Joint Meeting with Vail Recreation District
- Staff provided the Vail Town Council and the Vail Recreation District Board with an update on Dobson Arena prior to the facility’s opening set for November.
-
Fire Modeling Discussion
- During an Aug. 18 work session, Council directed staff to explore opportunities for implementation of communitywide mitigation actions that would measurably reduce wildfire vulnerability throughout the community. Staff is proposing a combination of wildfire fuels reduction in and around the town on public lands; implementation of a mandatory “Fire Free Five” feet of defensible space, plus an incentivized additional area out to 30 feet from all structures; and a policy that would sunset all wood shake roofs. Council was generally supportive and staff will return with potential draft policies and a community outreach plan.
-
Donovan Pavilion Management Discussion
- Council reviewed the current uses of the Donovan Pavilion and Grand View Room facilities. The management agreement for the two spaces is set to expire on Dec. 31, which provides an opportunity to broaden the use of both Donovan and Grand View in alignment with Town Council’s strategic goal of “By March 2027, create policies and an organizational culture where community members and/or groups can utilize town facilities.” Council’s feedback was to ensure the spaces are active, used and accessible as staff develops an RFP.
-
Zipcar Program Update
- Staff provided an update on the Zipcar program and sought feedback on vehicle placement now that Timber Ridge is ready for cars on-site. Council was supportive of leaving two vehicles at Middle Creek, leaving one at the Vail Village parking structure and moving one to Timber Ridge, then reassessing in December once Timber Ridge is fully occupied.
-
Automatic License Plate Recognition (Flock) Camera Update
- Vail Police Chief Ryan Kenny gave an update on the use of the five Automatic License Plate Recognition (ALPR) cameras in town. Prior to his presentation, Chief Kenney stated that while he was there to present, he was also there to listen. ALPR technology is currently utilized by the Vail Police Department to assist with identifying vehicles and developing information during criminal investigations. While no decisions were made, Council asked for continued conversations and all interested community members are encouraged to view the presentation and discussion, which starts at timestamp 09:44 at https://www.highfivemedia.org/episodes/evening-meeting-9152026.
-
Discussion on Ord. No. 13, Amending the Vail Town Code regarding Automated Vehicle Identification Systems
- The Colorado General Assembly has made changes to state law governing speed cameras and as a result, amendments to the Vail Town Code are necessary. The changes that are most substantive include a requirement that any speeding violation between 6 and 10 miles per hour be cited as a written warning on first offense. Vail’s cameras already do not detect violations under 10 mph, so no change will occur to enforcement. There is also a requirement for a flat fee billing system, which will be implemented with this ordinance. Council was supportive.
-
Contract Award to Dacra Tech LLC for an Updated Photo Radar Speed Enforcement
- The Vail Police Department is requesting approval to enter into a new contract with Dacra Tech LLC for continued automated speed enforcement. The agreement incorporates changes necessary to ensure the town’s automated vehicle identification system program complies with recent changes to Colorado state statute, per the previous agenda item. Council was supportive.
-
Increasing Available Funding for Fire Free Five Community Assistance Program
- At the Aug. 18 afternoon session, Council was presented with an update to the Fire Free Five Community Assistance Program, including the full commitment of funds. Council directed staff to explore ways to fund additional projects this year. The town’s fire and finance departments determined that $30,000 would clear the existing waitlist of 2026 projects. Council was supportive of those dollars coming from the RETT Fund.
-
2026-2027 Winter Parking Discussion
- Following previous discussions with Council and the Parking and Mobility Task Force, recommendations for the winter 2026-27parking program are to keep retail rates the same; maintain the same pass rates and options including summer benefits; increase fines for parking citations; remove Presidents’ and MLK Jr. days as peak days; and improve company/business accounts. Council was supportive, with the addition of moving the start of paid parking later in November, from the proposed date of Nov. 13 to Nov. 20.
-
Discussion on Ord. No. 12, Amending the Vail Town Code to Add a New Requirement that a Sketch Plan be Submitted Prior to an Application for a Special Development District
- Council requested an amendment to the Special Development District process to add a new preapplication sketch plan review step. Changes since first reading include the addition that recommendations are made via a majority vote. Council was supportive.
Town Manager Report
- As part of the Town Manager Report, Housing Director Jason Dietz asked for feedback on whether the Vail InDeed program should be expanded into the unincorporated areas in town. Council was supportive. He also gave an update on the potential for new housing in East Vail, with responses to an RFP currently being reviewed. In addition, Finance Director Carlie Smith reported that Moody's Ratings has affirmed the Town of Vail’s Aaa issuer rating and Aa1 certificates of participation (COPs) rating, a testament to the strong financial position of the town.
