilization (40%). Council was supportive.
-
Permission to Proceed – Barrio Social
- The owner of Barrio Social restaurant, located at 100 E. Meadow Drive, Unit 15, is requesting permission to proceed through the Design Review Board process regarding a proposed roof structure over an existing patio on town property. Council was supportive.
-
Permission to Proceed – Tyrolean Project
- The applicant is requesting approval to reconstruct the existing stairs connecting the building located at 400 Vail Valley Drive to the Gore Creek Path. A previous Permission to Proceed application for the stairs was approved with conditions, including that heating of the stairs would not be permitted and that no lighting would be installed within the Town of Vail stream tract. However, the current application includes three additional components: heating of the stairs, lighting within the stream tract, and a proposed payment to a town environmental offset program that has not yet been formally adopted. Council was generally supportive of sending the application back to the DRB, with Staufer against.
-
Discussion on Ord. No. 14, Amending the Vail Town Code to Increase the Penalties for Parking Violations
- Parking citation fines have not been updated since 2003 and are now currently the same dollar amount as the retail rate for peak day parking in town structures. Council was supportive of raising the fines.
-
Discussion on Ord. No. 13, Amending the Vail Town Code regarding Automated Vehicle Identification Systems
- There were no changes from the first reading of the ordinance. Council was supportive.
