 Prior to the regular afternoon session, members of the Vail Town Council both past and present helped celebrate the ribbon cutting for Zipcar, the town’s new carshare program.

Interviews for Art in Public Places Board Members
- The Town Council interviewed Barry Danielsen, Ian Grask, Ali Kelkenberg, Bobby L’Heureux, Jen Mason, Sharon Cohn and Lindsea Stowe for three vacancies on the AIPP Board. In the evening, Kelkenberg, Cohn and Stowe were appointed to two-year terms.

Interviews for Design Review Board Members
- The Town Council interviewed Robin Burch, Molly Egan, Ted Jadlos, Rollie Kjesbo and Rys Olsen for three vacancies on the DRB. In the evening, Egan, Kjesbo and Olsen were appointed to two-year terms.

Fourth of July Event Update
- Vail has a long history of going all out with its Fourth of July celebrations and this year, the town turns 60. To align with the U.S.A.’s 250 and Colorado’s 150 celebrations also occurring this year, the theme of the Vail America’s Days parade is proposed to be “250-150-60. A Mountain of Milestones.” Staff is also proposing a new concert at the base of Gondola One, prior to the fireworks which will take place if conditions permit. In addition, to ensure a safe and fun holiday for all, the Police Department is requesting reimplementation of a 10:30 p.m curfew for those under 18 who are not accompanied by an adult. Council was supportive.

Exterior Energy Offset Program Introduction
- Town Council heard an overview of a potential greenhouse gas reduction program for high energy consumption exterior uses such as snowmelting, pools, and spas. By placing a requirement on high-consumption exterior energy systems, these programs aim to encourage sustainable design choices and generate funding for clean energy projects such as solar on workforce housing or rebates to residents or businesses to invest in clean energy upgrades. Staff will bring a program design to PEC for input and return to Town Council with additional information.

Good Deeds Programming Update
- Staff is seeking approval to continue implementing the Good Deeds Vail price capped deed restriction program in partnership with the Eagle County Housing and Development Authority for 2026, using available Vail InDEED funds. Due to changing market conditions, the Vail InDEED program has only produced 1-2 units per year for the last several years. Exploring the use of Good Deeds Vail in 2026 will cast a wider net for possible local homeowners in Vail, increase the pool of price capped deed restrictions within the year, and allow the town to test the market for a 30% investment towards home purchase with only a 15% contribution. Council was supportive of the partnership.

Discussion on Resolution No. 9, Operating Agreement with Vail Recreation District for Dobson Arena
- Deputy Town Manager Kathleen Halloran presented the major deal points of the operating agreement between the town and the Vail Recreation District (VRD) for the newly remodeled Dobson Arena, anticipated to open late in 2026. Bob Armour, chair of the VRD board, thanked the staff from both organizations for the collaboration. The Town Council and VRD representatives celebrated the agreement with a ceremonial signing. Both entities look forward to welcoming everyone back to Dobson later this year.

Discussion on Permission to Proceed for Tyrolean Project
- The applicant is requesting permission to proceed with reconstruction of the stairs from their building, located at 400 Vail Valley Drive, down to the Gore Creek Path. The existing stairs are entirely on town property, partly within Vail Valley Drive right-of-way, and partly in the town stream tract. The site is constrained with no other options for pedestrian access. Council was supportive with conditions.
Town Manager Report
- As part of the Town Manager Report, the Council reviewed possibilities for including an acknowledgment of the Town of Vail at the Gerald R. Ford Amphitheater. Council members would like a tour of the facility as it undergoes renovations. In addition, a letter regarding road access to the proposed Berlaimont development in Edwards has been drafted for Town Council review. Members asked for additional details before signing.

- Jason Boston introduced himself as a candidate for Eagle County Sheriff.
